HomeMy WebLinkAbout09-03-1963 Council Meeting Minutes r 201'. Canton City Council held a regular meeting on Sept. 3,5 1963 in the3City Council Chamber. Mayor Cook called the meeting to order at 7:15 P. M. Present for Roll Call: Aldermen Sebree, Howard, Wright, Duncan, Hurst, Skinner, Long, Abbott, Gibbons, Horton, Jennings, Bender, and George. Absent: Alderman Whitehead. Pledge of Allegiance was followed by Prayer by Alderman Long. Alderman Howard moves and Alderman George seconds a motion to accept the minutes of the previous meeting as presented and place on file. Roll call vote. AYE: Unanimous, A Petition requesting City water on North Main Street, just north of the corpor- ate limits, signed by ten property owners. Alderman Wright stated that an esti- mated cost for extending water for approximately 1700 feet at $3.50 per foot would be $6,000.00 and moves to refer the matter to the Water and Sewer Committee for some type of recommendation to be presented to the next Council meeting. Alderman Hurst seconds this motion. Roll call vote. AYE: Unanimous. C. Bills for the month of August were read. Alderman Hurst requested the bill of Cq H. E; Miller Co. to be a �^ pproved and the check written but held until delivery of the equipment. Alderman B nder requested that the Cities Service bill b e with- held for further investigation. Alderman Skinner moves and Alderman Bender L� seconds a motion that all bills properly approved be allowed for payment. Roll call vote. AYE: Unanimous. Report of removal of dead tree on the C. E. Tolley property causing damage to shrubbery. Alderman George to present the bill to the insurance company. Reports of officers read. Alderman Long moves and Alderman Horton seconds a motion to accept same and place on file. Roll call vote. AYE: Unanimous. Mayor Cook called for reports of Standing Committees. Alderman Howard moves that the Mayor and City Clerk be instructed to enter into a contract with the W. L. Miller Construction Co. for the Jones Park project. Alderman Jennings seconds this motion. Mayor Cook inquired about the tree planting program -- Alderman Howard reported that, in all probability, trees will be planted this fall. Roll call vote on the motion. AYE: Aldermen Bender, Jennings, Horton, Gibbons, Long, Skinner, Duncan, Wright, Howard, and Sebree. NAY: Aldermen George, Abbott, and Hurst. (10 AYES and 3 NAYS) . Motion carried. Mayor Cook called for reports of Special Committees. Alderman Bender read a report of finances in the Water and Sewer Department funds. Mayor Cook called for communications to the Council. Letter from Crawford, Murphy & Tilly regarding the shipment of supplies for the sewerage treatment plant. Mayor Cook called for Unfinished business. Alderman Jennings inquired what report the City Attorney had in regard to the railroad crossing on South Fifth Avenue. Mr. Senift reported that he had not received a reply to his letter to the head office but had talked to the local agent who will also write that office. Alderman Bender requested that the South Main Street crossing also be included in the repairs. Alderman Wright, going back to the Jones Park project, stated that the City Council should be given a full report on the $$1500.00 estimate made on the proposed improvements. The Mayor and Alderman Howard to make a report at the next Council meeting. Mayor Cook called for New Business. Alderman Bender stated that he was arranging for another committee meeting to be held with Mr. Jack Taylor regarding the sewer project. 20:2 Sept. 3, 1963, Cont. (pg. 2) Alderman Wright stated that if the City would clean the loft at the end of E1Van Addition, the neighbors in that vicinity would keep same cleaned in the future. Street Superintendent to cooperate in this matter. First reading of an Ordinance pertaining to White Court Parking Lot. Alderman Hurst moves to amend same to charge $5,00 per month rental. Motion seconded by Alderman Wright. Roll call vote. AYE: Alderman Wright, Hurst, Skinner, Abbott, Horton, Bender, and George. NAY: Aldermen Sebree, Howard, Duncan, Long, Gibbons, and Jennings. (7 AYES and 6 NAYS). Motion declared carried. Alderman Wright moves and Alderman Jennings seconds a motion to suspend the rules. Roll call vote. AYE: Unanimous. Alderman W ight moves and Alderman Horton seconds a motion to place the Ord 8ge on its rpassage* Roll call vote. AYE: Unanimous. This being Ordinance 7. First reading of an Ordinance pertaining to rezoning. Alderman Gibbons moves to amend the Ordinance to read "B-2". Alderman Bender seconds this motion. Voice vote. AYE: Unanimous. Alderman Wright moEfes and Alderman Bender seconds a motion to suspend the rules. Roll call vote. AYE: Unanimous. Alderman Wright moves and Alderman Gibbons secondd the motion to place the Ordinance on its passage. Roll call vote. AYE: Unanimous. This being Ordinance No. 88. Discussion pertaining to the extension of Linden Street and the acceptance of a Dedication of such by Mr. and Mrs. Edson VanSickle. Alderman Jennings moves to accept the Dedication, seconded by Alderman Long. Motion and second of sane withdrawn. Alderman Gibbons requested that the Planning and Zoning'Com mission meet and make recamnendations to the Council. Alderman Long moves and Alderman Sebree seconds a motion to refer this matter to the Planning and Zoning Com- mission and request a report for the next Council meeting. Roll call vote. AYE: Unanimous. Alderman Hurst reported that there were no pans for water abbe City Dump where stray dogs are confined.
