Feb. 5, 1963
Canton City Council held "a regular meeting. on Feb. 5, 1963 in the City
Council- Chamber. Mayor Cook called the meeting to order at 7104 P. M.
Present for roll call: Aldermen Howard, Sebree, Staley, Herbener, Hurst,
Long, Gibbons, Abbott, Berry, Morton, and George. Alderman Wright arriving
for the meeting at 7:08 P. M. Absent: Aldermen Skinner and Bender.
Pledge of Allegiance was followed by Prayer by Alderman Long.
Alderman Howard moves and. Alderman George seconds a motion that the minutes of
the previous meeting be accepted as Presented and placed on file. Doll call
vote. AYE: Unanimous.
Alderman Wright arriving for the meeting at 7:08 P. M.

Petition with over thirteen hundred names requesting "Should the physical
appearance or size of Jones Park in the City of Canton, Illinois be changed,
diminished or moved for the purpose of providing additional parking spaces."
Alderman Herbener made a motion that the Election Commission consisting of
the Mayor, the Senior Alderman and the City Clerk meet with the Petitioner,
Alderman Howard, and work out the wording to appear on the ballot. Alderman
Ierbener stated that the wording, as stated, was insufficient. Discussion.
Mayor Cook called three times for a second to the motion but received no
answer. Alderman Howard requested that the Resolution pertaining to this
Petition be read at this time. After the reading of same, Alderman Wright
moves to adopt the Resolution (containing the same wording to appear on the
ballot as appeared on the Petition) . Alderman, George second this motion.
Roll' call vote on the motion by Alderman Wright. AYE: Aldermen Howard, Se-
breei Staley, Wright, Hurst, Long, Gibbons, Abbott, Berry, Horton, and
George. ??AY: Alderman Herbener. Motion carried. This being Resolution No-340.
Alderman Hurst called for information regarding the wording of an order to
mace the widening of Route 78 on the April 16, 1963 ballot since he had-been
informed that it was not actually necessary to present petitions for same
seventy-eight days prior to the election or at 'any other time. Discussion
regarding the permanent injunction placed on this route and what steps should
be taken to dissolve same. A Resolution regarding placing the question of
widening Route 78 to be presented at the next Council meeting.
Alderman Wright excused at 8:08 P. M.
Bills for the month of January were read. Alderman Herbener moves that all
bills properly approved except the Claims account of Robert A. Barker for
damage to an automobile in the amount of $191.91 (which should be referred to
the Claims Committee) be allowed for pa;ment. Alderman Gibbons seconded this
motion. Roll call vote. AYE: Unanimous. Alderman George inquired what the
Council should do regarding frozen water mains in the City. Mr. Ray Carpenter
was granted permission to speak to the Council regarding his bills for frozen
water main in the street and stated that Melz Plumbing Co. had now lowered
the service. Alderman Herbener moves that the Council set a policy regarding
such claims and that they should be routed through the Claims Committee to
make a recommendation to the Council. Alderman Long seconded this motion.
Roll call vote. AYE: Unanimous.
Reports of all Officers were read. Alderman Long, seconded by Alderman George
moves to accept the reports and place on file. Roll call vote. AYE:
Unanimous.
Mayor Cook called for reports of Standing Committees.
Alderman Howard reported that a group of ladies from one of the Canton Churches
wished to know if the men's and woments cells in the City jail were in present-
able condition. Chief of Police Lindzey^reported they are in very gooll con-
dition at this time.
Mayor Cook called for reports of Special Committees.

Letter from the Canton Women's Bowling Association requesting the use of
Jones Park on June 21, 1963 to hold an ice cream social_. Alderman Long moves
and Alderman Hurst seconds a motion to rant this request. Alderman Staley
stated that the Council should establish a policy of requesting that ice cream
socials be held in another locality -- thus eliminating some traffic on the
square. Roll call vote on the motion. AYE: Alderman Howard, Sebree, Herbener,
Hurst, Long, Gibbons, Abbott, Berry, Horton, and George. NAY: Alderman Staley.
(10 AYES and 1 NAY) . Motion carried.
Letter from the Housing and Home Finance Agency regarding the Sewer Extension
program under Federal Grant, designating the City's number as APW-I11-92G,
and stating there might be a delay in processing our request. Alderman Howard
suggested that the Clerk, Mayor or City Attorney be instructed to write our
Senator and Congressman and ask for any help they could give toward this pro-
ject. City Attorney Senift to write same.
Letter from the Women's Division of the Canton Chamber of Commerce stating
they- were in favor of the proposed changes of Jones Park and any othe ° changes
for the betterment of the '@quare". Alderman Herbener moves and Alderman
C George seconds a motion to accept the letter and place on file. Voice vote.

Second reading of an Ordinance pertaining to street improvement of certain
portions of Hickory, Holly, Lewis, Hanlon, Sara Scott Streets and Sixth Ave.
in the City of Canton, forming a connected system of pavement and designated
as "Canton Paving Improvement No. 63-A". Alderman Long moves and Alderman
Hurst seconds a motion to place this Ordinance on its passage. Alderman Her-
bener inquired of the City Attorney what percent the Engineer's fees were on
this project. Roll call vote on the motion. Aldermen George, Horton, Berry,
Abbott, Gibbons, Long, Hurst, Staley, Sebree, and Howard.
PASSING: Alderman
Herbener. (10 AYES and 1 PASS). Motion carried. This being Ordinance No.74.
City Attorney Senift requested that a note be made stating that each Alderman
had received a cony of the Ordinance prior to the Jan. 15, 1963 meeting and
also had a copy of the Ordinance in his possession at this meeting on Feb. 5.
Alderman Staley moves and Alderman Howard seconds a motion that each Alderman
had a copy of this Ordinance in his hands at the Jan. 15, 1963 meeting and
also on this date, Feb. 5, 1963. Voice vote. AYE: Unanimous.
Resolution for the Transfer of Funds - $5,000.00 from the Parking Deter
Fund to the Road and Bridge Fund. Alderman Herbener moves and Alderman Staley
seconds a motion to adopt this Resolution. Roll call vote. AYE: Unanimous.
This being Resolution No. 341.
Resolution designating Arterial Streets in the City of Canton -- Mulberry
Place from Avenue D to Park Court and Park Court from Walnut Street to Maple
Street. Alderman Hurst, seconded by Alderman Herbener moves to adopt this
Resolution. Voice vote. AYE: Unanimous, This being Resolution No. 342.
Resolution for the improvement of Mulberry Place from Avenue D to Park Court
by use of Motor Fuel Tax Funds read. Alderman Hurst moves and Alderman Her-
bener seconds a motion to adoot this Resolution. Voice vote. AYE: Unanimous.
This being Resolution No. 343.
Alderman Hurst reported that a change in the Ordinance regarding hauling
brush, trees, etc. to the City Dump should be changed -- people are using
trailers to haul 4fab-! debris and the Ordinance does not call for a charge
of same. A meeting to be held with the Ordinance Committee before the next
Council meeting.
Alderman Berry stated that, in the future, he would like to have the area
around the Anderson School cleared of snow as soon as possible -- during
the last snow, one of the teachers was s}ioveling snow so that parents could
drive to the edge of the street for the children to get out of cars for
school. He ren orted that the area has now been cindered.
Alderman Howard, reporting for Alderman 13.,nder who was ill, told the Council
he was well pleased with the work done by the employees of the Street and
Alley ;Department. Ma;,-or Cook stated that he had received compliments on
the work also.

It was reported that Alderman Skinner, a patient in the Graham Hospital
at this time, is feeling much better.
Alderman Long moves and Alderman Hurst seconds a motion to instruct the
City Clerk to open bids received for the construction of a vault. Voice
vote: AYE: Unanimous. Bids opened: Oaks and Sons -- $6,01 .33 and
Irrie McWhorter -- $6,143.00. Alderman Long moves and Alderman Izerbener
seconds a motion to accept the low bid and award the contract. Roll call
vote. AYE: Unanimous. Alderman Long then moves that the Mayor and City
Clerk be instructed to enter into a contract with Oaks and Sons for a fire-
proof vault with construction to start as soon as possible. Alderman Hurst
seconded this motion. Voice vote. AYE: Unanimous.
Alderman Gibvons moves, Alderman Horton seconds a motion to adjourn. Voice
vote. AYE. Unanimous, Canton City Council adjourns at 9:16 P. M.
