HomeMy WebLinkAbout09-17-1963 Council Meeting Minutes 203 Sept. 17, 1963 Canton City Council held a regular meeting on Sept. 17, 1963 in the City Council Chamber. Mayfflb' Cook called the' meeting to order at 7:13 P. M. Present for Roll Call: Aldermen Sebree, Howard, Wright, Duncan, Hurst, Long, Gibbons, Horton, and George. Absent: Aldermen Whitehead, Skinner,-Abbott, Jennings, and Bender. Pledge of Allegiance was followed by Prayer by Alderman Howard. Petition with forty-four signatures requesting sewer extension on East Chestnut Street read. Alderman George moves and Alderman Long seconds a motion to accept same and place on file. Roll call vote. AYE: Unanimous. Petition with seventeen signatures requesting extension of city water on East Walnut Street Limits read. Alderman Howard moves and Alderman Duncan seconds a motion to accept same and place on file. Voice vote. AYE: Unanimous. Petition with fifteen signatures declaring the Arthur Knowles, Jr. property a nuisance read. Alderman Hurst moves that the matter be referred to the City C: Attorney, Chief of Police and the Zoning Enforcing Officer to see if there are violations and what procedures to take. Discussion of members of the Council and visitors to the Gouncil meeting. Mr. Senift reported that Mr. Knowles had his garage business in that location long before the Zoning Enforcing Law. Alderman Duncan quoted the Ordinance on Nuisances and said that the Chief of Police or Sanitary Officer could, at any time, take care of this situation. Mayor and Chief of Police to investigate. Alderman Wright seconds the motion made by Alderman Hurst. Roll call vote. AYE: Unanimous, Alderman Long moves and Alderman George seconds a motion to approve the minutes of the previous meeting as presented. Voice vote. AYE: Unanimous. Mayor Cook called for reports of Standing Committees. Alderman Wright, reporting for the Planning and Zoning Committee -- on the right-of-way on Linden Street asked the clerk to read the Resolutions of May 21, 1963. 'He stated that some steps should be taken to carry out the plans in those Resolutions. Alderman Gibbons asked that the City Attorney give some assistance. Alderman Wright said that the City should acquire land on the South side of Linden Street in order to eliminate a 90 degree angle in the street but could make a 125 foot contour curve. Alderman Hurst insisted that a plat of the proposed property should be presented to the city before any pro- ceedings were started. General discussion. Alderman Wright moves that the City Attorney and Mayor be instructed to enforce the Resolution passed on May 21, 1963. Alderman George seconds this motion. Alderman Gibbons wanted a guarantee from the School Board that land would be granted to-allow for the curve in the street; and recommended that a committee of two councilmen meet with the School Board. Alderman Howard moves to table the motion on the floor until after the reading of the Dedication from Mr. and Mrs. Edson VanSickle. Alderman Long seconds this motion. ' Roll call vote. AYE: Aldermen Sebree, Howard, Duncan, Long, Gibbons, and Horton. NAY: Alderman George, Hurst, and Wright. ( 6 AYES and 3 NAYS). Motion carried. Dedication and Resolution granting a right-of-way for public road purposes on Linden Street: "From a stone at the Northwest corner of said Southeast Quarter Section Twenty-two, running thence eastwar&y along the North line of said Southeast Quarter section, One Thousand Three Hundred Nineteen and five tenths feet to an iron pin; thence southerwardly One Thousand Nine Hundred Seventy-five and forty hundreds feet along the west line of a Sixty acre tract to a concrete marker, the point of beginnirK,: From said point of beginning, running thence eastwardly One Thousand Two Hundred Eighty-nine and thirty hundreds feet along the south line of the said Sixty acre tract to the westerly line of the C; B. & QV R. RR. right=of-way; thence nouthwardly along the said railroad right of way Sixty feet, thence westerly parallel to the south line of said Sixty acre tract One Thousand'Two Hundred Eighty-nine and thirty hundreds feet; thence southwardly Sixty feet along the west line of said Sixty acre tract to the point of be- ginning, all of said premises being "situated in the Town of Canton, C4ounty of Fulton and State of Illinois, containing One and Seventy-seven hundreds acres, more or less." Alderman Howard moves that the Dedication and Resolution be accepted. Alderman Long seconds this motion. Alderman Wright given permission to leave the Council Chamber at 9:03 -- returning at 9:05 P. m. Roll call vote on the motion. AYE: Alderman Howard. NAY: Aldermen,George, Horton, Gibbons, 204 Sept. 17, 1963, Cont. (pg. 2) Long, Hurst, Duncan, Wright, and Sebree. (1 AYE and 8 NAYS). Motion lost. Alderman Wright then moves that his previous motion be presented for consider- ation, seconded by Alderman George. Roll call vote. AYE: Aldermen Howard, Wright, Duncan., Hurst, Long, Gibbons, Horton, and George. ' NAY: Aldermen Sebree. (8 AYES and 1 NAY). Motion carried. Alderman Wright then moves that las the City Attorney and Mayor be instructed to enforce the Resolution of May 212 1963. Motion seconded by Alderman Long. Roll call vote. AYE: Unanimous. Letter from the Illinois Municipal League stating dates of the s5movesconvention and requesting reservations to be made early. and Alderman Wright seconds a motion to accept same and place on file. Voice vote. AYE: Unanimous. Presentation of a copy of an Ordinance from Columbus, Georgia pertaining to a $ls000.00. license fee for firms selling communist-made products. Alderman Hurst moves, Alderman Duncan seconds the motion to refer same to the Ordinance Committee. Voice vote. AYE: Unanimous. Mayor Cook called for Unfinished Business. Alderman Howard reported that Alderman Bender and Mr. Jack Taylor were setting up an informal Council meeting, Sept. 30 regarding sewer extension program. A policy has also been set pertaining to outside of city persons wishing water service -- each individual is to provide the water main to his home. Mayor Cook called for New Business. The Planning and Zoning Commission have made a request for office space in the City Building, a place for their filing cabinets and to hold their meetings - Alderman Long recommended using the west room on second floor of the City Building and the request was granted. Alderman Gibbons reported that the present zones map of Canton needs to be up-dated and stated that Phillips and Kemp were qualified to do this type of work -- Route 78 needing attention in the near future -- Mr. Phillips stated it would require between two hundred and two hundred fifty hours labor (or approximately $1200.00) for this work. Alderman"Gibbons recommended that the City Attorney enter into a contract with the Phillips and Kemp Co. to up-date Route 78. Alderman George moves and Alderman Long seconds the motion to refer this matter to the Finance C m mittee. Voice vote. AYE: Unanimous. Mayor Cook appointed Frank Krulac as Building and Grounds Custodian, Russell Thrasher to the Garbage Disposal Department and Leslie J. Bennie as Auxiliary Policeman. Alderman Wright moves and Alderman Long seconds a motion toaccept these appointments. Roll call vote. AYE: Unanimous. Alderman Hurst made a request that the City Clerk present a report of the salaries for city employees each month. Resolution for reduction of interest rate on water and sewer stub on the property at 743 S. 1st Ave. (stubs installed over thirty years previous) but never connected to the house).derman owners oward moves andoAlderman seventy-five dollars for this tapping. Al Gibbons seconds a motion to adopt this Resolution. Roll call vote. AYE: Unanimous. No. 359. Alderman Long granted permission to be excused at 9:45 P. M. Resolution from the Canton Chamber of Commerce -- five-point program suggested to the City: 1. Development of North Fourth Avenue and Linden Street projects as a by-pass and to relieve traffic congestion on North Main Street, 2. Sponsorship and Support of a City-wide tree planting program for the replace- ment of the many trees lost as a result of the Dutch Elm disease. 3. Immediate repair iega�' of the C.B. & W. and the T. P. W. railway crossings within the Canton City limits. 4. Immediate extension of the Mercury Vopor street lighting facilities as outlined by the Central Illinois Public Service Company plan which has been submitted to the City Council. 5. Sponsor and provide assistance to property owners for installation of new sidewalks and repair of existing sidewalks on North Main Street to the City limits. Signed by John Winsor, President and F. AYE: Unanimous. This being Resolution No. 360. 205 Sept. 17, 1963, Cont. (Pg. 3) First reading of an Ordinance pertaining to no-parking on Linden Street. Alderman Wright moves to suspend the rules, Alderman Horton seconds the motion. Roll call vote. AYE: Aldermen Sebree, Hmrard, Wright, Duncan, Gibbons, Horton, a and George. NAY: Alderman Hurst. (7 AYES and 1 NAY). Alderman Wright moves and Alderman Horton seconds a motion to place the Ordinance on its passage. Roll call vote. AYE: Aldermen George, Horton, Gibbons, Duncan, Wright, Howard, and Sebree. NAY: Alderman Hurst. (7-AYES and 1 NAY). Motion declared carried. This being Ordinance No. 8 . Alderman Wright reported that the bids on hospital insurance for employees should be rejected, abandoned or returned to the insurance companies. Alder- man Howard stated that discussion on same would be called for at the second meeting in October. Bond, properly approved by the Finance Committee, in the amount of $1,000.00 with the American Surety Co. for Leslie J. Bennie, Auxiliary Police Officer read. Alderman George moves, Alderman Horton seconds that the bond be accepted and placed on file. Voice vote. AYE: Unanimous. CS: Alderman Hurst moves that all department heads and all elected officials be •,1 allowed $30.00 per day to attend the Illinois Municipal League Conference to r be held in October. Alderman George seconds this motion. Roll call vote. AYE: Unanimous. Alderman Gibbons moves and Alderman Duncan seconds a motion to adjourn. Voice vote. AYE: Unanimous.
