Present for Foll Call: Alderman Sebree, llm,,-ard., 1,1right, Duncan, Hurst., Whitehead., Long., Ellis, Kroell, Horton, Jennings tender, and George. Ab- sentj Alderman Skinner. Pledge of Allegiance was followed by Prayer bi Alderman L onF Petition requesting annexation of a portion. of block on "Torth Thirteenth Avenue signed by six propert- y owners presented to the Council. Alderman Howard inquired if everything was in order -for such annexation and Alderman Bender reported that these properties have water and sewer and that the roads are in good condition. Since the Petition did not give the location of prop- erty desired to be annexed and may not have been signed by all the property owners, Alderman Bender moves that the 'Council accept the Petition and when the proper formalities have been completed on a Petition, action can be taken. Alderman George seconds this motion. Roll call vote. AYE: Unanimous. Alderman Long moves and Alderman T Torten seconds a motion to accept the minutes of the previous meeting; as presented and place on file. Roll- call vote. AYE: Unanimous. Mayor Cook called for reports of stand!_ng committees. Alderman Jennings inquired what progress had been made toward the property on East Ma-ole Street. Kr. Senift, City Attorney, reported that he had written to the heirs but that a notice has to be sent to the Fire •larshall for inspec- tion., then time allowed for the owners to repair or tear down this property and then, if no attempt to correct the situation, the City Attorney must no- tify the owners that the proceedings be taken through court. Mayor Cook called for reports of special committees. Alderman George inquired if any further information regarding the repairing of the C. B. (c Q. Rl", tracks on East Locust and Fourth Avenue have been received. Mr. Senif t to write to the C. 3. L- Q. 11R. Mayor Coop called for communications to the Council-. Letter from the Planning and Zoning Commission renorting on the Public Hear- ing held on March 1, 1965 and recommends.ng the rezoning of part of Lot 1�1o. 11 ., (S.W. corner W. Locust St. and Ave. C) in French's Addition. Alderman Hurst moves that the recommendations of the 111anning &: Zoning Commission be accepted and that the City Attorney be instructed to draft an ordinance for rezoning, Alderman Jennings seconds this motion. Roll call vote. AYE: Unanimous. Mayor Cook called for unfinished business. M-,,ror Cook called for new business. Alderman Long moves that the bids for the proposed Division 8 -- Force Main, Pumping Station, and Oxidation Pond be opened at this time. Alderman Jennings seconds this motion. Voice vote. AY_11.- Unanimous. Bids read: Johnstone Construction Co. $75,505.00; 1-1'eigant 'z Storrer $54,508.40 and Canton Contract- ors $54,000-31. (The Engineer's estimate for this work was $59.,240.00. Alder- man Long moves and Alderman George seconds a motion to refer these bids to the Water and Sewer Committee for study and recommendation to be made at the next Council meeting. Roll call vote. AYE: Unanimous. Alderman Bender requested a five-minute recess for examination of the two estimates on work of the ',,later and Sewer :Improvement Program. Alderman 3er-d,:.,r moves that Estimate J.Jo. 2, Division It., Pittsburg h-DesMoines Steel Co. in the amount of $47 and the Estimate Id o.' o. 7, Division 1, C. lber Sons '017,406.86 (holding back x.500.00 instead of n'200.00 as desig- nated on their estimate) be allm ed for payment. Alderman Jennings seconds this motion. Roll call vote. AYE: Unanimous. 316 March 9, 1965, Cont. (2) First reading of an Ordinance for annexation of a r_)ortion of the l.ihardts addition to the City of Canton. Alderman Hurst moves to suspend the rules and Alderman IA-titehead seconds this motion. Roll call vote. AYE: Unani- mous. , Alderman Hurst moves and Alderman.- Duncan seconds a motion to place the Ordinance on its passage. Roll call vote. AYE: Unanimous. This being Ordinance 'do. 128. Alderman Bender inquired what plans had been decided for running sewer lines by the Potesanos property -- and was informed that the sewer line would by-pass this property. Alderman finings asked for a clarification of the pay for the Street and Alley employees and the two hourly rate men in the Mater aid Sewer Department., if the Amendment to Ordinance No. 108 would be interpreted to include these men. Alderman Jennings moves and Alderman Horton seconds a motion that the City Attorney give a clarification of the amen&,,ient of the Appropriation Ordinance (pro; 108) regarding salaries of the Street and Alley and the Water and Sewer employees on hourly rates. Rolf_ call vote. ADZE: Unanimous. First readi_n, of an Ordinance pertaining to increase in salar�r of City Clerk. At the previous meeting Alderman 'Bender had suggested a "P500.00 raise for the Clerk. General discussion,. regarding a decrease in the amount stipu- lated in the Ordinance. Alderman Sebree moves and Alderman Bender seconds a motion to leave the Ordinance stand as presented. Roll call vote. AYE,: Aldermen George '3enc3.er, Jennings, Horton, Kroell, Ellis, Long, 11hitehead, Hurst, Wright, Howard, and Sebree. IAY: Alderman Duncan. (12 AYES and 1 ',TAY) . Motion carried..
