June 9, 1964
Canton City Council held a regular meeting on June 9, 1964 in the City
Council: Chamber. Mayor Cook called the meeting to order at 7:10 P. M.
Present for Roll Call: Aldermen Sebree, Hurst, Whitehead, Long, Gibbons,
Horton, Jennings, and George. Arriving at 7:12 P. M., Alderman Wright.
Absent: Aldermen Howard, Duncan, Skinner, Abbott, and Bender.
Pledge of Allegiance was followed by Prayer by Alderman Lorig.
Alderman Long moves and Alderman Horton seconds a motion to accept the
minutes of the previous meeting and place on file. Roll call vote. AYE:
Unanimous.
Mayor Cook called for reports of standing committees.
Alderman Jennings inquired about the Jones Park sidewalk construction and
asked that Mr. Butler be called to see when work would begin.
Alderman Wright arriving for the meeting at 7:12 P. M.
Alderman Jennings moves and Alderman Sebree seconds a motion than an
Ordinance regarding 60 degree parking east and west sides of Jones Park
G-. be accepted. Alderman Long moves and Alderman Gibbons seconds a motion
that the ordinance be amended to include the north and south ends outside
the islands for 60 degree parking with nine foot stalls. Alderman Wright,
Chairman of the Ordinance Committee stated that this ordinance had not
prepared by the Ordinance Committee and recommended to the City Attorney
that the proposed ordinance be withheld from presenting to the City Clerk
for reading (No copy of same had been presented to Clerk) ; he stated that
this ordinance needed further study. General discussion. Alderman Hurst
stated that if 60 degree parking was accepted on the east and west sides of
park, eleven parking spaces would be lost and if the north and south ends
were-included, that would entaa losing another eight parking spaces. Alder-
man Jennings said he asked for this ordinance to be drafted only because of
marry requests from the citizens. Alderman George requested that the motions
be withdrawn and a new ordinance drafted. Alderman Long withdrew his motion
for amendment, but, after further discussion, asked that his motion be re-
stated. Request for ruling from the Mayor regarding the proper procedure on
acting on an ordinance without same being read. Amendment second and the
motion withdrawn, then the second and motion to accept the ordinance withdrawn.
Meeting of Ordinance Committee set for Thursday, June 11,
Alderman George moves and Alderman Gibbons seconds a motion that bids for
the proposed water and sewerage improvements be read. Roll call vote. AYE:
Unanimous. Mr. L. K. Crawford, from the Crawford, Murphy & Tilly Engineering
Firm read bids: Wiegand & Storrer, Peoria, $259,584.90; Johnstone Construction
Co., Bloomington, $221,851.66; Normoyle & Berg, Rock Island, $230,524.75;
Galva Construction Co., $269,275.90; and the Dupons Construction Co., Kenosha,
Wisconsin, $229,653.80. Alderman George moves and Alderman Gibbons seconds a
motion to referth.e bids to the Water and Sewer Committee for action and report
to the next Council meeting. Roll call vote. AYE: Unanimous.
Mayor Cook called f or reports of special committees.
Mayor Cook called for communications to the Council.
Letter of thanks from Mrs. Maxine Payne for the consideration given for her
parents, Mr. and Mrs. Guy Williams at the previous meeting. Alderman George
moves and Alderman Jennings seconds a motion to accept same and place on file.
Voice vote. AYE: Unanimous.
Mayor Cook called for unfinished business.
Mayor Cook called for new business.
Request by Alderman Jennings for r epair of a hump on East Chestnut St.,
where the concrete and blacktop paving join and asked permission to have this
hump cut down and repatched. Alderman Hurst reported that a bump on West
Maple Street also needed to be repaired and Alderman Jennings stated that
such a hump on Pine Street also needed to be removed.

Mayor Cook reported that when appointments were made in May, the term
of Eli Byrum and Stewart Reed on the Planning and Zoning Commission should
have been for five years instead of one year. Alderman Wright moves and
Alderman Jennings seconds a motion that these appointments be accepted.
Roll call vote. AYE: Unanimous.
Department of Insurance report of recent examination of the Firemen's
Pension Fund letter and summary read to the Council. Alderman Wright
moves and Alderman Long seconds a motion to accept the report and place
it on file. Voice vote. AYE: Unanimous.
Bonds with the Transamerica Insurance Co., each in the amount of $1,000.00
signed by one member of the Finance Committee, for Eldon W. 1,1yers, Street
Superintendent, Glen B. McMullen, Police Patrolman, and Charles De. Weed,
Zoning Enforcing Officer read. Alderman Long moves and Alderman Horton
seconds a motion to refer same to Finance Committee and if found to be correct,
to be accepted. Voice vote. AYE: Unanimous.
Alderman George reported that many vacant houses in the City had weeds
and grass that needed cutting and asked that same be referred to the Police
Patrolmen to make a list so that property owners could be notified to have
same cut. Ur or Cook stated that Health Officer Nebergall has been taking
care of this problem.
Alderman Wright reported that an investigation of the City dog pound
showed the pens in clean condition, but there was no water for the dogs
impounded and this condition should be corrected immediately.
Alderman_ Horton moves and Alderman Jennings seconds a motion to adjourn..
Voice vote. AYE: Unanimous. Canton City Council adjourns at 8:20 P.M.
