Nov. 5, 1963
Canton City Council held a regular meeting on Nov. 5, 1963 in the City
Council Chamber. Mayor Cook called the meeting to order at 7:02 P. M.
Present for Roll Call: Aldermen Sebree, Howard, Wright, Duncan, Hurst,
Whitehead, Skinner, Long, Abbott, Gibbons, Jennings, Bender, and George.
Absent: Alderman Horton.
Pledge of Allegiance was followed by Prayer by Alderman Howard.
Alderman Long moves and Alderman George seconds a motion to accept the
minutes of the previous meeting and place same on file. Mayor Cook stated that
at the previous meeting when he made appointments, he intended that all f oue
appointments to be temporary (Minutes showed that Quincy Howarter was appointed
permanently). Alderman Howard moves that the minutes of the previous meeting
be changed to read that the Quincy Howarter appointment was also a temporary
one. This motion was seconded by Alderman Long. Roll call vote. AYE: Alder-
men George, Bender, Jennings, Gibbons, Abbott, Long, Skinner, Whitehead,
Hurst, Duncan, Howard, and Sebree. NAY: Alderman Wright. (12 AYES and 1 NAY).
Motion carried. Alderman Howard moves to accept the minutes of the previous
meeting as amended, seconded by Alderman Bender. Roll call vote. AYE: Alder-
men Sebree, Howard, Duncan, Hurst, Whitehead, Skinner, Long, Abbott, Gibbons,
Jennings, Bender, and George. NAY: Alderman Wright. (12 AYES and 1 NAY).
Motion carried.
Bills for the month of October were read. Alderman Bender moves and Alderman
Gibbons seconds a motion to accept same and place on fib. - Roll call vote.
AYE: Unanimous.
Mayor Cook called for reports of Standing Committees.
Alderman Gibbons reported that the Fulton County Chairman of the Civil Defense
had requested that the County Civil Defense share the City of Canton Civil
Defense headquarters, sharing the expense (until the county had sufficient
funds to have headquarters of their own). The county has some personnel that
would be stationed in the headquarters and the City would have use of their
services -- making it more convenient for County and City. Alderman Jennings
moves and Alderman Long seconds a motion to share the building with the Fulton
County Civil Defense. Roll call vote. AYE: Unanimous.
Alderman Jennings inquired if the Mayor and Finance Committee had a report on
the request of last Council meeting to investigate the pay raise situation.
Alderman Wright stated that since it was reported that the majority of the
employees did not wish to have the insurance program, the insurance company
reports should be returned, sending a courtesy note explaining that it was
not because of the rates that the plan was not put into effect and further
stated that the Council should find some means to meet a raise for employees.
Alderman Jennings moves that the Mayor and Finance Committee meet or have an
informal meeting of the Council to figure out some means for a raise. Alder-
man George seconds this motion. Roll call vote. AYE: Unanimous.
Alderman Bender reported that the sewerage plant tanks have been repaired, new
chains, sprockets, and pumps have been installed and now he is trying to find
some means to eliminate the trouble with gas.
Alderman Howard reported on a meeting with Mr. Ritchie and the Crawford,
Murphy & Tilly Engineering Firm and a member of the Federal Aid program. He
stated that the City should contact every one who r4presents us. Alderman
Hurst suggested that a letter be drafted to the Congreeemen and Representatives
and ask for help or information. Alderman George stated that the City should
ask for 30% on Water Pollution 6n Federal f1rant and write to Senators Dirksen,
Douglas, Ratcliff, and Welch.
Alderman Skinner excused at 8:07 P. M.
Mayor Cook called for correspondence to the Council.
Report of "Little Giant Day" to be held on Saturday, Nov. 16, 1963. Alderman
Jennings moves that the Council recognize "Little Giant Day" and offer help
from any department that can help to make the day a success. Alderman George
seconds this motion. Roll call vote. AYE: Unanimous.

Letter from the First Church of Christ, Scientist, requesting permission to
place a sign on the terrace on Locust Street and Avenue B. Alderman Jennings
moves that the church be allowed to place a sign if agreeable with the property
owners and same to be under the supervision of the Chief of Police and the
Street Superintendent. Aldermen Bender and Hurst stated that the City should
adopt a policy regarding signs to be placed on property and not on terraces
and also a policy as to the size of same. Alderman George seconds the motion
by Alderman Jennings. Roll call vote. AYE: Aldermen Sebree, Howard, Wright)
Duncan, Whitehead, Long, Abbott, Gibbons, Jennings, Bender, and George. NAY:
Alderman Hurst. (11 AYES and 1 MAY). Motion carried.
Letter from the -Planning Commission regarding property in the J. J. Brant's
Addition belonging to Mr. Frank Tomich requesting same to be changed from a
B-1 to an R-2 zoning. Alderman Gibbons moves that this request be granted,
seconded by Alderman George. Roll call vote. AYE: Unanimous.
Letter of thanks from the First Methodist Church for the tree removal work
done recently. Alderman Bender moves and Alderman Gibbons seconds a motion
to accept same and place on file. Voice vote. AYE: Unanimous.
Resignation of Police Officer David McIntire to accept a position whereby he
could continue with his college work. Alderman Long moves and Alderman
Jennings moves to accept this resignation. Voice vote. AYE: Unanimous.
Resignation of Police Officer Herbert Flynn to accept a position with the
1. H. C. Co. read. Alderman George moves and Alderman Bender seconds a
motion to accept this resignation. Voice vote. AYE: Unanimous.
Resignation of Fireman Gerald Pensinger, retiring from the service after twenty-
nine years at the request of his physician. Alderman B nder moves and Alderman
Jennings seconds a motion to accept this resignation. Rlderman Wright stated
that some type of citation should be sent from the Mayor's office to 11r. Pen-
singer after such a long term of service. Alderman Hurst recommended some
merit pin to be given to employees having served the City for several years.
Voice vote on the resignation. AYE: Unanimous.
Resignation of Richard Ellsworth from the position of Parking Meter Attendant
to accept a position with the Prudential Insurance ComparW. Mayor Cook com-
plimated 11r. Ellsworth on the fine work that he had done. Alderman Jennings
moves, Alderman George seconds a motion to accept this resignation. Voice vote.
AYE: Unanimous.
Audit of Motor Fuel Tax Funds for the year of 1962 presented to the Council.
Alderman Howard moves and Alderman Duncan seconds a motion to approve this
report. Roll call vote. AYrE: Unanimous.
Mayor Cook appointed James Grove as Parking Meter Attendant. Alderman Jennings
moves and Alderman Hurst seconds a motion to accept thia appointment. Noll
call vote. AYE: Unanimous.
Request for an additional auxiliary policeman was made by Sam Lingenfelter who
reported that one of the present men was unable to work as many hours as
needed because of a death in the family. Mayor Cook appointed Raymond Wefen-
st6tte as Axuliliary Policeman for the City of Canton. Alderman Jennings moves
and Alderman Bender seconds a motion to accept this appointment. Roll call
vote. AYE: Unanimous.
May or Cook called for New Business.
First reading of an Ordinance regarding parking on the Canton square. Discussion.
Alderman Jennings moves to vote on the original ordinance, Alderman Wright
seconds same. Alderman Hurst moves to amend same as follows: "Paragraph 3
amended: That all of said parking meters shall be instal-led on sidewalks near
curbs of said streets and stalls marked at said meters so as to provide 55 de-
&ee angle parking to the curbs of said streets or areas as above mentioned in
Section 13 Para. 1, which stalls shall be g 2 feet in width along said curbs,
and all vehicles parked shall be parked within said stalls as above provided.
Paragraph 4 amended: That all of said parking meters shall be installed on side-
walks near curbs5 as above mentioned in Section 13 Para. 2, so as to provide
right angle (90 degree) parking to the curbs of said areas, which stalls shall

be marked to provide eight and one-half feet in width, and all vehicles parked
shall be parked within said stalls as above provided. Paragraph 5 added: Yhat it
shall be the duty of the Superintendent of Streets, under the direction of the
City Engineer, to cause to be marked by distance lines parking stalls, as of ore-
stid, in Sec. 1, Para, 3 and 4, and all vehicles parked on the public square shall
be parked within stall& so marked, and the Superintendent of Streets under dir-
ection of the City Engineer shall plainly mark those por tions of the streets on
the public square reserved as no parking zones. Alderman Gibbons seconds this
motion. Chief of Police Lindzey again reported on the congested traffic con-
ditions on the square. Roll call vote on the amendment. AYE: Aldermen Bender,
Jennings, Gibbons, Abbott, Whitehead, and Hurst. NAY: Aldermen George, Long,
Duncan, Wright, Howard, and Sebree. (6 AYES and 6 NAYS). Mayor Cook voted
"KE". Motion carried. Alderman Hurst moves and Alderman Bender moves that
the ordinance as amended, be placed on its passage but same motions were with-
drawn. Alderman Bender then moves and Alderman Duncan seconds the motion to
suspend the rules. Roll call vote. AYE: Aldermen Sebree, Duncan, Hurst,
Whitehead, Abbott, Gibbons, Jennnings, and Bender. NAY: Aldermen 40"*, Du*-
tft, *tt ,, Howard, Wright) Long, and George. (8 AYES and 4 NAYS). Motion
carried. Alderman Gibbons excused at 9:37 P. M. to answer a telephone call.
Mayor Cook called a recess at 9:39 P. M. Alderman Gibbons returning to the
Council Chamber at 9:00 P. M. Council called to order at 9:45 P. M. Alderman

Hurst moves to place the Ordinance, as amended, on its passage. Alderman White-
head seconds this motion. Roll call vote. AYE: Aldermen s ',p Jennings,
Z Gibbons, Abbott, Whitehead, and Hurst. NAY: Aldermen George, Long, Duncan,
Wright, Howard, and Sebree. (6 AYES and 6 NAYS), Mayor Cook voted "AYEtt. Motion
declared lost. Alderman Wright moves that the original ordinance be placed on
its passage, but was declared out of order. Alderman Jennings moves and Alder-
man Long seconds a motion that another ordinance pertaining to parking be read
for the first time. Alderman Jennings moves to suspend the rules. Alderman
Howard moves to amend that all items, except those pertaining to the inside
parking around Jones Park be scrat,�whed, seconded by Alderman Gibbons. Roll call
vote on this amendment: AYE: Unan iinous. Alderman Bender moves to suspend the
rules, _seconded by Alderman Duncan. Roll call vote. AYE: Unanimous. Alderman
Bender moves and Alderman Gibbons seconds a motion to place the Ordinance on its
passage. Roll call vote. AYE: Unanimous. This being Ordinance No. 91.
Alderman Jennings moves that the entire Council and necessary department heads
meet and check on the parking situation on the outside of the square and de-
cide what angle the parking should be set. Alderman Howard suggested that at
the next Council meeting, the entire Council make this survey. Motion seconded
by Alderman Long. Roll call vote. AYE: Unanimous.
Alderman Jennings inquired if the Council would approve of double narking
meters on the inside parking area. No objections. Alderman Hurst inquired
when the tree plarfing would be started and was informed that some trees would
be planted in November.
First reading of an Ordinance pertaining to licenses for outside contractors
working in the City. Alderman George moves to scratch .the worLtrepeated" in
Section 6 and use $500.00 for amount of bond in Section 4. Alderman Hurst
seconds this motion. Voice vote. AYE: Unanimous. Alderman G orge moves
to suspend the rules, seconded by Alderman Hurst. Roll call vote. AYE:
Aldermen Wright, Duncan, Hurst, 4hitehead, Long, Abbott, Gibbons, and George.
NAY: Aldermen Sebree, Howard, Jennings, and Lender. (8 AYES .and 4 NAYS).
Motion carried. Alderman Howard and Alderman Duncan seconds a motion to a djourn,
but was informed that there was business on the floor and the motion was out of
order; Alderman George moves and Alderman Hurst seconds a motion to place the
Ordinance on its passage. Roll call vote. AYE: Aldermen George, Gibbons,
Abbott, Long, Whitehead, Hurst, Duncan, Wright, and Sebree. NAY: Aldermen Ben-
der, Jennings, and Howard. (9 AYES and 3 NAYS). Motion carried. This being
Ordinance No. 92.
Alderman Abbott moves and Alderman Duncan seconds a motion to adjourn. Voice
vote. AYE: Unanimous. Canton City Council adjourns at 10:1.0 P. M.
