April 21, 1964
The Canton City Council held a regular meetong on April 21, 1964 in the
City Council Chamber. Mayor Cook called the meeting to order at 7:08 P. M.
Present for Roll Call: Aldermen Bender, Jennings, Horton, Gibbons, Abbott,
Long, Skinner, Whitehead, Hurst, Duncan, Ulright, Howard, and Sebree. Alder-
man George arrived at 7:25 -P. M.
Pledge of AllegXyance was followed
by Prayer by Alderman Long,
Mayor Cook asked to be excused because he was needed down stags and Alder-
man Howard presided as Mayor.
Alderman Long moves and Alderman Wright seconds a motion that minutes of
the previous meeting be accepted as presented and placed on file. Roll call
vote. AYE: Unanimous.
A Petition was read protesting against proposed amendment to zoning ordinance,
whereby the property will be rezoned from District R-3 Residential to District
B-1, Local Shopping or B-2 General Business -- lots five and six, block five
in the Kellogg and Babcock Addition-to the City of Canton, Illinois, (known
as Fifth Avenue and Locust Streets), signed by eighteen property owners.
Mayor pro-tem Howard appointed Alderman Wright, Gibbons, -and Bender to retire
to find out if the Planning and Zoning camnittee had recommended it. Alderman
George moves and Alderman Skinner seconds a motion to refer it back to the
Zoning Commission. Roll call vote. AYE: Sebree, Howard, Duncan, Whitehead,
Skinner, Long, Abbott, Horton, Jennings, and George. Aldermen Wright, Gibbons,
and Bander returned to the Council Chamber after the vote was cast. Motion
carried.
Mayor pro-tem Howard requested all Aldermen to try to attend the Finance
Committee to be held on Tuesday evening at 7:00 P. M.
A Sewerage Treatment Report of the survey of the Sewerage Treatment plant
was read. An Engineering survey was made March 19, 1964 by Engineers Richard
A. Barttelbort and Dennis D. Conwell, Mr. Chester Miller was commended for
the fine work he is doing at this plant.
A report was read from the State of Illinois Department of Insurance of the
recent examination of the Police Pension fund.
A claim for $200.00 was allowed to Mr. C. B. Wells, 417 S. 9th Ave., Canton,
Illinois for damage to crops during construction of storm sewers. Motiog by
Alderman George, seconded by Alderman Duncan for this allowance. Voting AYE:
Aldermen George, Jennings, Horton, Abbott, Long, Skinner, Whitehead, Hurst,
Duncan, Howard, and Sebree.
A motion was made by Alderman George and seconded by Alderman Hurst to reject
a bill from Roger Daily for rodding and repairing a sewer for the amount of
$134.42. The vote was AYE: Unanimous.
Resolution for Maintenance of Arterial Streets in the City of Canton. Alder-
man Jennings moves and Alderman George seconds a motion for adoption of the
Resolution. Alderman Hurst moves and Alderman Whitehead seconds the motion
to table the Resolution. Roll call vote to table the Resolution: Aldermen
Howard, Wright, Duncan, Hurst, Whitehead, Skinner, Long, Abbott, Gibbons,
Horton, and George. NAY: Aldermen Sebree, Jennings, and Bender. (11 AYES
and 3 NAYS). Motion carried.
Resolution for street improvement on Edmar Drive. Alderman Sebree moves and
Alderman Skinner seconds the motion to adopt the Resolution. Roll call vote.
AYE: Unanimous. This being Resolution No. 378.
A Resolution was read that Mayor Cook be authorized to represent the City of
Canton in making application for a Federal Grant to construct sewerage works
under Public Law 660. Alderman Bender made the motion to accept the Resolution
and Alderman Jennings seconds the motion. Roll call vote. AYE: Unanimous.
This being Resolution No. 379.

A motion was made by Alderman Jennings and seconded by Alderman Bender f or
Mr. Guy Williams to move his popcorn stand from East Elm to West Elm Street,
in the front stall, north of the Campus book shop, under guidance of Chief
of Police Lindzey and Street Superintendent. Voice vote. AYE: Unanimous.
Resolution for Transfer of Funds. Alderman Long made a motion, seconded by
Alderman Skinner to make the transfer of funds. Roll call vote. AYE:
Unanimous. This being Resolution No. 380.
Alderman Bender made a motion and it was seconded by Alderman Long that the
Resolutdon concerning the Water and Sewer Bonds be adopted. Bonds No. 1
through 25 are already paid. The Roll Call vote. AYE: Aldermen Haward,
Wright, Duncan, Hurst, Whitehead, Skinner, Long, Abbott, Gibbons, Horton,
Jennings, Bender, and George. NAY: Alderman Sebree. Motion carried. This
being Resolution No; 381.
First reading on Condemnation Ordinance.
Ordinance for One-way street was read for the first time.
Alderman George made a motion and it was seconded by Alderman Hurst that
the City extend Water and Sewer to the new business of a Bakery and Coco-
Cola Beverage Co. The Roll call vote. AYE: Unanimous.
Canton City Council adjourned at 9:40 P. M.
