Canton City
Council held a regular meeting on Jan. 21, 1964 in the City
Council Chamber. Mayor Cook called the meeting to order n ,

Present for Roll Call. Aldermen Sebree, Howard,e der.,ht Duncaand George. Absent:
Whitehead, Skinner Gibbons Horton Jennings, B
Aldermen Long and Abbott.
Pledge of Allegiance was followed. by Prayer by Alderman Howard.
Alderman Howard moves that the minutes of the previous meeting be accepted as
presented and placed on file. Alderman George seconds this motion. Roll call
vote. AYE: Unanimous.
Mayor Cook called for reports of Standing Committees.
Alderman Gibbons reporting for the Civil Defense Committee reported that the
Hauber building' (now being used for Civil 'Defense Headquarters), could be
leased for $600.00 per year for a three-year period, but a sixty day option
if Dr. Hauber finds someone willing to pan to sign aprice. Alderman Gibbons

three years for use by Civil Defense. call vote. AYE: Aldermen Sebree,
Howard, Wright, Duncan,
Whitehead Skinner, Gibbons, Horton, Jennings, Bender,
and George. NAY: Alderman Hurst. (11 AYES and 1 NAY). Motion carried.
Alderman Bender stated that the Water and Sewer Committer and et wino Mr.
Crawford, of the Crawford, Murphy & Tilly Engineering
borings should be made to be certain of a correct placing of the standpipe,
the oxidation pond, and the° proposed sewer construction. and his additional
expense would amount to $14$5.00. Alderman Bender moves
seconds a motion to allow this expense. Roll call vote. AYE: Unanimous.
Alderman George, reporting on the claim ith �� Barney `Gavenda for nstor�mgsewer
stated that an easement had been mad
and a signed contract for aror damages to land. Alderman George stated that
no contract had been mde with Mr. Cook and, therefore, the City did not owe
him anything. Alderman George moves that Mr. Eldon Cook not be paid the
$600.00, but negotiate with Mr. Barney Gavenda. Alderman Jennings seconds
this motion. Roll call vote. AYE: Unanimous.
Mayor Cook called for Communications to the Council.
Letter of thanks for cooperation of the Fire Department with the use of
aerial ladder truck to repair a'break in the C.I.P.S.Co. line at the corner
of Second Avenue and Oak Street.
Letter of regret that the officials from Rushville were unable to attend the
meeting; of the Municipal League of Central Illinois that had been planned for
Jan. 8 -- but was postponed because of inclement weather.
Resignation of Mr. Lloyd Heidenreich, operator at the Water Treatment Plant--
effective Feb. 283 1964. Alderman George moves and Alderman Duncan seconds a
motion to accept this resignation. Roll call vote. AYE: Unanimous.
Mayor Cook called for unfinished business.
Mayor Cook called for new business.
First reading
of an ordinance pertaining to vacating a portion of Ray Street,
Avenue E, and all of Jefferson Court. Alderman Hurst moves to amend section
two to add after "from" in the first line of the section 11100 feet west of the
west". A property owner, Mr. Dudley explained the feelings of the majority
of the property owners regarding closing these streets. Alderman Howard moves
table the motion for amendment. Alderman Sebree seconds this motion. After
to
discussion, Alderman Sebree withdrew his second, Alderman Howard withdrew his
motion and Alderman Hurst withdrew his motion. Ordinance to lay over.
Mayor Cook announced the reappointment of Mr. Oliver Barney to the Greenwood
Cemetery Board. Alderman George moves, Alderman AYE Unender seconds a motion
to accept this appointment. Roll call ane

The Mayor's Veto on the Livio Poggioli proposed contract for pushing dump --
$272.00 per month, was read. Discussion. Alderman Hurst moves to override
the Veto. Alderman Wright seconds this motion. Roll call vote. AYE: Alder-
men George, Jennings, Horton, Whitehead, Hurst, and Wright. NAY: Aldermen
Bender, Gibbons, Skinner, Duhcag, Howard, and Sebree. (6 AYES and 6 NAYS).
Motion lost. Alderman Duncan moves to authorize the Garbage Disposal Committee
to advertise for new bids. Alderman Bender seconds this motion. During the
discussion, it was agreed that the Ordinance Committee re p
prohibiting persons from outside the City limits for usingthisadump.ii Roll
Call vote on the motion. AYE: Aldermen Sebree, Howard, Wright, Duncan, Skinner,
Gibbons, Bender, and George. NAY: Aldermen Hurst, Whitehead, Horton, and
Jennings. (8 AYES and 4 NAYS). Motion carried.
8:03 F. M. Alderman Jennings given permission to answer the telephone.
First reading of an Ordinance pertaining to removal of parking meters on West
Pine Street. Alderman George moves to refer the Ordinance back to the Traffic
Committee. Alderman Wright moves to suspend the rules, Alderman Howard seconds
�l same. Roll call vote. AYE: Unanimous. Alderman Wright moves and Alderman
a George seconds a motion to amend the ordinance, Section 1, 2nd line -- change
�., from 150 feet to 120 feet. Roll call vote. AYE: Unanimous. Alderman Wright
moves and Alderman Bender seconds a motion to place the ordinance on its passage.
Roll call vote. AYE: Unanimous. This being Ordinance No, 100,
Alderman Jennings returns to the Council Chamber at 8:17 P. M.
First reading of an ordinance eliminating free parking meters near the National
Bank on South Main Street -_ meters that had been covered during banking hours
for the use of persons using the outside banking window. Alderman Bender moves
and-Alderman Horton seconds a motion to suspend the rules. Discussion. Roll
call vote on the motion. AYES Aldermen Howard, Wright, Duncan, Hurst, White-
head., Skinner, Gibbons, Horton, Jennings, Bender, and George. NAY: Alderman
Sebree. (11 AYES and 1 NAY). Motion carried. Alderman Bender moves and Alder-
man George seconds a motion to place the ordinance on its passage. Roll call
vote. AYE: Aldermen George, Bender, Jennings, Horton, Gibbons; Skinner, White-
head, Hurst, Duncan, Wright, and Howard. NAY: Alderman Sebree. (11 AYES and
1 NAY). Motion carried. This being Ordinance No. 101.
Dedication of land owned by the Canton Union School District #66 for use of a
roadway -- continuation of Linden Street -- read. Also Resolution pertain-
ing to this dedication read. Alderman Bender moves and Alderman Duncan seconds
a motion to adopt this Resolution. Alderman Skinner excused from the Council
Chamber at 8:33 P. M. Roll call vote on the Resolution. AYE: Unanimous.
This being Resolution No. 374.
Dedication of land to be used as a roadway (Linden Street) by Edson C. VanSickle
and Gladys W. SanSic&l.e read. Alderman Wright moves and Alderman Hurst seconds
the motion to refer this to the Planning and Zoning Commission but were told
that the Resolution must be read before any action was taken. Resolution for
same was read. Alderman Wright then moves and Alderman Hurst seconds a motion
that the Dedication and Resolution be referred to the Planning and Zoning Cam-
mission for study regarding subdivisions. Roll call vote. AYE: Unanimous.
Alderman Gibbons moves and Alderman Duncan seconds a motion to adjourn. Voice
vote. AYE: Unanimous. Canton City Council adjourns at 8:57 P. M.
