May 19, 1964
Canton City Council held a regular meeting on May 19, 1964 in the City Council
Chamber. Mayor Cook called the meeting to order at 7:04 P. M. Present for .
Roll Call: Aldermen Sebree, Howard, Wright, D_zncan, Hurst, Whitehead, Skinner,
Long, Abbott, Gibbons, Horton, Jennings, Bender, and George. Absent: None.
Pledge of Allegiance was followed by Prayer by Alderman Long.
Alderman Howard moves and Alderman Bender seconds a motion that the minutes of
the previous meeting be. accepted and placed on file. Roll call vote. AYE:
Unanimous.
Petition requesting annexation to the City of Canton -- the Homer McLouth
proerty located at 7146 South Avenue H, and contiguous to the City of Canton.
Mr.-G._ Ray Senift, City Attorney, to prepare a Resolution for the next Council
for annexation proceedings.
Mayor Cook ,called for reports of standing committees.
Alderman Hurst stated that a forty-yard garbage truck would- be on display PZa.y 21,
1964, 7:30 P. M. for the Council members to inspect -- this truck to be used
for small communities for handling garbage whichis then delivered to Peoria for
disposal.
Alderman Bender reported that Mr. Ken Russell of Galesburg will inspect Lake
Canton on May 26 and give advice regarding disposal of shad in the lake.
Permission was granted to allow Mr. Crawford, of the Crawford, Murphy & Tilly
Engineering Firm to report on the status of the water and sewer extension program.
He stated that the firm was ready for letting of bids for that portion of th e
work where easements, etc. have been procured and suggested advertising for bids,
setting date and time for opening of same. Alderman Bender moves that the Mayor
and City Clerk be allowed to advertise for bids -- to be opened on June 9, 1964,
7:00 P. M. -- bids to be received in the Clerkts- office before 5:00 P. M. on
that date. Alderman Jennings seconds this motion. Roll call, vote. AYE: Unanimous.
Mayor Cook called for reports of special committees.

Letter from Department of Public Works and Buildings regarding 1-11 bituminous
paving surfaces -- same should be sealed with an application of Asphalt ?K-1 or
PA-2 and seal coat aggregate.
Thank .you note from the Alta Duncan family. Alderman Skinner moves and Alderman
Bender seconds a motion to accept same and place on file. Voice vote. AYE:
Unanimous.
Mayor _Cook called for unfinished business.
Alderman Jennings reported on bids on concrete work in Jones Park -- one bid
received while Council in session. Alderman Bender moves and Alderman George
seconds a motion to open this bid. Roll call vote. AYE: Aldermen George, Bender,
Jennings, Horton2 Gibbons, Abbott, Long, Skinner, Whitehead, Hurst, Wright, Howard,
and Sebree. NAY: Alderman Duncan. (13 AYES and -1 NAY). Motion carri ed. Bid
read. _ Alderman Duncan moves to table this bid until the Council has more time to
study same. Mayor Cook called for a second to the motion but none received. Bid
in the amount of $21187.36 with an alternate bid of $2,646.00. Alderman Gibbons
moves to accept the Butler bid of $2,187.36 (marking of 9-ft squares), seconded
by Alderman Sebree. Roll call vote. AYE: Aldermen Sebree Iioward, Wright, Hurst,
Whitehead, Skinner, Long, Abbott, Gibbons, Horton, Jennings, Bender, and George.
NAY: Alderman Duncan. (13 AYES and 1 NAY) . Motion carried.
Alderman Bender requested permission to be excused from Council Chamber at 7:55 P.M.

Discussion of transfer of funds at this time to Greenwood Cemetery. Alderman Howard
moves and Alderman George seconds a motion to grant advancement of money at this
time and a letter to be sent from the Mayor that no additional funds are to be allowed
this year for payroll increase. Roll call vote. AYE: Unan imous.
Discussion regarding Outside Contractors Bonds and License fees. Alderman Howard
stated that he wished to see this program extended to include Fulton County rather
than just the City of Canton. Alderman Jennings asked permission to ask the City

Clerk who authorized the writing of letters to contractors. General Discussion.
Alderman Jennings moves and Alderman Sebree seconds a motion to abolish the ordi-
nance. Alderman Hurst stated that Alderman Jennings was out of order because he
was on the losing side when the ordinance was passed. Alderman Howard recommended that
the Ordinance Committee meet and bring back a report after looking into legal aspect.
Alderman Sebree withdrew his second and Alderman Jennings withdrew his motion. Alder-
man Jennings then moves and Alderman Sebree seconds the motion to refer this Ordinance
to the Ordinance Committee to abolish same so there would be no discrimin ation. Roll
call vote. AYE: Aldermen Sebree, Howard, Wright, Duncan, Skinner,- Long, Abbott,
Gibbons, Jennings, and Bender. NAY: Aldermen Hurst, Whitehead, Horton, and George.
(10 AYES and 4 NAYS). Motion carried. Alderman Wright stated that he would call a
meeting and invite the contractors to attend if they wished. Alderman Howard stated
that'`%hought Mr. Chas. D. Weed had been doing a fine job.
Alderman Skinner inquired about the street lighting program on highways as per agree-
ment with the C.I.P.S.Co. Alderman Sebree to hold a committee meeting soon.
First reading of Dog license Ordinance. Laid over until next Council meeting.
First reading of an Ordinance pertaining to holding Council meetings (First, second,
and third Tuesdays of each month for a period of one year). Alderman Bender stated
that the extra money that the Councilmen would receive could be used for city ex-
penses and that a special Council meeting could be held whenever it was deemed nec-
essary. Alderman Wright reported there would be more and more business coming up
for Council action due to the sewer and water extension program -- this would pro-
long the Council meetings. Alderman Howard moves and Alderman Hurst seconds a motion
to suspend the rules. Roll call vote. AYE: Aldermen George, Jennings, Horton,
Gibbons, Abbott, Long, Skinner, Whitehead, Hurst Duncan, Wright, and Howard. NAY:
Aldermen Bender and Sebree. (12 AYES and 2 NAYS . Motion carried. Alderman Howard
moves and Alderman Hurst seconds a motion to place the ordinance on its passage.
Roll call vote. AYE: bldermen Sebree, Howard, Wright, Duncan, Hurst, Whitehead,
Skinner, Long, Abbott, Gibbons, Horton, Jennings, and George. NAY: Alderman Bender.
(13 AYES ada and 1 NAY). Motion carried. This being Ordinance No. 107.
Alderman Hurst inquired about the payroll Ordinance, and moves that same be removed
from the table. Motion was seconded by Alderman Skinner. Roll call vote to remove
the Ordinance, as amended, from the table. AYE: Aldermen George, Bender, Jennings,
Horton, Gibbons, Abbott, Long, Skinner, Whitehead, Hurst, Duncan, and Wright. NAY:
Aldermen Howard and Sebree. (12 AYES and 2 MAYS) . Motion carried. Alderman Skinner
moves and Alderman Jennings seconds a motion to place the Ordinance, as amended, on
its passage. Alderman Howard again warned the Councilmen about the condition of the
cit"s finances. Roll call vote. AYE: Aldermen Wright, (Alderman Hurst, who had
asked to have a question cleared prior to the voting, asked what arrangements were
being made toward placing the Park Custodians salary at the same rate it had been
rather than the decrease shown on the Ordinance), voted AYE: other members voting
AYE: Aldermen Whitehead, Skinner, Long, Abbott, Horton, Jennings, Bender, and George.
NAY: Aldermen Sebree, Howard, Duncan, and Gibbons. (10 AYES and 4 NAYS) . Motion
carried. This being Ordinance No. 108. Alderman Long asked that the Ordinance
Committee bring the Park Custodiants salary to the present earnings.
Bonds with the Transamerica Insurance Co. in the amount of $1,000.00 each, properly
approved by the Finance Committee, for G. Ray Senift, City Attorney and Howard
Gibbons, City Engineer. Alderman Howard moves and Alderman Bender seconds a motion
to accept same and place on file. Roll call vote. AYE: Unanimous.
Alderman Bender moves to adjourn, seconded by Alderman Wright. Voice vote. AYE:
Unanimous. Canton City Council adjourns at 9:22 P. M.
Alderman Hurst inquires about the elenosit of money in a Chicago bank on the Bond
issue funds. Mr. 5enift to investigate. Mr. Carl Hill, City Treasurer reported
that 11137001000.00 had been placed on interest -- ranging from 3 7/8% to 4%.
