Present: Aldermen Martin, Howard, Chas. Wright, Staley, Jones, Long, Shelby Wright, Gibbons, Berry, Bender, and George. Alderman Wm. Wright arriving at'7:35 P. M. Absent: Alderman Herbener. Minutes of the previous meeting were read and approved to be placed on file. Fledge of -Allegiance was followed by Prayer by Alderman Long. Alderman Martin read the bills for the Finance Committee and moves that all bills properly approved be allowed for payment, seconded by Alderman Long. Roll call vote. AYE: Aldermen George, Bender, Berry, Gibbons, Shelby Wright, Long, Jones, Staley, Chas. Wright, Howard, and Martin. NAY: None. Motion carried. Alderman Staley read the bills for the Police and Legal Committee and moves that all bills properly approved be allowed for payment, seconded by Alderman Bender. Roll call vote. AYE: Aldermen Martin, Howard, Chas. Wright, Staley, 6 Jones, Long, Shelby Wright, Gibbons, Berry, Bender, and George. NAY: None. Motion carried. Alderman Long read the bills for the Street, Alley, and Sidewalk Committee and moves that all bills nronerly approved be allowed for payment, seconded by Alderman Shelby Wright. Roll call vote. AYE: Aldermen George, Bender, Berry, Gibbons, Shelby tilright, Long, Jones, Staley, Chas. Wright, Howard, and Martin. NAY: None. Motion carried. Alderman Chas. Wright read the bills for the Fire, plater and Sewer Committees, and moves that all bills properly aporoved be allowed for payment, seconded by Alderman George. Roll call vote. AYE: Aldermen Martin, Howard, Chas. Wright, Staley, Jones, Long, Shelby Wright, Gibbons, 'Berry, Bender, and George. NAY: None. Motion carried. Alderman Shelby Wright read the bills for the Printing Committee and moves that all bills properly approved be allowed for payment, seconded by Alderman Berry. Roll call vote. AYE: Aldermen George, Bender, Berry, Gibbons, Shelby Wright, Long, Jones, Staley, Chas. ','right, Howard, and Martin. NAY. None. Motion carried. Alderman Howard read the bills for the Building and Grounds Co17unittee and moves that all bills properly approved be allowed for payment, seconded by Alderman Long. Roll call vote. AYE: Aldermen Martin, Howard, Chas. Wright, Staley, Jones, Long, Shelby Wright, Gibbons, 9erry, Bender, and George. NAY, None. Motion carried. Alderman George read the bills for the Garbage Disposal Committee and moves that all bills properly approved be allowed for payment, seconded by Alderman Shelby;- Wright. Roll call vote. AYT,: Aldermen George, Bender, Berry, Gibbons, Shelby Wright, Long, Jones, Staley, Chas. Wright, Howard, and Martin. NAY: None. Motion carried. Alderman Jones read the bills for the Lights Committee and moves that the bills, properly approved, be allowed for payment, seconded by Alderman Staley. Roll call vote. AYE: Aldermen Martin, Howard, Chas. Wright, Staley, Jones, Herbener, Long, Shelby Wright, Gibbons, Berry, Bender, and George. NAY: None. Motion carried. (Alderman Staley read the bills for the Traffic Committee) Alderman Staley read the bills for the Traffic Committee and moves that the bills, properly approved, be allowed for payment, seconded by Alderman Martin. Boll call vote. AYE: Aldermen George, Bender, Berry, Gibbons, Shelby Wright, Long, W3R. WO-Ig44, Jones, Staley, Chas. Wright, Howard, and Martin. NAY: None. Motion carried. Alderman Berry read the bill of Harold R. Reed for damage to his corn crop and stated that the amount of the claim should be $70.13 instead of $159.00. He moved that the amount of $70.13 should be allowed. Alderman Gibbons seconded this motion. Roll call vote. AYE: Aldermen Martin, Howard, Chas. Wright, Staley, Jones, Long, Shelby Wright, Gibbons, Berry, Bender, and George. NAY: None. Motion carried. 20- Apr. 1, 1961, Cont. Alderman Berry read the bills for the Civil Defense Committee and moves that all bills properly approved be allowed for payment, seconded by Alderman Shelby Wright. Roll call vote. AYE: Aldermen George, gender, Berry, Gibbons, Shelby Wright, Long, Jones, Staley, Chas. Wright, Howard, and Martin. NAY: None. Motion carried. Reports of all Officers were read: Alderman Long, seconded by Alderman Shelby Wright moves that same be accented and placed on file. Oral vote. AYE: Unanimous, Mayor Woods called for reports of Standing Committees. Alderman Staley, reporting on petitions read at a previous meeting regarding City Traffic Laws, stated that complaints would have to be filed before any action could be taken. Alderman Wm. Wright arriving at 7:35 P. M. Letter from Geo. 0. Hocker regarding the City Audit ($425.00 for City's books and $75.00 for the Cemetery Books on condition that a great amount of extra time had to be devoted that an additional charge would be made). Dis- cussion. Alderman Martin moves to accept the services of Mr. Hocker for the regular amount of $425.00 and $75.00 for the City's Audit. Motion was seconded by Alderman Shelby Wright. Roll call vote. AYE: Aldermen Martin, Howard, Chas. Wright, Staley, Jones, Wm. Wright, Gibbons, Berry, Bender, and George. NAY: None. Motion carried. Mayor Woods again requested Inventory lists of all Department heads by Apr. 19. Mayor Woods recommended that all employees eligibile to a vacation prior to May 1 be given same. Alderman Staley moves that all employees who have earned a vacation prior to May 1, 1961 be given same regardless of whether their services are continued on the City payrolls. Motion seconded by Alderman Chas. Wright. Roll call vote. AYE: Aldermen George, Bender, Berry, Gibbons, Shelby Wright, Long, Wm. Wright, Jones, Staley, Chas. Wright, ,Howard, and Martin. NAY: None. Motion carried. Mayor ?Moods called for reports of Special Committees. Mayor Woods called for Communications to the Council. Report of "letting" of bids held Apr. 4 on E. Elm St. Paving project -- Geo. E. Hoffman & Sons, $15,289.60 and W. L. Miller Co. $14,797.75. Alderman Martin moves that the low bidder's report be sent to the Division of Highways for their approval. Motion seconded by Alderman Long. Roll call vote. AYE: Aldermen Martin, Howard, Chas. Wright, Staley, Jones, Wm. Wright, Long, Shelby Wright, Gibbons, Berry, Bender, and George. Final "anti-kickback" from the Caldwell Engineering Co. read and ordered placed on file. Alderman Chas. Wright moves that the Canton Auto Association have permission to use the walk area in Jones Park for a showing of eight cars (one from each dealer) on April 15 from 8:00 A. M. to 5:00 P. M. Motion seconded by Alderman Howard. Roll call vote. AYE: Aldermen George, Bender, Berry, Gibbons, Shelby Wright, Long, Wm. Wright, Jones, Staley, Chas. Wright, Howard, and Martin. NAY: None. Motion carried. Alderman George called attention to the condition of street lights and Alder- man Jones was requested to check on same. Second reading of an Ordinance pertaining to Parallel °arking on E. Elm St. between Second and Fourth Avenues. Alderman Long moves to place the Ordinance on its passage, seconded by Alderman Berry. Roll call vote. AYE: Aldermen Martin, Howard, Chas. Wright, Jones, Wm. Wright, Long, Shelby Wright, Gibbons, Berry, Bender, and George. NAY: Alderman ,Staley. (11 AYES and 1 NAY) . Motion carried. This being Ordinance No. 28. Resolution for the Trantfer of Funds ($8,000.00 from the Public Comfort Station to the General Fund and ? 5,000.00 from the Sales Tax Fund to the Apr. f, 1961, Cont. Fire Protection Fund) . Alderman Martin moves for the adoption of this Resolution, seconded by Alderman George. Roll call vote. AYE: Aldermen George, Bender, Berry, Gibbons, Shelby Wright, Lon-, Wm. Wright, Jones, Staley, Chas. Wright, Howard, and Martin. NAY: None. Motion carried. This being Resolution No. 289. First reading of an Ordinance pertaining; to No Parking on N. 4th Ave. Alder- man Gibbons moves to suspend rules, seconded by Alderman Shelby Wright. Roll call vote. AYE: Aldermen George, Bender, Berry, Gibbons, Shelby Wright, Long, Wm. Wright, Jones, Staley, Chas. ,;right, Howard, and Martin. NAY: None. Motion carried. Mr. Fred Schneider, reoorti.ng for the Crawford, Murphy �, Tilly Engineering Firm, proposed a spray resin for repair on the sewera�_e dignosal plant cover. G: �3 Mayor Woods reported that the Police Commission of Illinois met with Governor Kerner -- recommendations were for a forty-hour week with a minimum wage from,1,300.00 to : 400.00 per month. If this legislature bill is passed, the hours and salaries will- be mandatory. Firemen expected to ask for similar laws. Alderman Staley recommended that the new Mayor be requested to hold a council meeting so that proposed nay schedules could be settled before the first of May.
