Canton City Council held their regular meeting MarchM6,c1962 in6the City Council
Chamber.
Mayor Cook called the meeting to order at 7:15 P. M. Roll call: Aldermen Howard,
Sebree, Staley, Wright, Herbener, Hurst, Long, Skinner, Gibbons, Abbott, Horton,
George, and Bender. Absent: None.
Pledge of Allegiance was followed by a Prayer by Alderman Long.
Alderman Staley moves and Alderman Horton seconds that the minutes of the previous
meeting be accepted as presented and placed on file. Roll call vote. AYE:
Unanimous.
Bills for the month of February were read by the City Clerk. Alderman Herbener
moves and Alderman Long seconds that all bills properly approved be allowed for
payment. Roll call vote. AYE: Unanimous.
Alderman Hurst introduced Mr. Gaylen Westerfield who was representing the
G, Junior Chamber of Commerce. Request for permission to hold a "Donkey Basket-
ball'f game on March 31, sale of tickets on the square on March 23, 242 30 and 31.
(Proceeds from the game to be used for the Canton Lake Beach improvement).
Alderman George, seconded by Alderman Long moves to grant permission for this
affair. Voice vote. AYE: Unanimous.

Reports of all officers were read. Alderman Bender, seconded by Alderman George,
moves to accept same and place on file. Roll call vote. AYE: Unanimous.
Mayor Cook called for reports of Standing Committees.
Alderman Bender reported that the two pumps recently purchased for the sewer
department had been installed.
Request to barricade the Canton Lake road above-tke north of the road leading
to the left made by Alderman Bender who stated that the road was in bad condition.
(Key for same to be left at the water plant) . City Attorney Senift reported
that this was not designated as a public road and could be barricaded.
Alderman Hurst gave a report on the meeting held with Mr. Savill of the Illinois
Highway Division on Feb. 23. Widening of route No. 78 is still available to the
City but work could not be started before 1964. He stated that the Street and
Alley Committee had informally endorsed the action of the special committee, and
then moved that the Street and Alley Committee make a report to the Council for
its opinion. Alderman Wright seconded this motion. Roll call vote. AYE: Unani-
mous. Alderman Hurst asked City Attorney Senift his opinion regarding removal of
cars parked on any street. Mr. Senift stated that it was legal to remove them
if necessary to move the traffic on any street -- that no one really has the
right to park on the streets. Mayor Cook asked Alderman Herbener to investigate
and report to next meeting. -
Alderman Bender reported on the collection of money from lake leased lots and
stated there was still about $1040.00 back payments due and moves that the City
Attorney be instructed to write letters to these people again regarding their
payments. This motion was seconded by Alderman George. Voice vote. AYE:
Unanimous.
Mayor Cook called for communications to the Council.
Letter of request from the Kellogg P. T. A. to hold a sidewalk lunch sale in
Jones Park on Aug. 10 and 11. Alderman Bender, seconded by Alderman Skinner
moves to grant permission. Roll call vote. AYE: Unanimous.
Letter from the Ja-Bus-Co., Junior Achievement Co. requesting permission to
sell their product on the square on a Friday evening and Saturday. Alderman
George to set a date for this event. Alderman Long, seconded by Alderman Bender
moves to grant permission. Voice Vote. AYE: Unanimous.
Request for a zoning map of the City of Canton from the Jay Rays 15¢ hamburgers
read. Map to be sent.

Report of date of starting work on the sewerage plant by the Western Water-
proofing Co. read.
Request for the City to employ a dog-catcher made by the Canton Board of
Health. Discussion. Same referred to the Police and Legal Committee.
Alder-
man George asked why not draft an ordinance- requesting that- all dogs wear
rabies tags according to the state law and have them registered in the city
building. Same referred to the ordinance committee.
Letter of appreciation from the I. H. C. Co. read. Alderman Berry moves and
Alderman Gibbons seconds that the letter be accepted and placed on file.
Voice vote. AYE: Unanimous.
An ordinance pertaining to street improvements on South Main Street, Tamarack
and Cedar Streets up for second reading. Ti#le of same read. Alderman Long
seconded by Alderman Skinner moves to place this ordinance on its passage.
Roll call vote. AYE: Unanimous. This being Ordinance No. 53•
Alderman Berry, referring to the examinations taken recently for Assistant
Fire Chief and a fireman, moves that the appointment by the Fire and Police
Commission of Robert Essex as Assistant Fire Chief and Robert DeRenzy as
fireman be accepted, seconded by Alderman Bender.

Alderman Staley reported the property owner at north end of Lawrence Drive
wished to have the paving extenddd on for 160 feet. Discussion. Further
discussion on the petition for blacktopping on Edmar Drive -- letter from
the Board of Local Improvements to be sent to the owner. Alderman Hurst
asked if Motor Friel Tax money could be used for the construction of a bridge
and if blacktopping could be put in on Quality Hill before sewers were con-
structed and was informed that the sewers could -be taken through the alleys
but would be more difficult. Alderman Howard moves that the Sewer and Water
Committees investigate and 'bring an estimate of the cost of bringing sewers
to all the residents of Canton. Motion was seconded by Alderman Hurst.
Voice vote. AYE: Unanimous.
Alderman Herbener, reporting on the city parking lot fund stated that a
surplus of meter money ($22.00 in -December)with no provisions to allocate
this money moves that the $22.00 surplus be extended to cover the January
deficit. Motion seconded by Alderman Howard. Voice vote. AYE: Unanimous.
Resolution determining the prevailing wage scale read. Alderman Wright moves
that, in compliance with the state law, this resolution should be adopted,
seconded by Alderman George. Roll call vote. AYE: Aldermen Bender, George,
Horton, Berry, Abbott, Gibbons, Skinner, Long, Hurst, Wright, Staley, and
Sebree. NAY: Aldermen Herbener and Howard. (12 AYES and 2 NAYS) . Motion
carried. This being Resolution No. 310.
First reading of an Ordinance pertaining to vacating a portion of East Maple
Street and an alley between Maple St. and the T. P. & W. R. R. -- between
Second and Fourth Avenues. Mr. Bass from the I. H. C. Co. explained the
legal portion of the Ordinance and provided maps of the area. Mayor Cook
granted a recess at 8:35 P. M. and called the meeting to order again-at
8%45 P. M. Ordinance to lay over until the next regular Council meeting.
Alderman Herbener, seconded by Alderman Bender moves to adjourn. Roll call
vote. AYE: Aldermen Howard, Sebree, Herbener, Skinner, Gibbons, Abbott,
Berry, and Horton. NAY: Aldermen Staley, Wright, Hurst, Long, George, and
Bender. (8 AYES and 6 NAYS) . Motion declared carried. Canton City Council
adjourned at 8:50 P. M.
