Home My WebLink About04-03-1962 Council Meeting Minutes 911 April 3, 1962 The Canton City Council held a regular meeting on April 3, 1962 in the City Council Chamber. Mayor Cook called the meeting to order at 7:10 P. M. Present: Aldermen Howard, Sebree, Staley, Wright, Herbener, Hurst, Long, Skinner, Gibbons, Abbott, Berry, Horton, George, and Bender. Absent: None. Pledge of Allegiance was followed by Prayer by Alderman Long. Alderman Staley, seconded by Alderman Berry, moves to accept the minutes of the previous regular meeting and the special Council meeting as presented and place same on file. Roll call vote. AYE: Unanimous. Petition for street improvement at the end of Van Dyke Drive read. Alderman Wright, seconded by Alderman Bender, moves to accept the petition and place on file. Discussion regarding the request for annexation to the City by two of the residents in that area. Alderman Wright withdrew his motion stating Cq that the petition could be accepted when annexation of the property was com- U� pleted. Alderman Bender withdrew his second of the motion. p Bills for the month of March were read. Alderman Herbener moves that all Cn bills properly approved be allowed for payment, seconded by Alderman Bender. Roll call vote. AYE: Unanimous. Alderman Wright presented the estimate of cost for damages to Mr. Luke Kidd's automobile ($21.95) which was claimed to have happened on West Vine St. near the bridge. Same to lay over until the City Attorney has advised the Council. Mr. Myers, Street Superintendent to investigate the condition of that street. Reports of Officers of the City read. Alderman Bender moves and Alderman Gibbons seconds that same be accepted and placed on file. Voice vote. AYE: k: Unanimous. LMayor Cook called for reports of Standing Committees. Alderman Hurst, reporting for the Street and Alley Committee, commended the Board of Local Improvements for their fine work this past year and wished them continued success. He stated the need for help in removing thirty trees -- no street department employees or equipment to be used for this project. Alderman Skinner seconds this motion. Alderman Bender recommended the need for insurance for these workers. Roll call vote on the motion. AYE: Unanimous. Alderman Hurst reported that about 185 blocks of Cantonts streets are still dirt but that it would not be nessary to oil and chin all -- approximately 165. He recommended that each alderman investigate the streets in his ward and make a report as to the number of blocks needing attention. Mayor Cook called for reports of Special Committeeso Alderman Hurst reported that he had met with the Division of Highway Dept. in Peoria, and the engineers from that department will be willing to work with the City in the needs of street improvements. He reported a survey he had made on South Fifth Avenue (26 families were for the widening of said street and 17 families against) . Discussion. Mayor Cook called for Communications to the Council: Request from the South Park Church for use of Jones Park on Sidewalk days, July 12 and 13. Alderman George, seconded by Alderman Berry moves to grant this request. Voice vote. AYE: Unanimous. Bond for Ray E. Orwig, parking meter man, in the amount of $10000.00, properly approved by the Finance Committee read. Alderman Herbener moves and Alderman Long seconds that the bond be accepted and placed on file. Voice vote. AYE: Unanimous. 92, April 3, 1952, Continued Letter regarding an accident on March 15 on Oak Street and First Avenue, damages to Paul Ford's automobile in the amount of $291.86. City Attorney Senift stated that out insurance company would be the proper persons to handle this case. setter from the Firemen's Pension Report read. Mayor Cook recammended that it lay over until the next meeting. First reading of an Ordinance pertaining to closing East Maple Street. Alderman Berry, seconded by Alderman Long, moves to suspend the rules. Roll call vote. AYE: Unanimous. Alderman Berry, seconded by Alderman George, moves to place the Ordinance on its passage. Alderman Staley_ he wanted to restate his reasons for voting against this ordinance - mainly because of inconvenience of fire equipment reaching the east portion of the City. Roll call vote. AYE: Aldermen Bender, George, Berry, Abbott, Gibbons, Skinner, Long, Hurst, Herbener, Wright, Sebree, and Howard. NAY: Aldermen Horton and Staley. (12 AYES and 2 NAYS) . Motion carried. Thi's being Ordi- nance No. 55. Letter reminding the officials of the Municipal Association Central Region meeting to be held April 182 1962, 7:30 P. M. at Scripps Park in Rushville. Mayor Cook urged all Council members to attend. Discussion of water and sewer extension to the City of Canton. Mr. Leonard Crawford, from the Crawford, Murphy & Tilly Firm, explained the need for these extensions and recommended doing a portion of the work at one time and to consult with efficient financial advisers. Mayor Cook, the Water and Sewer Committee to meet with Mr. Crawford in the near future. Because of difficulty for the street sweeper to do an efficient job, it was recommended that the Police Department be instructed to enforce the ordinance pertaining to cars parked on streets, after publishing a ten-day notice to that effect. niscussion. Alderman Herbener moves and Alderman Skinner seconds, that this matter be referred to the Traffic Committee to meet with the Mayor, City Attorney and Street Superintendent and report to the next Council meeting. Roll call vote. AYE: Unanimous. Alderman Howard moves to adjourn, seconded by Alderman Berry. Voice vote. AYE: Unanimous. Canton City Council adjourned at 8:55 P.
