April 13, 1965
Canton City Council held a regular meeting on April 13, 1965 in the City Council
Chamber. Mayor Cook called the meeting to order at 7:07 P. M. Present for Roil
call: Aldermen Sebree, Howard, Duncan, Hurst, Whitehead, Skinner, Long; Ellis,
Kroell, Morton, Jennings, Bender, and George. Absents Alderman Wright.
Pledge of Allegiance was followed by Prayer by Alderman Long,
Alderman Bender moves and Alderman Horton seconds a motion that the minutes of
the previous meeting be accepted as presented. Roll call vote. AYE: Unanimous,
Mayor Cook called for reports of standing committees.
Alderman Skinner reported that the Police and Legal Committee had met and
recommended entering an agreement for"the installation of a teletype service,
approximate cost of installation $110.00 and a monthly rental of $100.00 per month.
He moves that the Council accept this program for a trial period of thirty days.
Alderman Whitehead seconds this motion. Roll Call vote. AYE: Aldermen Sebree,
Howard, Hurst, Whitehead, Skinner, `Long, Ellis, Kroell, Horton, Jennings, Bender,
and George. NAYS Alderman Duncan. (12 AYES and 1 NAY). Motion carried.
Alderman Bender reported that a demonstration of a uni.loader would be made at the
^`3 sewerage plant at 4:00 P. M. on April 14, 1965, and asked anyone interested to be
T present.
Alderman Bender excused at 7:15 P. M.
Alderman George reported that Clean-up week for the City of Canton would be held
from April 26 to 30, 1965 and that two tracks would follow the garbage trucks for
clean up work.
Five petitions requesting blacktop read. Alderman George moves and Alderman Skinner
seconds motion to refer same to the Board of Local Improvements. Aldo rman Howard
inquired if the rate charged to the property owner was to be increased. Roll call
vote. AYE: Unanimous.
Mayor Cook called for reports of special committees.
Mayor Cook called for communications to the Council.
Letter of resignation of Alderman Charles D.'Wright from the City Council, effective
as of the date of the letter (April a) 1965). Alderman Howard moves and Alderman
Hurst seconds motion to accept this resignation. Roll call vote. AYE: Unanimous,
Mayor Cook called for unfinished business.
Second reading of an ordinance pertaining to the Sanitation Department. Alderman
Hurst moves and Alderman Skinner seconds that the ordinance by placed on its
passage. `Alderman Ellis moves and Alderman Sebree seconds a motion to table the
ordinance. Roll call vote. AYE: Alderman Kroell; Ellis, Long, Duncan, Haward,
and Sebree. "NAY: Aldermen George, Jennings, Horton, Skinner, Whitehead, and
Hurst. (6 AYES and 6 NAYS). Mayor Cook voting"AYE". Motion lost. Alderman
Howard stated his reason for not wanting another department head in the city — the
employee should be paid a fair wage and then later same can be increased as can the
title. General discussion. Alderman Howard stated that the project should start
at approximately $5500.00. Roll call vote. AYE: Aldermen Hurst, Whitehead,,
Skinner, Horton, Jennings, and George. NAY: Aldermen Sebree, Howard, Duncan,
Long; Ellis, and Kroell. (6 AYES and 6 NAYS), Mayor Cook voting "AYE". Motion
lost. Mr. Eldon Myers asked what salary was to be paid to the operato r of the
sanitary fill. Alderman Howard moves and Alderman Jennings' seconds that same be
referred to the committee to set the salary at such wages ad necessary and that
the committee should use their own discretion. Alderman Hurst moves a-nd Alderman
Skinner seconds motion to amend the motion to insert "not to exceed $6,150.50". .
Roll- call vote on the amendment. AYE: Aldermen George, Jennings, Horton, Ellis,
Long, Skinner, Whitehead, Hurst; Duncan, Howard, and Sebree. NAY: 'Alderman Kroel.l.
(ll AYES and 1 NAY). Motion carried. Roll call vote on the motion. AYE: Unanimous,
Mayor Cook called for new business.
Alderman Sebree inquired when the paving on East Chestnut Street would be repaired
and was informed that the Johnstone Construction Co. was in Canton working on the
repairs at this time.

Mr. Ferris Harland, Supervisor and Chairman of the Fulton County Supervisors Health
Board reported on-the county.project for Rabies control as recommended by the
state. Plans to charge 250 per capita for City of Canton for the first year would
probably be the only expense the city, would have and would have the protection
of the Fulton County Rabies Control act, Alderman Jennings moves and Alderman
Skinner seconds a motion thatthe Finance, Police and Legal Committees and the Mayor
meet and make their recommendations to the next Council meeting. Chief of Police
Lindzey stated that it seemed to be a good program and that the City needed some
program for control of dogs. Roll call vote. AYE: Unanimous.
First reading of an ordinance extending the Council holding three meetings each
month.
Alderman Howard thanked the candidates for election who had been invited to attend
the ounci.l meeting for taking their time- to meet with the old Council.
Alderman Long moves and-Alderman Sebree seconds motion to adjourn. Voice vote.
AYE: Unanimous.- Canton City Council adjourns at 8:30 P. M.
