HomeMy WebLinkAbout05-15-1962 Council Meeting Minutes May 1962 A regular meeting of- the Canton City Council was held on May 15, 1962 in the City Council Chamber. Mayor Cook called the meeting to order at 7;05 P. M. Present for Roll Call: Aldermen Howard, Sebree, Staley, Wright, Herbener, Hurst, Long, Skinner, Gibbons, Abbott, Berry, Horton, George, and Bender. Absent: None. Petition requesting a 23¢ per hour raise for the firemen read. Alderman Berry moves and Alderman Horton seconds to increase the firemen's pay 23¢ per hour. Alderman Staley recommended that the Finance Committee hold a meeting regarding an increase in pay for all departments. Alderman Herbener requested that the matter be held over until the Finance Committee and Department heads have discussed same, and set an informal council meeting -date May 22. Alderman Howard moves and Alderman Long seconds to table the motion. Alderman Staley recommends the informal council meeting be held -immediately following the regular Council meeting (since all members were present) . Alderman Berry was requested to withdraw his motion but refused. Discussion. Roll call vote on the motion to table. AYE: Aldermen Howard, Sebree, Staley, Herbener, Long, Skinner, Gibbons, Abbott, George, and Bender. -NAY: Aldermen Wright, Hurst, Berry, and Horton. (10 AYES and 4 NAYS). Motion carried. Mayor Cook called for reports of Standing Committees; Alderman Skinner reported on the oiling and chipping and moves that the Council advertise for bids, not to exceed $141000 for chips, oil or gravel. (This work in connection with the Motor Fuel Funds) . Alderman Herbener -seconded this motion. Roll call vote. AYE-: Unanimous. -Two Resolutions for maintenance of arterial streets by Municipalit y under the Illinois Highway Code read: Mr. Young, from the firm of Crawford, Murphy, and Tilly, explained the procedure stating it would be four to six weeks be- fore the Council could advertise for bids. Alderman Howard inquired about Stonegate Drive blacktop and Mr. Young slid it did not need sealing. Discussion. Alderman Wright stated that the street should be cared for as promised by the Council. Alderman. Herbener moves and Alderman Skinner seconds that the Reso- lutions be adopted. Roll call vote. AYE: Unanimous. Alderman George in- quired what the load-limit should be on black-top streets and was told by Mr. Young that an eight to ten-ton load limit should be imposed on all residential streets. Alderman Herbener moves and Alderman George seconds that the Board of Local Improvements be instructed to employ an independent qualified and competent person to go wer Stonegate Drive and determine if the street needs repairs or not and report back to the first Council meeting in June. Alder- man Wright recommended our own engineering"f irm but Mr. Young stated that he knew his firm would rather that the City employ another engineering firm. Roll call vote on the motion. AYE: Aldermen Bender, George, Horton, Skinner, Long, Herbener, Sebree, and Howard. NAY: Aldermen Berry, Abbott, Gibbons, Hurst, Wright, and Staley. ( 8 AYES and 6 NAYS) . Motion carried. Mayor Cook called for reports of Special Committees. Alderman Long reported that the Building and Grounds Committee would be able to give a report on the shelter in Jones Park at the next Council meeting. Alderman Bender reported that the catwalk under the water tank had been painted and repaired and was ready for inspection. Alderman Hurst renorted that Mr. Pierce on North Main Street had moved shrubbery back from the street, thereby eliminating a traffic haz?ard and stated that he should be commended for this by the Council.. (Clerk to send letter) . Alderman Horton, Police and Legal Committee, stated that his committee recommended a five-day suspension for Mr. Claude Grose, Radio Operator. He then moves that the committee's recommendation be accepted. Motion seconded by Alderman Berry. Roll call vote. Alderman Hurst asked exactly what the charges were Nagainst Mr.on Grose and Alderman Wright asked the opinion of the Chief of Police, who re- ported.his position in the matter. Alderman Wright stated that he did not want to hear of any harassment of the City Personnel. Mayor Cook tilled for Correspondence to the City: Request from the Graham Hospital Student Nurses requesting permission to hold an ice cream social in Jones Park on Sept. 7. Alderman Long, seconded by Alderman Bender, moves to grant this request. Voice vote. AYE; Unanimous. Request from the Order of Amaranth requesting permission to hold an ice cream social in Jones Park on July 27. Alderman Long, seconded b moves to grant this request. Voice vote. AYE. Unanimous. Request from the V. F. W. Aux. and Post to sell poppies on May 25 and 26. Alderman Long, seconded by Alderman Berry, moves to grant this request. Voice vote. AYE: Unanimous. Payes, Jr., Director, Department of Public Works and Buildings, acknowledging the resolution sent him regarding Interstate 74. Alderman Herbener moves and Alderman Howard seconds the acceptance of the acknowledgment and place same on file. Voice vote. AYE: Unanimous. Resignation of Oliver Mettler from the Fire and Police Commission, effective May 2, 1962. Alderman Bender, seconded by Alderman Abbott, moves to accept the resignation. Alderman Staley recommended that a letter be written to Mr. Mettler commending him on the years of service given to the City. Alder- man Wright asks that the vote.be a Rising vote. AYE: Unanimous. Mayor Cook announced the appointment of Harold Kennedy on the Fire and Police Commission to fill the unexpired term of Oliver Mettler. Alderman Herbener moves and Alderman Skinner seconds to accept the appointment. Roll call vote. AYE: Unanimous.. Thank you note for flowers at time of Robert Essex funeral read. Alderman Berry, seconded by Alderman Bender, moves to accept same and place on file, Voice vote. AYE: Unanimous. Alderman Berry inquired about the appointment of the remaining auxi.11iary police force and was told by Mayor Cook that he will appoint more when it is necessary. Mayor Cook appointed Alderman Wright as alternate delegate to the Citizens Advisory Council. Alderman Long, seconded by Alderman Herbener moves to accept the appointment. Roll call vote. AYE: Alderman Howard, Sebree, Staley, Herbener, Hurst, Long, Skinner, Gibbons, Abbott, Berry, Horton, George, and Bender. PASSING: Alderman Wright. (13 AYES, 1 PASSING) .Carried. The Mayor called for Unfinished Business: A Stipulation between the Star Delivery and Transfer, Inc., and the City of Canton was read: 1. That the defendant, Star Delive agrees that it will either purchase or lease a tract of landrsituat, Inc. area area either in or out of the City which is zoned commercial, and that it will move and transfer all of its cartage business to that new location, and that these car#a.ge trucks and trailers will be loaded and unloaded at this new site. 2, That the defendant, Star Delivery & Transfer, Inc., herein may retain its offices and base its own equipment at its present location known as 948 N. 5th Ave., Canton, Ill. 3. That the defendant, Star Delivery & Transfer, Inc. will also make a sincere effort in accordance with sound business practice to store their own equipment in the new location when possible. 4.
