HomeMy WebLinkAbout10-15-1963 Council Meeting Minutes 209 Oct. 15, 1963 The Canton City Council held a regular meeting on Oct. 15, 1963 in the City Council Chamber. Mayor Cook called the meeting to order at 7:06 P. M. Present for Roll Call Aldermen Sebree, Howard, Wright, Duncan, Hurst, Whitehead, Skinner, Long, Gibbons, Horton, Jennings, Bender, and George. NAY: Alderman Abbott. Pledge of Allegiance was followed by Prayer by Alderman Howard. Alderman Howard moves and Alderman George seconds a motion to accept the minutes of the previous meeting as presented and place same on file. Roll call vote. AYE: Unanimous. Mayor Cook called for reports of Standing Committees. Alderman Wright, reporting on the fork lifts purchased about two years ago through the Civil Defense -- stated that the agreement was for two years with Robert Wheeler and that it was time the City gave this equipment to him as - the City is not obligated now as far as the Federal Government or Civil G^ Defense is concerned. Minutes of Oct. 1.7 and Nov. 2, 1961 were read. Alder- CA man Wright recommends that the matter be referred to the Civil Defense Com- mittee for study and report to the next Council meeting. Alderman Gibbons read the ruling pertaining to disposal of Civil Defense purchases. m - Alderman Howard asked that the second reading of the Water and Sewer exten- sion Ordinance be moved into this position on the agenda. Second reading of the Ordinance. Alderman Bender moves and Alderman Hurst seconds a motion to place the Ordinance on its passage. Alderman Wright spoke about a Federal Agency that may provide up to 30% of the cost of this project (the total cost of the project being $1,825,000.00) and asked the Council to consider this plan. He moved to table the Ordinance until the second meeting in November or the first one in December in order that communications could be received from other agencies. Alderman Howard stated that the passing of the Ordinance would not interfere with receiving any funds from the Federal Agencies. Mr. Leonard Crawford stated that the ohly funds that he knew that might be avail- able were those from the Public Health Service -- funds that were used for the cleaning of polluted streams and the only portion of the water and exten- sion program that could be considered was the oxydation pond and main leading to it from the pump station (at a cost of about $60,000.00) and that, if the City did qualify, there would -be approximately $20,000.00. Alderman Skinner gave his reason for voting no would be because of the water and sewer rate increase. It was explained that a 45% overall increase in the rate was stated in the Ordinance. Alderman Howard asked to be excused but Mayor Cook asked him to wait five more ml_nutes for the voting on the Ordinance. Alder- man Howard walked out of the Council Chamber at 8:00 P. M. Alderman Hurst re- quested that the Mayor instruct the Chief of Police to bring Alderman Howard back to the Council Chamber. Chief of Police Lindzey returned Alderman Howard to the room at 8:03 P. M. Roll call vote. AYE: Aldermen Sebree, Howard, Duncan, Hurst, Whitehead, Long, Gibbons, Jennings, Bender, and George. NAY: Aldermen Wright, Skinner, and Horton. (10 AYES and 3 NAYS). Mayor Cook voted "AYE", thus causing the motion to carry. This being Ordinance No. 90. Alderman Hm-iard given permission to be excused from the Council Chamber at 8:04 P. M. Alderman Jennings reported that Mr. Senift, City Attorney, did very nice work in contacting the T. P. L W. R.R. regarding the crossing on Fifth Avenue. That company wrote stating that the crossing repair would be started in the spring of 1961 . Mayor Cook called for reports of Special Committees. Mayor Cook called for communications to the Council Utter from Mr. Senift explaining the prevailing wage scale as it affects the City. Letter from the National Cash Register Co. regarding increase in prices in the near future. Alderman George moves and Alderman Jennings seconds a motion to refer this matter to the Finance Committee. Voice vote. AYE: Unanimous. 210 Oct. 15, 1963, Cont. Alderman Jennings, reporting on unfinished business, moves that the Mayor and Finance Committee meet before the next Council meeting to see what can be worked out regarding salary increases. Alderman George seconds this motion. Voice vote. AYE: Unanimous. Letter from the Canton Chamber of Commerce regarding the water and sewer extension program ordinance and recommending that the City proceed with the plans. Alderman George moves and Alderman Bender seconds the motion to accept same and place on file. Voice vote. AYE: Unanimous. Mayor Cook called for new business. # Mayor Cook appointed Quincy Howarter as water meter reader and three tem- porary appointments as operators in the Sewerage Disposal Plant: Edward Fuller, Darwin Hostetter and Chester Miller. Alderman Jennings moves and Alderman Skinner seconds a motion that the appointments be accepted. Roll call vote. AYE-. Unanimous. Resolution authorizing the Mayor to enter into an agreement with the C. B. &. Q. R. R. whereby the railroad company will repair the tracks at Fourth Avenue and Hickory Street and the City will reimburse the railroad company in the amount of $500.00. Alderman Gibbons moves that the Mayor be instructed to enter into this agreement. Alderman Duncan seconds the motion. Roll call vote. AYE: Unanimous. This being Resolution No. 362. Alderman Howard returned to the Council Chamber at 8:40 P. M. Alderman Jennings inquired what degree angle the parking stalls should be installed around the Jones park. After discussion, Alderman Gibbo ns moves that a 60 degree angle on Main Street and 90 degree angle on the rest of the area. Chief of Police Lindzey explained that it required we feet manouvering space for a 90 degree parking less for a 60 degree angle. The Traffic committee to meet with the Chief of Police and the City Engineer immediately following the Council meeting. Alderman Jennings stated that lie had received many complaints on East Chestnut Street and that he had asked IIr. Dean Waddell to grade dorn a portion of the street to eliminate water. Alderman Jennings moves that the Street and Alley Committee, the Mayor and the four Alderman connected with that street (Aldermen George, Bender, Horton, and Jennings) to meet and see what can be done temporarily. Motion seconded by Alderman George. Voice vote. AYE: Unanimous. Alderman Duncan moves, Alderman Long seconds a motion to adjourn. Voice vote. AYE: Unanimous. Canton City Council adjourned at 8:50 P. M. Mayor Cook stated that minutes of the Oct. 15 meeting should read: Temporary appointment of Quincy Howarter, Meter Reader. (See minutes of Nov. 5, 1963.
