Jan. 12, 1965
Canton City Council held a regular meeting on Jan. 12, 1965 in the City
Council Chamber. Mayor Cook called the meeting to order at 7:05 P. M.
Present for Roll Call: Aldermen Sebree, Howard, Wright, Duncan, White-
head, Skinner, Long, Ellis, Kroell, Jennings, Bender, and George. Alder-
man Hurst arriring at 7:55 P. M. Absent: Alderman Horton.
Pledge of Allegiance was followed by Prayer by Alderman Howard.
Alderman_ Long moves and Alderman George seconds a motion to accept the
minutes of the previous-meeting and place on file. Roll call vote. AYE:
Unanimous.
Mayor Cook called for reports of standing committees.
Alderman Bender inquired about the purchase of the track-type tractor for
the sanitary land fill. Street Superintendent, Eldon Dyers, reported that
the tractor is-ready for delivery and City. Treasurer, Carl Hill, reported
that if there was no more anticipated capital expenditures the tractor
could be paid by -cash-. Alderman Wright- asked if the contract for the lease
of land had been presented. Information regarding the contract for the land
site and building for housing the equipment to be discussed at the next
Council meeting. In the meantime, Mr. Senift, City Attorney, to contact Mr.
Chester Claudon, Attorney for the strip mine.
Alderman Bender inquired of the City Attorney about the oxidation pond (tem-
porary injunction against same) and the driveway along the T. P_. & W. RR. Mr.
Senift stated that the Court held with the City and the temporary injunction
was denied, however, the case is still to be tried. No work regarding the
driveway along the T. P. & W. RR but, in the meantime, he had turned this
matter over to the Crawford, Murphy & Tilly Engineering Firm because they had
the drawirts, etc, necessary to make the request for use of this drive.
Alderman Bender reported that he had talked to Mr. Crawford, from the Engin-
eering firm and learned that plans should be ready by the next Council meeting
to start-condemnation proceedings on the property at the north side of the city.
Alderman George reported a meeting of the Street & Alley mmittee n they 0

Letter from Crawf ord, Murphy & Tilly, Inc. advising the extension of contract
time for the C. Iber & Sons (90 days) because of slow delivery of materials
and equipment. Alderman Bender moves and Alderman Long seconds motion to
grant this extension -- from Feb. 5, 1965 to May 61 1965• Roll call vote.
AYE: Unanimous.
Copy of letter written by Alderman Bender, Chairman of the Water and Sewer
Committee to Crawford, Murphy & Tilly and also the Johnstone Construction Co.
regarding the completion of repairs of streets torn up on the water and sewer

Report of Howard Gibbons, City Engineer, regarding the difficulty caused by
overloading the storm and sanitary sewers in the vicinity of Locust Street
and Eleventh Avenue (the existing 12 in. storm drain had a capacity of two
cu. ft. per second and approximately fifteen cu, ft. per second is required.
A preliminary estimate is approximately $38,600,00 to serve this area and

also approximately fifty acres of future development. The existing sanitary
sewer is ten inch and has a capacity of 500 gal* per minute running full and
approximately 700 gal. per minute surcharging without flooding basements.
Five hundred gal, per minute will serve 1800 residential homes based on
present rates of consumption. This sewer has at present 157 houses connected.
Of the 157 homes, approximately 106 have 411 the drains around their footings.
One house with tile drains under maximum conditions, which existed on Jan. 1,
can contribute 100 gal, per minute to the sanitary sewer. Five such houses
will fill 6he sewer to normal capacity. 106 houses will, of course, cause
considerable back-up. Alderman Jennings commended the .City Engineer for this
report. Alderman George inquired about additions to the city with only san-
itary sewer and insufficient storm sewers. Alderman Jennings reported one
block on East Elm Street with sanitary sewer only -- a petition filed for
black-top-- and the storm sewer has been stubbed on Twelfth Avenue, it
would take about 400 feet of tile to tie on the Twelfth Avenue storm sewer
-- this should be done before any black4top is applied. Alderman Wright
suggested that the North Main Street area should also be considered.

Mayor Cook appointed Vernon Games as an employee on the Garbage Disposal
Department. Alderman George -moves and Alderman Bender seconds a motion to
accpet this appointment. Roll call vote. AYE: Unanimous.
Alderman Bender moves to adjourn. Alderman Jennings seconds same. Voice
vote. AYE: Unanimous. Canton City Council adjourns at 7:57 P. M.
