Canton City Council held a re T August 4, 1964
regular meeting on Au . �, 1964 in the City Council
Chamber. Mayor Cook called the meeting to order at 7:03 P. M. Present for Roll
Call: Aldermen Sebree, Howard, Duncan, Hurst, Whitehead, Long, Abbott, Gibbons,
Horton, Jennings, Bender, and George. Absent: Aldermen Wright and Skinner.
Pledge of Allegiance was followed by Prayer by Alderman Long,
Aldermen Howard moves and Alderman Bender seconds a motion to accept the minutes
of previous meeting and place on file. Roll call vote. - AYE: Unanimous.
Bills for July read. Alderman Bender moves, Alderman George seconds motion that all
bills properly approved be allowed for payment, Roll call vote. A)7: Unanimous.
-Reports of Officers read. Alderman Bender moves and Alderman Horton seconds a mo-
tion to accept same and place on file. Voice vote. AYE: Unanimous.
Mayor Cook called for reports of standing committees.
Alderman George moves that $103000.00, reccr vended to be included in Appropriation
Ordinance, be used for oil and chips now. Alderman Hurst seconds this motion. Alder-
man Howard moves to tayble the motion until a meeting; with City Treasurer is held.
Alderman Duncan seconds this motion. Alderman Hurst withdrew his second and Alderman
r;i George withdrew his motion. Alderman George suggested the money allocated for Jones
V, Park be used for oil and chips. A meeting to be held Aug. 10, 7:00 P.M. - City
Treasurer, Mayor, Finance Committee and the Street and Alley Committee,
Alderman Hurst reported that the Garbage Disposal Committee met with members of the
United Electric Coal Co. and were promised a lease for 640 acres of ground for use
of sanitary land fill -_ only provisions were that the land was to be kept in a
sanitary condition. Alderman Hurst recommended that bids on the Tractor-type end-
loader be returned and to advertise for a tractor with dozer type blade A rough es-
timate of cost of mac' !.ne operation, $ 1.94 per hour, plus labor of operator -- this
fugure would bring ths total cost of operation to approximately $133000000 over the
proposed budget, but a fee basis for other communities who may wish to use these
facilities would help to offset this additional expense. Alderman Hurst moves to
return bids and Alderman George seconds this motion. Voice vote. AYE: Unanimous.
Mayor-Cook called for reports of special committees.
Alderman Jennings reported on the "rounding" of corner of Avenue D and Maple Street,
approximate cost $800.00. Alderman Hurst moves and Alderman Whitehead seconds the
motion to undertake this project. Roll call vote. AYE: Unanimous,
Mayor Cook called for communications to the Council.
Letter from the Sanitary Water Board regarding the city's application # for Federal
Funds -- not eligible this year, but the Board will review application in 1965.
Letter from Department of Conservation regarding cleaning Lake Canton of all fish and
restocking with desireable fish, estimated cost of 23300 lbs. Dri-Noxfish (20% powdered
retenone) for 3x450 acre feet of water in Lake Canton or 1.0 pound per million --
$4,980.00; this figure does not include cost of labor removing; dead fish. The Dept.
of Conservation provides gratis: 603000 bluegill fingerlings, 12,000 largemouth bass
fingerlings and 50 breeder largemouth bass. Alderman Bonder explained procedures used.
Alderman Jennings moves, Alderman George seconds motion that same be referred to Water
and Sewer Committee and Chief Operator at Wat,,.;.r Plant. Voice vote. AYE: Unanimous.
Letter from Portland Cement Assoc. regarding entry in contest for oldest concrete street
in city and extending invitationfor a representative of City to attend awards banquet
to be held in connection with the Ill. Municipal League Convention in September.
Mr. Leonard Crawford, Crawford, Murphy & Tilly Consulting Engineering Firm, stated that
plans and specifications for standpipe and pumping station are ready for approval of
Dept. of Public Health and as soon as that is received, the cyty can advertise for bids.
He was well pleased with the Johnstone Co, work and that their contract calls for re-
surfacing all streets they have opened. He recommended extension of contract for sewers
in northern part of city and suggested authorization for the Water and Sewer Committee
to advertise for bids on the Quality Hill and ItTest Locust Street project when same are
prepared and approved by the Sanitary Water Board. Negotiations have been made by the
City Attorney for E. Chestnut St. portion of the project. Alderman Long moves, Alderman
Horton seconds motion to authorize ITater and Se rer Corn., the PIayOr and City Attorney to
advertise for bids as soon as approval by the Board of Health has been given. Roll call
vote. AYE: Unanimous.

Alderman Hurst asked that the paving on IlIulborr-j Place be checked to see that work
is satisfactory.
Mayor Cook called for unfinished business.
Alderman Jennings moves that Roger Daily be reimbursed for the expense of cleaning
a stopped-sewer and also that the City remove a tree from his terrace. Alderman
Horton seconds this motion. the City Attorney declared this motion ill&gal since
the matter had been voted "No" at a previous Council meeting.
Alderman Jennings moves that a telephone booth on the corner of Linn Street and
Fifth Avenue (nor setting on oil station property), be removed to City property
providing a traffic hazard will not exist, Chief of Police. Lindzey to make a report.
Alderman Long seconds this motion. Roll call vote. AYE: Unanimous.
Alderman Hurst reported on the Regional Conference on Emplgymnnt Opportunity and
stated that he could not see that Canton could do anything at this time.
Mayor Cool-, called for new business.
Bonds with the Transamerica Insurance Co. in the amount of $1,000.00 each, approved
by the Finance Committee, for Lloyd Henderson, Police Patrolman and Howard II.
Griffin, Fire and Police Commissioner. Alderman Long moves and Alderman Horton
seconds a motion to accept these bonds and place on file. Voice vote. AYE:
Unanimous.
Permit by the Department of Public Works and Buildings (Division of Highways) for
three water and sewer lines to cross routes 9 or 78 in the City of Canton, with
Resolution for adoption of this permit. Alderman Bender moves and Alderman Long
seconds a motion to adopt the Resolution. Voice vote. AYE: Unanimous. This
being Resolution No. 387.
First reading of an Ordinance amending the Appropriation Ordinance No. 112 --
first line of third paragraph under the general title of "FOR OTHER PURPOSES
AUTHORIZED BY LAIT11$ the word 1'Public" was used in the sentence for Publid' Pension
Fund when the word ""Police" should have been used instead of the word "Public".
Alderman Long moves and Alderman Duncan seconds a motion to suspend the rules.
Roll call vote. AYE: Unanimous. Alderman Bf,nder moves and Alderman Long seconds
a motion to place the Ordinance on its passage. Roll call vote. AYE: Unanimous.
This being Ordinance No. 113.
First reading of an Ordinance to vacate an alley between South Second and South
Third Avenues from East Oak Street to East Hickory Street. Alderman Bender moves
and Alderman Jennings seconds a motion to suspend the rules. Roll call vote. AYE:
Unanimous. Alderman Bender moves and Alderman Jennings seconds a motion to place
the Ordinance on its passage. Roll call vote. AYE: Unanimous. This being
Ordinance No. 111..
First reading of a stop sign Ordinance. Same to lay over.
Discussion of need fora Traffic Ordinance. Alderman Howard moves and Alderman
Bender seconds a motion to refer the matter to the Ordinance Committee to prepare
a traffic Ordinance to present to the City Council. Voice vote. AYE: Unanimous.
Alderman Bender inquired what could be done in regard to the speed limit now
existing on North Main Street from Birch Street to Piddle Park Drive. Chief of
Police Lindzey stated that a couple of years ago a request was made to the state
for a lower speed limit, but instead after making a check on that street, the
speed limit was raised, and he feared that the same may happen again.
Alderman Bender moves and Alderman Duncan seconds to adjourn. Voice vote. AYE:
Unanimous. Canton City Council adjourns at 9:22 P. M.
