HomeMy WebLinkAbout09-19-1961 Councilo Meeting Minutes 5 7 Sept. 19, 1961 Regular meeting of the Canton City Council held. Sept. 19, 1961, 7:05 P. M. in the Council Chamber. Mayor Cook called for Roll Call. Present: Aldermen Howard, Sebree, Staley, Wright, Herbener, Hurst, Long, Skinner, Gibbons, Abbott, Berry, Horton, George, and Bender. Absent: None. Pledge of Allegiance was followed by Prayer by Alderman Long. Alderman Staley moves and Alderman Bender seconds to dispense with the reading of minutes of previous meeting. Alderman Long, seconded by Alderman Derry moves that the minutes be accented as presented. Roll call vote. AYE: Alder- men Bender, George, Horton, Berry, Abbott, Gibbons, Skinner, Long, Hurst, Herbener, Wright, Staley, Sebree, and Howard. 11TAY : None. Motion carried. Alderman Render, reporting on request for Standing Committee reports, stated that he had investigated the water situation on Sycamore Terrace and invited the entire Council to meet with Mr. Wheeler on Thursday, Sept. 21, 6:30 P. M. and work out some olan to take care of same. Alderman Staley stated that he would like to request each one of the Aldermen to attend this meeting. r+r x Reporting for the Police and Legal Committee, Alderman Horton stated that the burned out building on North slain St. could be inspected for .;p100.00. Alder- man George recommended that the 3uilding anc; Grounds Committee and the Police and Legal Committee consider same. Alderman Staley reported the north part of the City, had an adequate water supply and that water lines could be extended for future use. He then moves that the water supply be turned on for use by the Lincolnshire home owners. Alderman Long seconded this motion. Roll call vote. AYE: Aldermen Howard, Sebree, Staley, Wright, Herbener, Hurst, Long, Skinner, Gibbons, Abbott, Berry, Horton, George, and Bender. NAY: :None. "lotion carried. A letter of request for relocation of Canton Lake beach by the Carton Jaycee 's was read. Alderman Hurst introduced -:r. Small. who explained the plans of that organization and asked that the City of Canton provide a passable road and park- ing lot. Discussion. Alderman Bender reported that thirteen lake lot leases had not been paid and asked to have the City Attorney make an effort to collect same. Alderman Hurst recommended that the committee appointee: by Mayor Cook -- "Citizens Committee?' also be included in this beach project. A meeting to be held Tuesday, Sept. 26, 7:00 P. M. with the 'dater and Sewer Committee and Finance Committee. Resolution from the Illinois Commerce Commission authorizing the change of signals on C. ?. Q. R. R., read. Same to be filed. Second reading of an ordinance pertaining to One, Two and Three Hour parking. Alderman Herbener moves and Alderman Staley seconds to place same on its passage. Alderman Sebree said if same was passed, it would. require another Traffic officer on the force. Chief of Police Lindzey explained that his per- sonnel would cooperate in every way possible. Roll. call vote. AYE: Aldermen Gibbons, Long, Herbener, Wri ht, Staley, and z-loward. ?,TAY: Aldermen Bender, George, Horton, Berry, Abbott, Skinner, Hurst, and Sebree. (6 AYES and 8 NAYS) . Motion defeated. Alderman Herbener moves and Alderman Wright seconds that the C=i_t,; release the contract made with the Chamber of Co,Taerce regarding the parking lot. Discussion. Alderman Gibbons moves that another vote be taken on the pass- age of the Ordinance but was informed that same could not be done. Alderman Wright withdrew his second of Alderman Herbener►s motion. Mayor Cook reoorted that he would aonoint a committee to work out some plan for an ordinance. Alder- man Herbener then withdrew his motion (but stated thet he intended to bring this motion to the Council again) . Second reading of an Ordinance pertaining to a barricade on the northwest cor- ner of the square. Alderman Howard moves and Alderman Gibbons seconds that this ordinance be tabled. Roll call vote. AYE: Aldermen Howard, Sebree, Staley, Wright, Herbener, Hurst, Long, Skinner, Gibbons, Abbott, Berry, Horton, George, and Bender. NAY: None. Motion carried. i i 6ept. 19, 1961, Cont. First reading of an Ordinance for a Franchise with the C. I. P. �. Co. for 50 years for electricity and gas. (38 year continuance of former Franchise) C. I. P. S. Co. to furnish 50,000 kilowatts and 30,000 therms free to the city each year. Alderman Long, seconded by Alderman Skinner moves to suspend the rules. Discussion. Alderman Skinner withdrew his second and Alderman Long his motion. Alderman Howard stated that he wished for this Ordinance to lay over. First reading of an Agreement with the C. I. 'i'. S. Co for street lighting in the City of Canton ($122,179.20 for 120 months) . Alderman Hurst recommended sane to lay over. Alderman Wright read a letter requesting a tag-day for ?Disabled American Veterans to sell for-get-me-pots on Oct. 6 and 7. Alderman Wright moves that this request be granted, seconded by Alderman Hurst. Oral vote. AYE: Unanimous. Alderman Staley, reporting on Garbage Disposal De;Dt. bids for pushing over dump, moves that the bid of Livio Poggioli in the amount of $144.95 per month, be accepted. Motion seconded by Alderman Bender. Roll call vote. AYE: Aldermen Fender, George, Horton, Berry, Abbott, Gibbons, Skinner, Long, Hurst, Herbener, Wright, Staley, Sebree, and Howard. NAY: None. Motion carried. Alderman Staley recommended that the Lights Committee investigate the need for street lights near the Evergreen Estate on north Main St. and also suggested that one street light be omitted on the east side of the street on E1 Van Addit_-on. Alderman Wright reported that home owners in Evergreen Estates have planned their own street lighting at their own exnense. Alderman Gibbous introduced Mr. James House, owner of the Child Welfare Center, 135 E. Elm St. , who asked the Council to mark off two parking spaces in front of that address for the convenience and safety of leaving and picking up their children. Alderman Gibbons, seconded by Alderman Hurst moves that the matter be brought to the attention of the Traffic Committee for study and report to the Council. Oral vote. AYE: Unanimous. Alderman Hurst suggested that the City enforce a Curfew law. Chief of Police Lindzey stated that the operator of a pool room in the City refuses to cooperate with the police. A suggestion was made to insist that bicycles be parked in a rack in Jones nark rather than on the sidewalks. Mayor Cook appointed Alderman Herbener to hold a meeting; with the members of the Council and the Chamber of Commerce regarding the Parking Ordinance defeated on this date. Alderman Howard inquired if it would be possible to include the Insur- ance Consultant for a twenty-minute talk on the City's insurance program. Alder- man Staley requested to be relieved of his appointment on the Traffic Committee but same was not granted. Mayor Cook reported the appointment of Ira Johns, Radio Operator, third shift. Alderman Staley, seconded by Alderman Long, moves to confirm this appointment. Roll call vote. AYE: Aldermen Howard, Sebree, Staley, Wright, Herbener, Hurst, Long, Skinner, Gibbons, Abbott, Berry, Horton, George, a. d Bender. NAY: None. Motion carried. Mayor Cook reported the appointment of Rudy Hadsall, Aux. policeman. Alderman Berry, seconded by Alderman Bender, moves to confirm this appointment. Roll call vote. AYE: Aldermen Bender, George, Horton, Berry, Abbott, Gibbons, Skinner, Long, Hurst, Herbener, Wright, Staley, Sebree, and Howard.. NAY: )lone. Motion carried.
