Canton City Council held a regular meeting on Dec. 1, 1964 in the'CitylCouncil Chamber.
In the absence of Mayor Cook, the City Clerk called the meeting to order at 7:06 P.M.
and stated that motion to designate a Mayor pro tem for the meeting would be in order.
Alderman Jennings moves and Alderman Sebree seconds a motion to. select Alderman Howard
as Mayor pro tem for this meeting. Voice vote. AYE: Unanimous.
Present for-Roll call: Aldermen Sebree, Howard, Wright, Duncan, Hurst, Whitehead,
Skibher, Long, Horton, Jennings, Bender, and.George. Absent: None. _
Pledge of Allegiance was followed by Prayer by Alderman Long.
Petition signed by owners of nine taverns requesting the amendment of the or dinance
(No. 119) pertaining to the closing hour for Supper Clubs, or extendin the
of remaining open for business until two o'clock A. M. each day for g privilege

Alderman Wright moves and Alderman George seconds the motion to accept the Petition
and place same on file. Voice vote. AYE: Unanimous. (Petition No. 95).
Alderman Bender moves and Alderman Horton seconds a motion to accept the minutes of
the previous meeting as presented and place on file. Voice vote. AYE: Unanimous.
Bills for the month of November read. Alderman Hurst moves that $30.00 be deducted
C: from the William Nebergall bill until some negotiations have been made. Alderman
Skinner seconds this motion. Voice vote. AYE: Unanimous. Alderman Bender moves
and Alderman, Jennings seconds a motion that all bills properly approved be allowed
for payment, deducting $30.00 from the Nebergall bill.
Unanimous. Roll call vote. AYE;
Alderman Duncan reported on four claims for damages to be referred to proper
authorities to see that a settlement is made. Alderman Bender recommended holding
one of the bills and include it with others that ikill be received for damage- to
crops because of the sewer and water program. Alderman Duncan moves to refer the
bills to the consulting engineers for study, seconded by Alderman Hurst. Voice vote.
AYE: Unanimous.
Mayor pro tern Howard asked for reports of officers. Reports for month of November
read. Alderman George moves and Alderman Bender seconds a motion to accept same and
place on file. Voice vote. AYE: Unanimous.
N(yor pro tem Howard called for reports of standing committees.
Alderman Jennings stated that it might be wise to make a one-way street from Elm to
Oak Street on Second Avenue and said that Chief of Police Lindzey suggested a one-way
street, parking on both sides of street except the block from Maple to Railroad St.
Traffic Committee to make a study and report to Council.
Alderman Wright reported that the Traffic Ordinance books were now in the hands of
the- proper city officials and a number of the Attorneys in the County -- and since
the supply was limited, should be kept in a secure place.

Margaret Fingel Fox, Colorado Springs, Colorado.
Announcement of the next meeting of Municipal Association of Central Illinois to be
held in Rushville, Ded, 9, 1964 in the American Legion Hall. Mayor pro tem Howard
stated that the Mayor would probably ask that as many attend this meeting as possible,
Matters of Legislation and impending Legislation affecting Municipalies on the agenda.
Resignation of Alderman Glenn W; Abbott read. Alderman Wright moves that with regret
the Council must accept this resignation since the Alderman has moved into another
ward. Alderman Horton seconds this motion. Voice vote. AYE: Unanimous.
Mayor pro tern Howard reported that Mayor Cook wished to appoint Alderman Skinner as
Chairman of the Police and Legal Committee replacing Alderman Abbott. Alderman
Wright moves and Alderman George seconds the appointment. Voice vote. AYE:
Unanimous.
Alderman Wright moves and Alderman Bender seconds a motion to open bids for the equip-
ment to be purchased for use of pushing city dump. Voice vote. AYE: Unanimous.
Bids read: McElroy-Roland, I.H.C., $253670.00, plus $6,750.00 for cost of repairs
W4f 5000 hours or five years from date of delivery, whichever occurs first, total
,420.00; Peoria Tractor Co., Caterpillar, $28,248.50, plus $73000.00'repairs,etc.

five-minute recess to check on the estimates that had been received too late for

First reading of an ordinance pertaining to rezoningaa lot on No th Main

building of a Masonic Lodge. Alderman Bender moves
motion to suspend the rules. Voice vote. AY-2- Unanimous. Alderman Bender moves
and Alderman Long seconds a motion to place this Ordinance on its passage. Roll
call vote. AYE: UnaMmous. This being Ordinance No.121.
Resolution pertaining to obtaining right-of-way for emtenslAlderman water and and
sewer program on property outside the Canton city
Alderman Wright seconds a motion to idopt:the Resolution. Voice vote. AYE:
Unanimous. This being Resolution No. 393.
Next item of agenda was discussion of the Supper Club Ordinance (No. 119). Mayor
plbo tem Howard stated that he had asked City Attorney Senif about the CatylAttoof
the passage of this Ordinance on Nov. 17, 1964. Discussion G. Ray Senift, related a similar case where the ordinance was ruled invalid -
stating that in his opinion it was nedessary for a majority of all elected members

Mayor pro tem Howard stated that the Mayor i license

Alderman Hurst moves and-Alderman Wright seconds a motion to adjourn. Mayor pro
tem Howard stated that he wished to present his Veto on the Supper Club Ordinance
No. 119 before the Council adjourned. Voice vote on adjournment, AYE: Unanimous.
