June 19, 1962
Canton City Council held a regular meeting on June 19, 1962, 7:10 P. M.
in the City Council Chamber.
In the absence of the Mayor and Mayor pre tem, the clerk called the meeting
to order and stated that nominations for Mayor pro tem for the meeting would
be in order. Alderman Berry moves and Alderman Hurst seconds a motion nom-
inating Alderman Wright as Mayor pre tem. A call for other nominations was
made but none received. Alderman Long, seconded by Alderman Howard moves
that Alderman Wright be named Mayor pro tem for the meeting and called for
the vote. Voice vote. AYE: Unanimous.
Roll call; Present: Aldermen Howard, Sebree, Wright, Hurst, Long, Skinner,
Gibbons, Abbott, Berry, Horton, George, and Bender. Absent: Alderman Staley
and Herbener.
Pledge of Allegiance was followed by Prayer by Alderman Long.
Alderman Long moves and Alderman Bender seconds that the minutes of the
previous meeting be accepted as presented and placed on file. Roll call
C4 vote. AYE: Unanimous.
m Petition for rezoning a portion of the school district property on North
C� Main Street to a B-2 Commercial District. Alderman George moves and Alderman
Bender seconds that this Petition be referred to the Planning Commission for
study and report to the Council. Roll call vote. AYE: Unanimous.
Mr. Richard Small, representing the Canton Jay Cees, gave a complete and
final report on the construction of the Canton beach area, which will be open
to the public on June 24, 1962. 'Discussion regarding the purchase of more
gravel to complete the construction of the road to this area. (a local resi-
dent offered to haul the gravel free of charge) . Alderman George, seconded
by Alderman Gibbons moves that this mat-ter be referred to the Water and Sewer
Committee. Roll call vote. AYE: Unanimous. Alderman Howard commended the
JayCees for the work they have done toward the betterment of the City of Can-
ton and suggested a rising vote of thanks for their efforts. Standing vote --
Unanimous.
Mayor pro tem Wright called for reports of Standing Committees.
Regarding the 1961-1962 audit, Alderman Howard recommended that same should
not be accepted until the Aldermen have had a chance to examine same. Alder-
man George moves and Alderman Horton seconds that same be held over until
the next meeting. Voice vote. AYE: Unanimous.
Alderman Bender reported that, in order,to maintain complete working conditions
at the International Harvester Co., the necessary steps have been taken for re-
pairs on the cavity- on Maple and Second Avenue.
Water line pipe on the West Locust Street ?project to the Mid-Century Telephone
Co. has been delivered and that work will soon be completed was reported by
Alderman Bender.
Mayor pro tem Wright called for renorts of Special Committees.
Mayor pro tem Wright called for Correspondence to the Council.
Report of Mayor Sloan, President of the West-Central Illinois Municipal Assoc.
to the Illinois Cities and Village Municipal Problems Commission. Alderman
Bender moves and Alderman Skinner seconds that same be accepted and placed on
file. Voice vote. AYE: Unanimous.
Request for an ice cream social for benefit of the Rebektah Lodges for Seot. 14.
Since that date is also the date of the Canton friendship Festival, it was
suggested that the Lodge be contacted and allow them the week following (Sept.21) .
Alderman Long, seconded by Alderman Bender, moves to allow the date of Sept. 21
for the ice cream social. Voice vote. AYE: Unanimous.
Request from the Canton Explorer Scouts to hold a chicken Bar-B-Que in Jones
Park on July 4. Alderman Long stated that it would be good to have some
activities for the youth in Canton and moves that permission be granted. Mo-
tion was seconded by Alderman Hurst. Roli call vote. !,YE. Unanimous.

Request from Lawrence Horton, Jr. to maintain a concession at the beach area of
Lake Canton. Alderman Bender stated there was room enough for two concession stands
at the lake (the one at the point to sell foods and gasoline, the one at the beach
foods only) . He then moves that the Council allow Kr. Horton to establish a con-
cession at the beach and allow Mr. Edward Powell to maintain his concession at the
point, each to be in charge of some reliable adult at all times. Leases for both
to be made. Alderman Long seconds the motion. Roll call vote. AYE: Unanimous.
Bonds with the Am. Surety Co., $1,000.')0 each for Chas. D. Weed, Zoning Enforcing
Officer and Eldon W. Myers, Street Superintendent - signed by one member of the
Finance Committee. Alderman Long moves and Alderman George seconds that these bonds
be accepted and placed on file after being properly signed by another member of the
Finance Committee. Roll call vote. AYE: Unanimous.
Resignation of Harry Marshall, Chairman of the Planning Commission read. Alderman
Bender moves and Alderman Gibbons seconds that the resignation be accepted. Voice
vote. AYE: Unanimous. Alderman Gibbons moves and Alderman Sender seconds that the
recommendation of the Planning Commission for appointment to fill this vacancy - F.
Stewart Reed, be accepted. Roll call vote. AYE: Unanimous.
Alderman Hurst moves and Alderman George seconds that the ordinance on wheel-tax
lay over until the next meeting. After discussion, Alderman Hurst moved to amend
the motion to lay the wheel-tax ordinance over until the second meeting in July.
Alderman George seconds this amended motion. Roll call vote. AYE: Unanimous.
Appropriation Ordinance up for second reading. Alderman Hurst asked if the reading
of same could be dispensed with but was informed that same should be read. Ordinance
read for second time. Correction on page 4, changing the first heading to read 'For
Ill. Municipal Retirement Fund" was made. Alderman Bender moves and Alderman Gibbons
seconds that the ordinance be placed on its passage as corrected. Roll call tone.
AYE: Unanimous. This being Ordinance No. 60.
First reading of an ordinance pertaining to street improvement on Taylor Ct. and
Birch St known as Street Improvement 63-B. Alderman Bender moves to suspend the
rules, but City Attorney Senift recommended that same be held over, therefore,
Alderman '3ender withdrew his motion.
Alderman Long inquired about the paving of the South 6th Ave. area. Alderman
Skinner discussed the oiling and chipping for the City streets.
Resolution from the Canton Planning Commission approving rezonin_- Lot 'N10. 10, Block
No. 2, Anderson's First Addition - Zone R-3 to B-2. Statements from property owners
of lots 11 and 12 in that addition stated they had no objections to rezoning. Alder-
man Hurst moves, Alderman Long seconds to adopt the Resolution. Roll call vote.
ABLE: Unanimous. This be"..ng Resolution No. 320.
Alderman George inquired about the request of 1r. Tomich to build a produce store
on Tenth Ave. and Sycamore St. Reports showed that the Planning Commission were in
favor of the rezoning. Alderman George moves that the Council d-taw a Resolution to
be adopted by the Planning Commission. Motion seconded. by Alderman Bender. Discussion.
Alderman George withdrew his motion and Alderman Bender withdrew his second of same.
Alderman ueorge then moves that this request be referred to the Planning and Zoning
Committee for the second time. Motion seconded by Alderman Bender. Roll cavil vote.
AYE: Unanimous.
Alderman Berry moves to adjourn, seconded by Alderman Howard. At the time of this
motion, Alderman Bender had permission and was rising to the floor to inquire about
a lady wishing to start a resale shop in one room of her home. Alderman Howard asked
the City i�ttorne;y why -the motion to adjourn was out of order and was informed that it was
because Alderman Bender had the floor.
Mayor pro tem Wright recommended that speed limit signs be posted on �Iorth Park
Drive. Alderman Howard, seconded b;T Alderman Bender, moves that these signs be
erected. Poll calf. vote. AYE: Unanimous.
Alderman Georgereported that the W. L. Miller Co. had damaged one of the streets and
recommended that the Chairman of the Street and Alley Committee investigate. Alder-
man George stated that the condition of the sidewalk should be referred to the schoolgoard,
Alderman moues to adjourn, seconded by Alderman Bender. Voice vote. AYE:
Berry
