HomeMy WebLinkAbout05-16-1961 Council Meeting Minutes 33 Canton City Council met on May 16, 1961, 7:05 P. M. in the City Council Chamber. Mayor Cook called for Roll call: Present: Aldermen Howard, Sebree, Staley, Wright, Herbener, Hurst, Long°, Skinner, Abbott, Berry, Horton, George, and Bender. Absent: Alderman Gibbons. Pledge of Allegiance was followed by Prayer by Alderman Long. Minutes of the last meeting of the old Council were -read. Alderman Hurst moves and Alderman Staley seconds the motion to suspend the reading of the minutes of the first meeting; of the new Council -- since it was chiefly the appointment of personnel. Oral vote. AYE: Unanimous. Alderman George reported that Harold Reed refused to accent the check for $70.13 for payment of damages to his corn crop. Alderman Wright moves that this matter be referred to the Claims Committee and the Water and C Sewer Committee. Alderman Skinner seconds this motion. Roll call vote. AYE: Aldermen Bender, George, Horton, Berry, Abbott, Skinner, Long, Hurst, Herbener, ,%Tright, Staley, Sebree, and Howard. NAY: None. Motion carried. G1: Bonds for Lee Cook (° 3,000.00), Carl N. Hill ($10,000.0(.'!), Neil R. Baxter, (° 2,000.00), G. Ray Senift ($1)000.0,0, Nellie Crawford ($5,000.00), Oren W. Brown ($1,000.00), Howard T. Gibbons ( 1, 00.00), Rodney L. i3eadles ($1,000.00) , and Catherine Emans ($2,000.00) properly anproved by the Finance Committee were read. Alderman Herbener moves and Alderman Bender seconds that same be accented and placed on file. Oral vote. AYE: Unanimous. Alderman George moves that the Council rescind the action taken at last meeting regarding the dismissal of Harry Clark from the Water Plant. Alder- man Wright seconds the motion. Mayor Lee Cook stated that the motion was out of order. After some discussion, Cite Attorney Senift explained why the motion was ruled out of order b,,r quoting from Roberts Rules of Order. Alderman George moves that the Star Deliverl, be requested to move into a Commercial Zone and recommended that the Cit; Attorney and Traffic Committee take immediate action in this case. Motion seconded by Alderman Staley. Alderman Wright moves to amend the motion stating that a decision on which the Council would act should be available by the next meeting of the Council. Alderman George seconded this amendment. Oral v o�.e on amendment. AYE: Unan- imous. Oral vote on the motion as amended. AYE: Unanimous. Mr. Reed, Sec. of the Chamber of Commerce, made a request for the use of Jones Park on June 16 and 17 for the merchants to display merchandise per- taining to "outdoor livin ' promotion week". Alderman Wright moves and Alder- man Herbener seconds that the request be granted. Oral vote. AYE: Unanimous. First reading of an Ordinance for acquiring; real estate to provide for off- street parking in conjunction with the Chamber of Commerce. (West Chestnut St. and Market Court) . Alderman Herbener moves to suspend rules, seconded by Alder- man Sebree. Roll call vote. Alderman Hurst moves to amend section four of the ordinance to change the word "rental" to "operating expenses, including purchase of meters pro-rated monthly"., seconded by Alderman Herbener. Discussion. (25 meters at $49.50 each, to be paid by Chamber of Commerce on monthly installments, also operating expenses, payment of meters, snow removal, etc. to be paid by the Chamber of Commerce.) Rent for the :Land to be $100.00 per _lonth for a period of threeyrt3si`th option for renewal of lease or purchase of land. In the event meter collections are not sufficient to oay rent, the Chamber of Commerce to make up the deficit. Alderman George moves to suspend rules, seconded by Alder- man Skinner. Roll call vote. AYE: Aldermen Render, C'eorge, Horton, Berr�r, Abbott, Skinner, Long, Hurst, Ierbener, Wright, Staley, Sebree, and Howard'. :SAY: None. NAY: None. Motion carri ed. This being Ordinance No. 34. Resolution for the Transfer of Funds :(; 1,000.00 from Sales Tax Fund to the Garbage Disposal Fund, $5,000.00 from the Sales Tax Fund to the Fire pro- tection Fund and $10,000.00 from Parking Meter Fund to General Fund) Motion by Alderman Staley, seconded by Alderman Berry to adopt the Resolution. Roll call vote. AYE: Aldermen Bender, George, Horton, Berry, Abbott, Skinner, Long, Hurst, Herbener, Wright, Staley, Sebree, and Howard. NAY: None. Carried. #291. Resolution on behalf of all of the Citizens of Canton and Fulton County area extending heartfelt thanks and gratitude to WBYS Radio Station and its emnloyees for unstinting, outstanding service during the recent severe storms that struck our general area. Alderman Herbener, seconded by Alderman Hurst, moved for adoption of Resolution. Roll call vote. AYE: Aldermen Howard, Sebree, Staley, 1%right, Herbener, Hurst, Long, Skinner, Abbott, Berry, Horton, George, and Fender. l�?AY- None. Motion carried. Resolution No. 292. Alderman Staley recommended that the Council meet with Robt. Wheeler of the Wheeler Trucking; Co. to settle drainage problem. Meeting date set for May 22. Alderman Herbener announced Finance Committee meetings on May 18 and 23, 7:00 Al�erman Herbener recommended a street light on South Ave. A on top of hill near the railroad, also sidewalks on Fulton Place and Quality Hill. Mayor Cook stated that he, the Street Supt. and Chairman of Streets h Alleys sur- veyed the condition of Canton streets on May 13. IIe requested Mr. ;dyers, Street Suet. to chec't on the sidewalks of the city. Alderman Hurst recommended the purchase of forms to be loaned out to property owners to build or repair their own walks. Request for a street light at end of No. l()th Ave. made by Alderman George. Alderman Skinner stated that the Lights Committee would make a survey of the city's need for street lights after the Council meeting. Alderman Howard moves that the Finance Committee be authorized to purchase a "conying machine" for use of the City Clerk, seconded by Alderman George. Roll call vote. AYE: Aldermen Bender, George, Horton, Berry, Abbott, Skinner, Long, Hurst, Herbener, Wright, Staley, Sebree, and Howard. NAY: None. Motion carried. Alderman Staley recommended that the Chief of Police investigate the many "No Parking" signs placed around the City -- and remove same if authori- zation has not been given by the Council. Alderman Hurst inquired whose responsibility to close a street opening which had been made two or three months previous and moves that action to close same be taken, seconded by Alderman Skinner. Roll call vote. AYE: Aldermen Howard, Sebree, Staley, Wright, Herbener, Hurst, Long, Skinner, Abbott, Berry, Horton, George, and Bender. NAY: None. Motion carried. Alderman Horton requested the Chief of Police to contact drivers of go-carts on the City streets and request that this !practice be discontinued. Alderman Staley moves to adjourn, seconded by Alderman Bender. Oral vote. AYE: Unanimous. Canton City Council adjourned at 8:40 P. M. City Clerk.
