Home My WebLink About07-07-1964 Council Meeting Minutes 255. July 71 1964 Canton City Council held a regular meeting on July 7, 1964 in the City Council Chamber. Mayor Cook called the meeting to order at 7:08 P. 2.7. Present for Roll Call: Aldermen Sebree, Howard, Duncan, Hurst, Whitehead., Skinner, Long, Gibbons, Horton, Jennings, Bender, and George. Arriving at 7:20 P. M., Alderman Wright. Absent: Alderman Abbott. Pledge of Allegiance was followed by Prayer by Alderman Howard. Petition for vacating an alley between Second and Third Avenue from Oak to Hickory Street. Alderman Skinner moves and Alderman Long seconds a motion to grant this Petition. Roll call vote. AYE: Unanimous. This being Petition #88. Alderman Howard moves and Alderman Bender seconds a motion to accept the minutes of the previous meeting, as presented, and place on file. Roll call vote. AYE: Unanimous. Bills f or,the month of June were read. Alderman Long moves and Alderman George seconds a motion that all bills properly approved be allowed for payment. Roll C' call vote. AYE: Unanimous, except for Alderman Wright, just arrived in the Council Chamber at 7:20 P. M., PASSING his vote. .r. Monthly reports of all officers were read. Alderman-Long moves and Alderman Horton seconds a motion to accept same and place on file. Roll call vote. AYE: m Unanimous. Mayor Cook called for reports of standing committees. Alderman Bender reporting for the Water and Sewer Committee stated that many un- paid water bills were accumulating and recommended that a notice be sent when a bill is thirty days overdue, then Harold White, the Plumbing Inspector, should disconnect the service , - an extra charge in addition to the usual penalty to be made when water is connected again. Alderman Bender reported the need for sludge to be removed from pit and also along the bank from the water treatment plant. Alderman Jennings moves and Alderman bong seconds a motion that the Sewer and Water Committee advertise for bids for cleaning one bed and pushing lime from bank, bids to opened on July 14.,, 1964. Roll call vote. AYE: Unanimous. Alderman Wright, on the subject of employees holding additional positions stated that a resolution would be drafted stating a policy for the city and same to be presented to -the next Council meeting. Alderman IIurst, reporting for the Garbage Disposal Committee, moves that the Garbage Disposal committee be permitted to advertise for a tractor endloader to be used for sanitary landfill. Alderman Skinner seconds this motion. Date set for opening of bids, July 21, 1964. Roll call vote. AYE: Aldermen Howard, Wright, Duncan,, I-Iurst, Whitehead, Skinner, Long, Gibbons, Horton, Jennings, and George. NAY: Aldermen Sebree and Bender. (11 ACTS and 2 NAYS). Motion carried. Mayor Cook called for reports of special committees,: Mayor Cook called for communications to the Council. Change of place of holding Illinois Municipal League Annual Conference to the Morrison Hotel, Chicago, Sent. 26, 27, 28, and 29th. Thank you notes from the Region 4 Tourism Council. for the $400.00 donated by the City of Canton for extension of that work. Department of Public Health approval of plans and specifications for the proposed improvements to the waterworks, with recommendations included. Sanitary Water Board approval to install and operate sanitary sewer extensions in the City of Canton, with recommendations included. Thank you note from the Evangelical free Church for use of city truck and drivers for two days while excavating the basement of the new church. Mayor Cook called for unfinished business. 256 July 7, 1964, Cont. (2) Alderman HcnTard reported that all owners of property on Edmar Drive, except one, had paid their full share of the pavement assessment and that this person was willing to sign a note with the City of Canton, payable in six months. Alderman Howard moves that the Board of Local Improvements proceed with -the work on Edmar Drive as promised and this owner will pay her share (approximately $1700.00) in six months. Alderman Skinner seconds this motion. Alderman Hurst stated that this one property owner should pay cash, as agreed. Roll call vote. AYE: Alder men Bender, Jennings, Horton, Gibbons, Long, Skinner, Whitehead, Duncan, Howard, and Sebree. NAY: Aldermen George, Hurst, and Wright. (10 AYES and 3 NAYS) . Motion carried. Alderman Jennings moves that the City Clerk be instructed to write-a letter to the T. P. &. W. RR thanking them for the fine work done on the railroad crossing on South Fifth Avenue. No call for a second to this motion. Alderman Hurst inquired what procedures should be taken regarding the reenf orcement of curbing on paving -- stated that curbs on Mulberry Place are cracking. He re- quested that a tree stump be removed for the extension of sidewalk and asked that the Mayor authorize this removal (approximate cost $28.00). Discussion. Alderman Burst then moves that -the Street Superintendent be authorized to remove this stump. Alderman Skinner seconds this motion. Request for five-minute recess granted at 8:22 P. M. Mayor Cook called the-Council to order at 8:34 P. M. No request for Roll Call vote on the motion. Alderman George reported on the conference held during the recess that the stump would be removed as soon as possible. Alderman Bender reported that the Canton Jay Ceets had overhauled the benches at Lake Canton. Mayor Cook called for new business. Bids for construction on waterworks extension up for opening. Alderman Long moves and Alderman Jennings seconds a motion that the City Clerk be instructed to open these bids. Voice vote. AYE: Unanimous. Bids read: C. Iber & Sons, $ 94,200.00 ?owell & Beltz, Inc.,$1213436.00I - Dunons Construction Co., Inc. w121,605.00, and the Acton Construction Co., Inc. $111 ,531.00. Alderman Long moves and Alderman George seconds a motion that the Water and Sewer Committee make a report to the next Council meeting after the Consulting Engineers, Crawford, Murphy & Tilly Firm have made a study of bids. Roll call vote. AYE: Unanimous. Alderman Hurst requested a report on the Sewer improvements at this,time and was informed by Alderman Bender that all easements had not been procured. Street Maintenance bids ready for letting. Alderman George moves and Alderman Gibbons seconds that the City Clerk be instructed to read the bids. Voice vote. AYE: Unanimous. Bids read: Pschirrer Coal Co., $4,933.50, Peoria Blacktop, $4,370.00, D.E.Lynch & R. J. Shanks $4,650.60, W. L. Miller Co. $4,197.50, and George E. Hoffman & Sons $4,726.20. Alderman George moves and Alderman Jennings seconds a motion to accept the low bidder (W. L.-Miller Co. f orthe street mainten- ance work. Roll call vote. AYE: Aldermen George, Bender, Jennings, Horton, Gibbons, Long, Skinner, Hurst, Duncan, Wright, Howard, and Sebree. NAY: Alderman Whitehead. (12 AYES and 1 NAY). Motion carried. Alderman Hurst requested that- the balance of the Motor Fuel Tax Fund from the street maintenance work be used in Third Ward. Alderman Skinner moves and Alder- man Hurst seconds a motion that this subject, should be referred to the Street and Alley Committee and the Board of Local Improvements to see what can be done. Voice vote. AYE: Unanimous. Appropr-iation Ordinance read for first time. Alderman Gibbons discussed the in- stallation of additional street lights, but it was decided that there would be sufficient funds to take care of same by the time the lights were completed. Alderman George moves and Alderman Hurst seconds a Motion to amend the Ordinance to add "Oiling and Chipping" $10,000.00 to the "Material and Supplies portion under Streets and Alleys appropriation", making a total of $22.,000.00. (increasing the total appropriation ordinance to $977,941.00) . General discussion. Roll call vote. AYE: Aldermen Sebree, Wright, Hurst, Whitehead, Skinner, Long, Horton, Jen- nings, Bender, and George. NAY-: Aldermen Howard, Duncan, and Gibbons. (10 AYES and 3 NAYS). Motion to amend carried. i 257 July 7, 1964, Cont. (3) Nor. G. Ray Ser_ift, City Attorney, reported on the summons to court on the Williams request for a temporary injunction against the proposed oxidation lagoon on a nearby: tract of land. Mr. Senift stated that recently the Council had granted permission to .employ additional legal aid if needed, he had, with the further permission of the Water and Sewer and Finance Committees, employed the law firm of Scott and Sebo to assist with this proposed temporary injunction suit. Alderman Long moves and Alderman Wright seconds a motion that the Council concur- with the City Attorney in obtaining assistance on this temporary injunction suit. -Voice vote. AYE: Unanimous. Alderman Skinner moves to adjourn, Alderman Bender seconds same. Alderman Hurst request, that since there were other items of business on the agends, that a Roll Call vote be taken. Roll call vote to adjourn. AYE: Aldermen Bender, Jennings, Horton, Gibbons, Long, Skinner, Duncan, Hagard, and Sebree. NAY: Aldermen George, Whitehead, Hurst, and ITrirht. (9 AYES and 4 NAYS).
