This being Resolution No. 289. First reading of an Ordinance nertaining to No Parking on N. 4th Ave. Alder- man-Gibbons moves to suspend rules, seconded by Alderman Shelby Wright. Roll call vote. AYE: Aldermen George, Bender, Berry, Gibbons, Shelby Wright, Long, Wm. Wright, Jones, Staley, Chas. V;right, Howard, and Martin. NAY : None. Motion carried. Mr. Fred Schneider, reporting for the Crawford, Murnhy & Tilly Engineering Firm, proposed a spray resin for repair on the sewerafe difoosal plant cover. C L;.) Mayor Woods reported that the Police Commission of Illinois met with Governor Cl Kerner -- recommendations were for a forty-hour week with a minimum wage from,4, 300.00 to 0400.00 per month. If this legislature bill is passed, the hours and salaries will_ be mandatory. Firemen expected to ask for similar laws. Alderman Staley recommended that the new Mayor be requested to hold a council meeting so that proposed nay schedules could be settled before the first of May. Alderman Martin, seconded by Alderman Shelby Wright, moves to adjourn. Oral vote. AYE: Unanimous. Canton City Council adjourned at 8:25 P. M. Office Co. 65.73 ity er fj [ 21 April 19, 1961 Canton City Council met April 19, 1961, 7:15 P. M. in the City Council Chamber. Mayor Woods called for Roll Call. Present: Aldermen Martin, Howard, Chas. Wright, Staley, Jones, Wm. Wright, Long, Shelby Wright, Gibbons, Berry, Bender, and George. Absent: Alderman Herbener. Minutes of the previous meeting were read and approved to be placed on file. Pledge of Allegiance was followed by Prayer by Alderman Long. Petition and Ordinance pertaining to the annexation of 31 lots in Lincolnshire Addition to the City of Canton. Alderman Chas. Wright moves and Alderman Long seconds to suspend the rules regarding second reading of Ordinances. Roll call vote. AYE: Aldermen George, Bender, Berry, Gibbons, Shelby Wright, Long, Wm. Wright, Jones, Staley, Chas. Wright, Howard, and Martin. NAY: None. Motion carried. Alderman Martin, seconded by Alderman Howard moves to place the Ordinance on its Passage. Roll call vote. Letter from Crawford, Murphy & Tilly recommending the use of epoxy resin treatment for the repair of the Digestion Tank Cover at the Sewerage Treat- ment plant. Mr. Crawford explained the use of this material. Alderman Writ. Wright moves and Alderman Jones seconds that the-Council accept the estimate for the repair work ($2,200900) and to set a 30-day time limit on completion of same. Roll call vote. AYE:,#- Aldermen George, Bender, Berry, Gibbons, Shelby Wright, Long, Wm. Wright, Jones, Staley, Chas. Wright, Howard, and Martin. NAY: None. Motion carried. Letter from R. B. Bass of the T. 1-1. C. Co. thanking the Council for their cooperation by vacating Fourth Ave. and also the change of flow of traffic on East Elm Street. Letter ordered placed on file. Final renort of the Mayor (for years 1949 to 1961) read by the City Clerk. Same to be filed. Mayor Woods reported that a copy of the inventory of each department would be presented to the incoming Mayor Lee Cook. Resolution for transfer of funds ($5,000.00 from Sales Tax Fund to the General Fund and $2,000.00 from the Sales Tax Fund to the Garbage Disposal Fund) . Alderman Jones moves to adopt the Resolution, seconded by Alderman Staley. Roll call vote. AYE: Aldermen Martin, Howard, Chas. Wright, Staley, Jones, Wm. This being Resolution No. 29/' First reading of an Ordinance -ertaining to the annexation of 13.05 acres in the E & E Johnson Addition to be known as South View Acres and owned by Bruce Sebree. Alderman Wm. Wright, seconded by Alderman Long moves to suspend the rules. Roll call vote. AYE: Aldermen George, Bender, Berry, Gibbons, Shelby Wright, Long, Wm. Wright, Jones, Staley, Chas. Alderman Long, seconded by Alderman Wm. Wright, moves to accept the plat of South View Acres as prepared by Edson VanSickle and sub- mitted to the City Council for approval. Roll call vote. AYE: Alderman George, Bender, Berry, Gibbons, Shelby Wright, Long, Wm. Wright, Jones, Staley, Chas. Wright, Howard, and Martin. NAY: None. Motion carried. 23 April 19, 1961, Cont. A plat of the pr000sed Bar-Mac Sub-Division (a sub-division located about 12 miles from the city limits) was presented to the City Council for their approval. City Engineer Howard Gibbons explained the type of facilities available for that location. The road in this plat to be serviced by the township. Alderman Chas. ',Aright, seconded by Alderman Staley moves to accept the plat of t',e Bar-Mac sub-division. Roll cal]_ vote. AYE: Alder- men Martin, Howard, Chas. Wright, Staley, Jones, Wm. Wright, Long, Shelby Wright, Gibbons, 3erry, Bender, and Ceorge. NAY: lone. Motion carried. Mayor Woods annointed Aldermen Long, Martin and Gibbons to serve on the Canvassing Board along with the City Clerk and declared a brief recess. Alderman Long reported that the General Election Poll books and Tally Sheets for the seven wards were substantially correct. Alderman Howard moves and Alderman Jones seconds that the report of the Canvassing Board be accented and the winning candidates be declared elected to their respective offices. Roll call vote.
