HomeMy WebLinkAbout07-18-1961 Council Meeting Minutes 46 July 18, 1961 Canton City Council held their regular meeting July 18, 1961, 7:12 P. M. in the City Council Chamber. Mayor Cook called for roll call. Present: Aldermen Howard, Sebree, Staley, Herbener, Hurst, Long, Skinner, Gibbons, Abbott, Berry, Horton, and George. Absent: Aldermen Wright and Bender. Pledge of Allegiance was followed by Prayer by Alderman Long. Petition by Earl Hardwick requesting permission to establish a planing mill and its associate lines in the 700 block on West Locust St. (17 signatures on said petition) . Alderman Staley moves that the Council grant a variance on the zoning of the two lots concerned to be known as commercial zoning. Alderman George seconds this motion. Roll call vote. AYE: Aldermen George, Horton, Berry, Abbott, Gibbons, Skinner, Long, Hurst, Herbener, Staley, Sebree, and Howard. ',,TAY: None. Motion carried. Petition granted. Letter from Howard H. Griffin, Secretary of the Fire and Police Commission stating that William R. Hagaman of 579 N. 6th Ave., Canton, Illinois had been appointed to fill the vacancy on the police force until the return of Ronald Pavley now serving in the Armed Forces. Alderman Staley, seconded by Alderman Berry, moves to accept this appointment. Oral vote. AYE: Unanimous. Request for permission to sell tags for benefit of hospitalized Veterans and Veterans Rehabilitation by the Atomic Buts Cootiette Club -- Sept. 22 and 23, 1961. Alderman Herbener, seconded by Alderman Hurst, moves to grant this re- quest. Oral vote. AYE: Unanimous. Request for permission to hold a dag Poppy Day on Aug. 18 and 19, 1961) by the Veterans of Foreign Ways Auxiliary. Alderman Gibbons, seconded by Alderman Abbott, moves that the request :be granted. Oral vote. AYE: Unanimous. Second reading of the Ordinance Levying Taxes for Corporate Purposes of the City of Canton, Illinois, for the Fiscal Year of Said City, 1961-1962. (total amount to be levied for all purposes $33.2,690.00) . Alderman Herbener moves that this Ordinance be placed on its passage, seconded by alderman Staley. Roll call vote. AYE: Aldermen Howard, Sebree, Staley, Herbener, Hurst, Long, Skinner, Gibbons, Abbott, Berry, Horton, and George. MAY: None. Motion carried. This being Ordinance No. 37. First reading of an Ordinance pertaining to placing a stop sign on the North- east corner of Cherry Street and South Sixth Avenue. Alderman Skinner moves that the rules be suspended, seconded by Alderman Berry. Roll call vote. AYE: Aldermen George, Horton, Berry, Abbott, Gibbons, Skinner, Long, Hurst, Herbener, Staley, Sebree, and Howard. NAY: None. Motion carried. Alderman Long, seconded by Alderman Hurst, moves to place the Ordinance on its passage. Roll call vote. AYE: Aldermen Howard, Sebree, Staley, Herbener, Hurst, Long, Skinner, Gibbons, Abbott, Berry, Horton, and George. NAY: None. Motion carried. This being Ordinance No. 38. First reading of an Ordinance pertaining to Municipal Service Occupation Tax. City Attorney Senift explained this Ordinance. Discussion. Alderman Skinner moves that the rules be suspended, seconded by Alderman Gibbons. Roll call vote. AYE: Aldermen George, Horton, Berry, Abbott, Gibbons, Skinner, Long, Herbener, Staley, and Howard. NAY: Aldermen Hurst and Sebree. (10 AYES and 2 1\IAYS) . Motion carried. Alderman Skinner moves and Alderman Berry seconds that the Ordinance be placed on its passage. Roll call vote. AYE: Aldermen Howard, Staley, Long, Skinner, Gibbons, Abbott, Berry, Horton, and George. NAY: Aldermen Sebree, Herbener, and Hurst. (9 AYES and 3 NAYS). Motion carried. This being Ordinance No. 39. Alderman Herbener reporting on the meeting of the Traffic Committee held on July 17 stated that the committee voted to ask the City Attorney to draw up an Ordinance for Yield Right of Way Signs on the South West corner of Vine Street and Third Avenue, also for a "Slow" sign on the top of hill on West Manle St., west of the Nurses' Home. The Traffic Committee also gave ideas from the Chicago Motor Club: 1. That traffic on East Elm Street from the Square to First Avenue be changed to two-way flow. 2. It was recommended by the Chicago Motor Club to place a concrete abutment on the north west corner of the Square -- a temporary arrangement -- stating "No Left Turn". (The committee voted 4 7 July 18, 1961., Continued. 8 to 3 in favor of recommending this to the Council) . The Committee also recommended that the City Attorney write to the Illinois State Highway Dept. to see if a "Slow" sign could be placed on Main Street, just north of Ash Street. wring the discussion of traffic, it was recommended that "Slow" signs be placed on West Haple Street at too and foot of hill west of the Nurses ' Home. Signs on terraces that obstruct views were discussed. It was decided that the City Attorney contact those persons as the best means of enforcing the present ordinance. Alderman Berry inquired if the Mayor, Police and Legal Committee, Chief of Police Lindzey and the Sheriff hold a meeting regarding police patrol or! East Chestnut Street east of the Bradley Corners. Mrs. Georgia Humphreys, 135 S. 1st Ave., Canton, Illinois, requested the Council write the Department of Public Health, Springfield, Illinoi�bAlving proof that permission had been given her to operate a sheltered care - this in order that she may receive her State License. Alderman Berry moves and CA Alderman Abbott seconds that permission be granted. Oral vote. AYE: Unanimous. Alderman Staley, seconded by Alderman Berry, moves to adjourn. Oral_ vote. AYE: � Unanimous.
