Aug. 11 1961
Canton City Council held their regular meeting, Aug. 1, 1961) 7:12 P. M. in the
City Council Chamber.
Mayor Cook called for Roll Call. Present: Aldermen Howard, Sebree, Staley,
Wright, Hurst, Long, Skinner, Gibbons, Abbott, Berry, Horton, and George.
Absent: Aldermen Herbener and Bender.
Pledge of Allegiance was followed by Prayer by Alderman Long.
Recommenda n for approval of minutes of Council meetings for June 20 (as amended),
July 5, Jul�(Special Meeting) and July 18. Alderman Howard moves and Alderman
Staley seconds the motion to approve said minutes. Roll call vote. AYE: Aldermen
George, Horton, Berry, Abbott, Gibbons, Skinner, Long, Hurst, Wright, Staley,
Sebree, and Howard. NAY: None. Motion carried.
Alderman Wright reported a claim of Shiloh Gray's 1959 Chevrolet damaged to the
amount of $27.60 caused by hitting a rock on north Eighth Avenue just north of
Locust Street. Discussion. Report to be made at next meeting.
Bills for the month of July were read by the clerk. Alderman Wright questioned
the purchase of a motorcycle from the Selkirk firm. Discussion. Alderman Berry
moves and Alderman Skinner seconds that all bills properly signed and approved
be allowed for payment. Discussion also on the Wherley Parking Lot rental fee
and the engineering service fee for Crawford, Murphy and Tilly. Roll call vote
on the payment of bills. AYE: Aldermen Howard, Sebree, Staley, Hurst, Long,
Skinner, Gibbons, Abbott, Berry, and Horton. NAY: Aldermen Wright and George.

Alderman George read a letter pertaining to the purchase of land from the United
Electric Coal Co. for the Star Delivery Service, albproximately two acres at ,"400.00
per acre.
Alderman Howard recommended that further investigation regarding the City's insur-
ance premiums be made. Aldeiman'' Cook appointed Alderman Howard to contact tlr.
Saunders of the firm of T. R. FitzHenry.
Reports of Officers were read. Alderman Long moves and Alderman Skinner seconds
that the reports be accepted and placed on file. Roll call vote. AYE: Aldermen
George, Horton, Berry, Abbott, Gibbons, Skinner, Long, Hurst, Wright, Staley,
Sebree, and Howard. NAY: None. Motion carried.
Alderman Hurst reported that plans for a three-hundred bed hospital for retarded
children near Peoria or Galesburg were in progress. He recommended sending a
letter to the proper authorities indicating our wish to have same located in Can-
ton -- that same would increase business for our City.
Alderman Staley moves that the city clerk be instructed to advertise for bids for
pushing dump -- same to be read at the first meeting in September. Alderman
Long seconded the motion. Roll call vote. AYE: Aldermen Howard, Sebree, Staley,
Wright, Hurst, Long, Skinner, Gibbons, Abbott, Berry, Horton, and George. NAY:
None. Motion carried.
First reading of an Ordinance pertaining to change of flow of Traffic on East Elm
St. from White Court to First Avenue. Alderman Berry, seconded by Alderman
Abbott, moves to suspend the rules. Roll call vote. AYE: Aldermen Horton, Berry,
Abbott, Gibbons; Skinner, Long, Hurst, Wright, Staley, Sebree, and Howard. NAY:
Alderman George. (11 AYES and 1 NAY) . Motion carried. Alderman Berry moves and
Alderman Abbott seconds to place the Ordinance on its passage. Roll call vote.
AYE: Aldermen Howard, Sebree, Staley, Wright, Hurst, Long, Skinner, Gibbons,
Abbott, Berry, and Horton. NAY: Alderman George. (11 AYES and 1 NAY) . Motion
carried. This being Ordinance No. 40.
Alderman Wright requested a report on the decision of the Appellate Court on the
Fifth Avenue-Main Street-- Locust Street suit. It was reported that the Mayor or
City Clerk had received no reply from the attorneys employed to represent the
City of Canton. The City Attorney stated that the Supreme Court had ruled this
suit as out of their jurisdiction and it was referred to the Appellate Court; same
could be referred to the Supreme Court again by special permission. He recommended
dropping the case. Discussion.

Letter from Beta-Sigma Phi Sorority requesting permission to set up an
umbrella table and four chairs for display -- same to be given away at the
Friendship Festival. Alderman Berry, seconded by Alderman Wright, moves to
grant permission to this organization. Oral vote. AYE: Unanimous.
Alderman Hurst recommended that the Traffic Committee consider establishment
of a 15-mile speed limit near Wallace Park, and asked permission to meet with
the Park Board to eliminate parking on the street at Wallace Park. Mayor Cook
granted same. Alderman Hurst report ;d that citizens on Quality Hill requested
the repair of the Ray Street Bridge for use of vehicles.
Alderman George moves that Ordinance No. 26 be abolished and that the City return
to two-hour parking, seconded by Alderman Skinner. Alderman Howard recommended
the Council to give some thought before changing the clans recommended by the
Chicago Motor Club. Alderman George withdrew his motion and Alderman Skinner
withdrew his second of same. Alderman George then moves that a new Ordinance be
drafted to permit two-hour parking on the square, seconded by Alderman Berry.
C. Alderman Gibbons moves that same be tabled, seconded by Alderman Staley. Roll
CA call vote on Alderman Gibbons motion. AYE: Aldermen Gibbons, Long, Staley,
Sebree, and Howard. NAY: Aldermen George, Horton, Berry, Abbott, Skibn.ert arid Hurst.
L- PASSING: Alderman Wright. (5 AYES, 6 NAYS, 1 PASS) . Motion lost. Roll call
vote on Alderman George's motion for a new Ordinance. AYE: Aldermen Hurst,
m Skinner, Abbott, Berry, Horton, and George. `AY: Aldermen Howard, Sebree,
Staley, Long, and Gibbons. PASSING: Alderman Wright. (6 AYES, 5 NAYS, 1 PASS) .
Motion declared carried.
Alderman Berry moves to adjourn, seconded by Alderman Gibbons. Oral vote. AYE:
Unanimous. Canton City Council adjourned at 8:47 P. M.
