Alderman Long, seconded by Alderman Bender, recommended that this appointment be approved. Oral vote. AYE: Unanimous. Mayor Cook recommended the appointment of Charles Gardner as an Auxiliary Policeman. Alderman Herbener, seconded by Alderman Long, recommended that this appointment be approved. Oral vote. AYE: !?nanimous. Alderman Staley inquired about the street improvement on Park Plaza Court and was in- formed that it was late for -clans for this work this year. Alderman Skinner moves and Alderman Abbott seconds that the Citj: Clerk be authorized to advertise for bids for chips and oil for Cit,r Streets. Discussion. Roll call vote. AYE: Aldermen Howard, Sebree, Staley, Wright, Herbener, Hurst, Long, Skinner, Gibbons, Abbott, Berry, Dorton, Georne, and Mender, NAY: None. Motion carried. Alderman Hurst inquired if owners of properties that are a nuisance or hazzard could be ordered to remove same. It was recommended that the Fire Chief investigate same. Alderman Staley renortod there were several such buildings in the City. C Alderman Herbener recommended that the Garbage Dis-osal Committee take some action about ridding the Dump Grounds of rats. (and stated that some buildings around the City also need checking on) . Alderman Stales reported that a firm from Peoria would G-� be interested in talking to the Council regarding their s1Tstem of Garbage Disposal. Meeting for this -urn ose to be held June 13. m Alderman Wright reported that a street light and Hole on 1ain and Sycamore was placed so that is caused traffic trouble. M. in the City Council Chamber. rlayor Cook called for Roll Call. Present: Aldermen Howard, Staley, Hurst, Long, Skinner, Gibbons, Abbott, Berry, Horton, George, and Bender. Alderman Wright arriving at 7:1-8 P. M. Absent: Aldermen Sebree and Herbener. Pledge of Allegiance was followed by Prayer by Alderman Long. Minutes of the previous meeting were read and approved to be placed on file. Alderman Staley moves and Alderman Bender seconds that, since each Alderman has a copy of the Council 's minute:, that reading of same be eliminated. Roll call vote. AVE. Aldermen '3ender, George, Horton, Berry, Abbott, Cibbons, Skinner, Long, Hurst, Staley, and Howard. NAY: None. Motion carried. Petition signed by residents in the vicinity of Fifth Avenue and Locust Street re- questing that the zoning laws remain as residential. Alderman Staley, seconded by Alderman Howard moves that same be placed on file. Mayor Cook called for reports of Standing Committees. Alderman Bender, Renorting for the Building and Grounds Committee stated that he ;Marshall and that a meeting was set for Thursday, had contacted the State Fire 4.00 n. M. in the fire station -- Matron, City Attorney, Alderman and all interested persons to meet with the State Fire Marshall.. Alderman Bender reported that James Curless, Dent. of Conservation, had given him a list of regulations from the State Dept. of Conservation, and offered to help the City in any way with their problems. Alderman Howard suggested that the City have the water supply examined bzT an expert. Bonds, properly annroved by the Finance Committee, for Eldon Myers, Street Supt. for $1,000.`10 and Charles D. Weed, Zoning Enforcing; Officer, $1,000.00 were read. Alderman Long, seconded by Alderman Berry moves they be accepted and placed on file. Alderman Staley reported that the logs now jamming the creek near the City dump could be moved by the citz.- employees and that Livio Poggioli would be willing to , loan some of his equipment for this project. Alderman. Gibbons recommended that the north side of city dump be roped off to help keep the creek open. Appropriation Ordinancesee-f upt,fg ,se0nd reading. Alderman Howard moves and Alderman Hurst seconds to dispense with the reading of same. Roll call vote. City Attornev Senift gave his report on the Star Delivery Zoning: problem. In his opinion this firm is violatinp_: the law in at least two narticulars: 1. They are violating the Zoning Ordinance of the City of Canton. 2. They are continually creating a nuisance within the limits of the City of Canton. Discussion. Alder- man Berry moves and Alderman Horton seconds that this matter !De referred to the Police Department to take action. I5iscussi_on. Mr. Chester Claudon, Attorney representing the Star Delivery recommended a conference with the committees and the Star Delivery. Roll call vote on the motion. Resolution #294. 1 41 June 20, 1961, Continued Resolution for street lights in the City of Canton. Alderman Sender, seconded by Alderman George moves for the adoption of this Resolution. Oral Vote. AYE: Unanimous. Alderman Bender, seconded by Alderman George moves that the Resolution be placed on its passage. Roll call vote. AYE: Aldermen Howard, Staley, Wright, Hurst, Lon,-;, Skinner, Gibbons, Abbott, Berry, Horton, George, and 'lender. NAY: done. Resolution No. 295. Alderman Staley inquired about the light poles on 1',Tain St. near the High School and one in the middle of the block. Mr. Berke- reported that one light could be removed and used as one of the lights in the above Resolution. Report of Alderman George, f'or the Building and Grounds Committee, regarding, repair of the bandstand -- metal work $410.60, carpenter ;$352.00, rewiri.nt7 lights and replacing lights 1730.53, total cost 1,1.493.13. Alderman George :moves and Alderman Howard seconds that the bandstand repairs be made. Roll call. vote. Alderman Long reported that the generator, Civil Defense project, would cost the City of Canton one-half of the actual cost of: Clair Sturgeon, electrician ;344.20, Labor $150.00, total of $494.20; carpenter to remove existing door a�'d the ma.sonery work $335.65 -- total cost $829.85. Alderman George moves and Alderman Horton seconds to instruct the Civil Defense Committee to proceed with the worm. Roll call vote. AYE. X Alderman Staley reported that a barber shot had opened at 210 W. Spruce Street and re- quested that Charles Weed, Zoning Enforcing Officer investigat same; Alderman Wright moves and Alderman Skinner seconds that the City Attorney and Zoning Officer be in- structed to check on barber shops, etc. (Alderman Gibbons suggested the checking on beauty shops also) . Oral vote. AYF: Unanimous. Alderman Hurst moves that the bids for oil and chins be opened and referred to the Street and Alley and Finance Committees and report back to the Council. :,lotion was seconded by Alderman Long. Alderman Staler recommended that the Finance Committee meet with the entire Council k;efore the next Council meeting,. LEASE -- Ci_t?% of Canton with Edward Powell for five years for concession on Lake Canton read. Alderman Bender moves and Alderman c'eorge seconds that the Mayor and City Clerk be instructed to sign this lease. Alderman Hurst suggested waiting until the renort had been received from -the State before giving the lease. Discussion. Mr. Lawrence Horton, Jr. spoke to the Council and. requested permission to place a bid for the concession rights. Alderman Staley moves to amend the motion and place bids for the concession rights, seconded by Alderman Howard. Discussion. Alderman Howard moves to adjourn, seconded by Alderman 3erry. Roll call vote. AYE: Aldermen Howard, Berry, and Horton. NAY: Aldermen Staley, Wright, Hurst, Long, Skinner, Gibbons, Abbott, George, and Bender. (3 AYES and 9 NAYS) . Motion lost. Alderman Hurst requested Alderman Bender to withdraw his motion. (pertaining to the lease of concession at Lake Canton above mentioned) . Alderman Hurst moves to table the motion.
