July 14, 1964
Canton City Council held a regular meeting on July 14, 1964 in the City
Council Chamber. Mayor Cook called the meeting to order at 7:02 P. M.
Present for Roll Call Aldermen Sebree, Duncan, Hurst, Whitehead, Skinner,
Long, Abbott, Gibbons, Horton, Jennings, Bender, and George. Alderman Wright
arriving at 7:10 P. M. Alderman Heard, absent.
Pledge of Allegiance was followed by Prayer by Alderman Long.
Alderman Long moves that, if there are no objections, the minutes of the
previous meeting stand as approved. Alderman Horton seconds the motion.
Voice vote. AYE: Unanimous,
Alderman Wright arriving in the Council Chamber, 7:10 P. M.
Mayor Cook called for reports of standing committees
Mayor Cook called for reports of special committees
Mayor Cook called for communications to the Council.
Letter from Crawford., Murphy & Tilly Engineering Firm stating the C. Iber
& Sons (Peoria, Illinois) firm had the low bid on the waterworks improvements
Cr and had been investigated and found to be a reliable firm, therefore,
recommended letting the bid to that firm. Alderman Bender moves and Alder-
man Jennings seconds a motion that the Mayor and City Clerk be instructed to
L : enter into a contract with this firm for waterworks construction in the amount
X of $94.,200.00. Roll call vote. AYE: Unanimous.
Mayor Cook called for unfinished business.
Second reading of the annual appropriation ordinance next on the agenda. Mr.
Senift, City Attorney, stated that an additional $2,000.00 had been added
since the previous reading (for election expenses for 1965) . Alderman Gibbons
moves and Alderman Skinner seconds a motion to amend the ordinance to include
this $2,000.00. Voice vote. AYE: Unanimous. Ordinance read, as amended.
Alderman Bender moves and Alderman George seconds the motion to place the
Ordinance, as amended, on its passage. Roll call vote. AYE: Unanimous.This
being Ordinance No. 112.
Mayor Cook called for deferred items on the previous agenda.
Stop sign ordinance up for first reading, three different sections pertaining
to stop signs on different streets and Alderman Wright recommended that the
Aldermen requesting these stop sign ordinances be allowed to state their
reason for supporting same. (Aldermen Bender and Skinner recommended the
stop signs on Thompson Court and Ash Street; Aldermen Jennings and Horton
recommended the stop signs on Walnut Street and Sixth Avenue; and Alderman
George supported the recommendation for stop signs on Chestnut Street and
Eleventh Avenue. Discussion followed. Chief of Police Lindzey, asked for
his idea on the Chestnut and Eleventh Avenue signs, said the State .does not
recommend stop signs where more than 15% of the traffic are violators of the
signs,, nor di4 he. Alderman Hurst moves to amend the ordinance bycbleting
Section Three (Chestnut Street and Eleventh Avenue, seconded by Alderman
Skinner. Roll call vote. AYE: Aldermen Jennings, Horton, Gibbons, Abbott,
Long, Skinner, Whitehead, Hurst, Duncan, Wright, and Sebree. NAY: Aldermen
George and Bender (11 AYES and 2 NAYS). Carried. Alderman Wright moves to
suspend the rules, Alderman Bender seconds this motion. Roll call vote. AYE:
Aldermen Sebree, Wright, Hurst, Whitehead, Skinner, Long, Abbott, Gibbons,
Horton, Jennings, Bender, and George. NAY: Alderman Duncan. (12 AYES and
1 NAY). Motion carried. Alderman Bender moves to place the ordinance on
its passage, seconded 1Tj Alderman Long. Roll call vote. AYE: Unanimous.
This being Ordinance No. 113. Alderman Gibbons recommended that the Chief
of Police be consulted before any further stop sign ordinances are drafted.
Alderman Skinner moves and Alderman Jennings seconds a motion that an ordi-
nance be drafted for the removal of stop signs on Maple and Second Avenue,
thus making South Second Avenue a through street. Roll call vote. AYE:
Unanimous.
First reading of a dog ordinance. After much discussion, Alderman Hurst
moves and Alderman Skinner seconds a motion tot able the ordinance. Roll
Call vote. AYE: Aldermen Bender, Jennings, Gibbons, Abbott, Skinner, Hurst,
and Sebree. NAY: Aldermen George, Horton, Long, Whitehead, and Duncan.
PASSING: Alderman Wright. At the -request of Alderman Hurst, Alderman Wright
declared his vote to be "AYE". (8 AYES and 5 NAYS). Motion to table carried.

Motion by Alderman Hurst for the City Engineer and Street Superintendent to in-
vestigate and make an estimate for "rounding" the corner of West Maple Street and
Avenue D, which is not less than a 90 degree angle and very dangerous. Alderman
Jennings seconds this motion. Voice vote. AYE: Unanimous.
Alderman Wright reported that a nursing home on North Main Street, in order to
comply with the state laws, must have city water connected for adequate fire pro-
tection, and a fire hydrant nearby. He moves that a six-inch line for approximately
200 feet be extended to this nursing home and that the Water and Sewer Committee be
given the authority to carry through with this motion. Alderman Duncan seconds
this motion. (The City Engineer estimated between $1400.00 and $1500.00 for cost
of same) . Roll call vote. AYE: Unanimous.
Alderman Skinner moves that the water line extending beyond city limits on East
Linn Street be made accessible to the abutting property owners without payin g the
$1.50 per front footage, but pay only their tapping on to the line. Discussion.
Alderman Long seconds this. motion. Roll call vote. AYE: Aldermen Bender, Jennings,
Horton, Gibbons, Abbott, Long, Skinner, Whitehead, Hurst, Duncan, Wright, and Sebree.
NAY: Alderman George. (12 AYES and 1 NAY) . Motion carried. Alderman Gibbons
moves that a Resolution be drafted setting up a policy for future extension of
water mains -- Water and Sewer Committee, the Mayor and City Attorney to work out
this Resolution. Alderman Bender seconds this motion. Roll call vote. AYE: Unanimous..
Resolution regarding Moonlighting read. Alderman Wright moves that same be adopted.
Discussion follows and no second was made to this motion. Alderman Hurst moves to
amend the Resolution: 4th paragraph, 3rd line, add between regular and job "eight-
hour'' and in the fifth line, between and and employment, add "other permanent".
Motion seconded by Alderman Bender. Roll call vote. AYE: Aldermen George,
Bender, Horton, Gibbons, Abbott, Long, Skinner, Whitehead, Hurst, Duncan, Wright,
and Sebree. NAY: Alderman Jennings. (12 AYES and 1 NAY). Motion carried. Alder-
man Long moves and Alderman Duncan seconds the motion to adopt this Resolution.
Roll call vote. AYE: Aldermen Sebree, Wright, Duncan, Hurst, Whitehead, Skinner,
Long, Abbott, Gibbons, Horton, Bender, and George. NAT_': Alderman Jennings. (12
AYF,S and 1 NAY). Motion carried. This being Resolution No. 385•
Resolution designating the City Engineer of the City of Canton as engineer of the
proposed waterworks and sewerage extension project -- to make thorough invest-
gation and recommendations to the City Council concerning the maintenance, repair
and operation; renewals or replacwment of any part of such system; advice as to
the extension of the system; estimated cost of any suggested extension; amount
and character of insurance that should be carried on the system; revision of rates
to be charged for the services; and to state whether the system has been maintained
in good repair and operating order with such su'rgestions as he may deem advisable
concerning changes in the method of operating such system -- said report to be
filed with the City Clerk prior to the commencement of each fiscal year. Alder-
man Bender moves and Alderman Jennings seconds a motion that the Resolution be
adopted, with a certified copy to be sent to the Benjamin Lewis Bonding Co. Roll
call vote. AYE: Unanimous. This being Resolution No. 386.
Alderman Hurst, reporting on the track-type tractor bid forms, asked to have a
letter written to those firms who have picked up said forms to add "Alternate B
Four-in-one multiple purpose bucket" if these firms wish to make such a bid.
Alderman Jennings moves and Alderman ,Bender'seconds a motion to adjourn. Voice
vote. AYE: Unanimous. Canton City Council adjourns at 9:27 P. M.
