Canton City Council held a regular meeting on March 3, 1961 in the City Council
Chamber. Mayor Cook called the meeting to. order at 7:14 P. M. Present for roll
call: Aldermen Sebree, Howard, Wright, Duncan, Hurst, Whitehead, Long, Abbott,
Gibbons, Horton, Jennings, and George. Alderman Bender arriving at 7:25 P. M.
Absent: Alderman Skinner.
Pledge of Allegiance was followed by Prayer by Alderman Long.
Alderman Howard introduced the visiting group -- the Girl Guard Group of the
Salvation Army, similar to the Girl Scouts, in charge of Captain Bates. These
girls are studying for community badges at this times.
Petition requesting sidewalks, signed by over, 51% of the property owners, from
Linden Street to the north line of Lincolnshire Addition, Alderman Hurst moves
that tine the property owners plan to pay for the sidewalk themselves, that the
Petition be referred to the Board of Local Improvements. Alderman Long seconds
this motion. Roll call vote. AYE: Unanimous.
Alderman Long moves and Alderman Horton seconds a motion to accept the minutes of
the previous meeting and place same on file. Roll call vote. AYE: Unanimous.
Bills for the month of February were read. Alderman Jennings reported that the
Kamlager and C.I.P.S.Co. bills should be placed in the Building and Grounds bills
rather than the Parking Meter Fund. Alderman George moves. that the bill for
CYO $6,967.61 for the Crawford, Murphy & Tilly for engineering services on East Chest-
nut Street several years ago be held for clarification at the next Council meeting.
Alderman Jennings seconds this motion. Roll call vote. AYE: Unanimous.
Alderman Bender arriving at 7:25 P. M.
Reports of all officers were read. Alderman Long moves and Alderman Horton seconds
a motion to accept all reports and place on file. Alderman Wright asked that the
report regarding the $50,000.00 transfer of funds be withheld. Alderman Long with-
drew his motion. Alderman Howard stated that the reports were good and hones✓ re-
ports and all should be accepted. Alderman Long then moves that the reports be
accepted and- placed on file, seconded by Alderman Bender. Roll call vote. . AYE:
Unanimous.
Mayor Cook called for reports of standing committees.
Reporting on the parking situation, Alderman Jennings stated that the Chief of
Police and City Engineer had made a study of same around the Jones Park. He stated
that the east and west side of park and outer side of each island parking should be
changed. Alderman Howard asked what the approximate cost of this change would be.
Alderman Jennings moves that the Street Department check on same and repor5 back
so the Council would know how many meters would have to be moved. Alderman Gibbons
stated the Council should study plans regarding'the traffic flow before anything is
changed. Chief of Police Lindzeyts report read. Alderman Jennings moves to include
stop signs at each end of islands (SE corner on the east side and the NW corner on
the west side -- making f oun stop signs in all including the ones on Main Street
and West Elm Street), Alderman Hurst recommended right-of-way signs instead of stop
signs. Alderman Bender seconds the motion. Alderman Wright in favor of trying to
make the 90 degree parking work and the Council and Department heads must want to
prove that it c#ftd1q11k Alderman Hurst agreed with Alderman Wright. Alderman Ben-
der withdrew hisiNmotioAf, Alderman Jennings withdrew his eeeoKd si� motion..
Alderman Hurst spoke about the purchase of a tree for the Jones Park and moves that
each elected official donate $10.00 and each employee be solicited for $1.00 each
on a voluntary basis to purchase one or two Maurine Maple trees. Alderman Whitehead
seconds this motion. Roll call vote. AYE: Aldermen Sebree, Howard, Wright,, Duncan,
Hurst, and Whitehead. PASS: Aldermen Long, Abbott, Gibbons, Horton, Jennings,
Bender, and George. (6 *A.&M AYES and 7 PASSES) . Motion declared carried).
-Alderman Bender inquired about the purchase of plaques -- if the City was to assume
cost of same or the doners. At that time Mr. Stewart Reed presented $1,912.70 --
cash and checks that had been donated so far - to Mr. Jennings for the beautifi-
cation of Jones Park. Alderman Jennings thanked Mr. Reed on behalf of the Mayor and
City Council -- also a Rising Vote of Thanks. Mayor Cook thanked Mr. Reed for a
job well done. Alderman Hurst reported that unifmrm plaques, paid for by the doners,
under the supervision of the Traffic Committee would be placed. A local organization
makes 4" x 6" bronze plaques set in concrete so that the lawn can be mowed, installed
acwording to city specifications. Alderman Gibbons suggested a tabloid -- all names

of doners and a list of donations. Alderman Howard suggested that the Mayor appoint
a committee to supervise this operation. Mayyr Cook appointed Alderman Hurst,
Duncan, and Wright.
Alderman George asked for a report on delinquent parking-meter tickets. Alderman
Abbott stated that notices would be served.
Alderman Jennings stated that the Traffic Committee and Street and Alley Committee
met last week and requested Mayor Cook to appoint at least three outside persons
to work with the Traffic and Street and Alley Committees to design a truck route
through the City of Canton. - Committee to be announced at the next Council meeting.
Alderman Hurst inquired if the City has an Ordinance regarding littering the paved
streets with mud, cinders, etc. It was reported that after a truck route was made,
the matter may be partly cleared.
Mayor Cook called for reports of special committees. .
Mayor Cook called for communications to the Council.
Annual report of Charles Weeid, Zoning enforcing Officer read. Alderman Bender moves,
Alderman Jennings seconds that the report be accepted and placed on file. Voice vote.
AYE: Unanimous.
Report of Mr. Charles E. Wright, Radio Station W.B.Y.S. on the Region Four campaign
to attract tourists to Illinois. Alderman Wright suggested that same be referred
- to the Finance Committee for consideration at the time of appropriations for the
coming year.
Mayor Cook called for unfinished business.
Mayor Cook called for new business.
First reading of an Ordinance regarding no parking on West Walnut Street from
Avenue D to Avenue F. Alderman Wright moves and Alderman, Jennings seconds a
motion to suspend the rules. Roll call vote. AYE: Aldermen George, Bender,
Jennings, Gibbons, Abbott, Long, Whitehead, Hurst., Duncan, Wright, Howard, and
Sebree. - NAY: Alderman Horton. (12 AYES AND Z NAY). Motion carried. Alderman
Wright moves and Alderman Bender seconds a motion to place the Ordinance on its
passage. Roll call vote. AYE: Alderman Sebree, Howard, Wright, Duncan, Hurst,
Whitehead, Long, Abbott, Gibbons, Jennings, Bender, and George. NAY: Alderman
Horton. (12 AYES and 1 NAY). Motion carried. This being Ordinance No.103.
Alderman Hurst reported that the hill on West Walnut Street and a place further
west on West Walnut Street were in very bad condition and suggested-that the
Street Department be advised to repair to the best of their ability. Road gravel
to be applied.
First reading of an Ordinance regarding "Restriction on Licenses". Alderman Wright
moves and Alderman Duncan seconds a motion to suspend the rules. Roll calf. vote.
AYE: Unanimous. Alderman Bender moves and Alderman Duncan seconds a motion to
place the Ordinance on its passage. Roll call vote. AYE: Unanimous. This being
Ordinance No, 104.
Mr. G. Ray Senift, City Attorney, reported on an injunction restraining from keeping
- a junk yard, requested by the Canton Board of Health, to be. served on Claude Hallam,
1259 South Avenue B -- a health hazard. The police have been trying for over a
year to force him to clean up this property but have made no headway. In the mean-
time, complaints keep coming in. Cost of serving same through the Circuit Court
would be $40.20. Alderman Wright moves and Alderman Hurst seconds a motion that the
cost bd allocated - to back up the recommendations of the Board of Health. Roll call
vote. AYE: Unanimous.
Alderman Bender -- regarding. sewer extension work -- moves that the trunk line
of same be taken over to the curb line and the property owner to pay exactly what
it costs the City for this work. Alderman George seconds this motion. Discussion.
Mr. Ritchie, from the Crawford, Murphy,& Tilly Engineering Firm, explained the
usual procedures for laying sewer,. and is to give the Council an estimated number
of lateral sewers and the approximate cost of same. No action on the motion at
this time.
Mr. Stewart Reed, Sec. of Chamber of Commerce, requested use of West Chestnut St.
from the Square to Avenue A for the Wilson Shows to present a carnival for the
spring promotion of the Retail Trades Commission., Parking lot also to be used

for use of the Wilson Shows -- latter part of April and first two days of
May. If the City wishes, the Chamber of Commerce will reimburse the -City for
parking meter income for that period. Alderman Wright moves and Alderman Jennings
seconds a motion that the request be granted. Roll call cote. AYE: Unanimous,
Mr. Reed also reported that a Dedication of Jones Park service would be held some
time in June.
Bonds for Darrell Paabrish, Police Patrolman, and Miss Roxy McMillan, temporary
appointee as Radio Operator in the Police Department, in the amount of $1,000.00
each, properly approved by the Finance Committees read. Alderman Howard moves and
Alderman Duncan seconds a motion to accept the bonds and place same on file. Roll
call vote, AYE: Unanimous.
Alderman Wright, referring to the transfer of $50,000.00 from the Water and sewer
fund to the Motor Fuel Tax Fund (because of a change in the Motor Fuel Tax law,
that check had not been received as of the date bonds and interest were due),
stated that he heard than an informal Council meeting had been called to discuss
this.matter (but the Chairman of the Water and Sewer Committee was not present
and was 'not advised) -- others at the meeting assumed the subject would be
brought across the Council floor. He said it was very unfair to make this trans-
m; fer and the first people to obe7 the laws are the ones who make them. He thanked
=: the Mayor for allowing him to speak to the Council. Alderman Bender stated that
the City Treasurer had mentioned the need for a transfer of funds but thought it
was just so much talk. The City Attorney reported that the Finance Committee does
not have the entire power to transfer funds. General discussion.
Alderman Bender moves and Alderman George seconds a motion to adjourn. Voice vote
AYE: Unanimous. Canton City Council adjourns at 10:05 P. M.
