HomeMy WebLinkAbout01-17-1961 Council Meeting Minutes 4' Canton City Council met Jan. 17, 1961 at 7:03 P. M, in the City Council Chamber. Mayor Woods called for Roll call. Present: Aldermen Martin, Howard, Chas. WriF.ht, Staley, Jones, Herbener, Long, Shelby Wright, Gibbons, Berry, Bender, and George. Alderman Wm. Wright arriving at 7:08 P. M. Absent: None. Minutes of the previous meeting were read and approved to be placed on file. Pledge of Allegiance was followed by a Prayer by Alderman Long. Mayor Woods called for reports of Standing Committees: Mayor Woods recommended the appointment of R. L. Shepley to the Board of Green- wood Cemetery for a five-year term. Alderman Long moves and Alderman Chas. Wright seconds that R. L. Shepley be appointed to the Cemetery Board. Roll call vote. AYE: Aldermen George, Bender, Berry, Gibbons, Shelby Wright, Long, Wm. Wright, Herbener, Jones, Staley, Chas. Wright, Howard, and Martin. NAY: None. Motion carried. Mayor Woods called for reports of Special Committees. Mayor Woods called for Correspondence. Letters from the Sanitary Water Board relative to the Change Order No. 5 on the Sewerage Treatment Project were read and ordered placed on file. Letter from the Division of Highway regarding final inspection of 44CS (59B) and found to be satisfactory. Letter ordered filed. Resolution for Improvement by Municipality under the Motor Fuel Tax Law for So. Main, Tamarack, and Cedar Streets (47CS) superseding a Resolution dated Oct. 18, 1960, in the amount of $90,000.00 read. Alderman Bender moves for the adoption of the Resolution and Alderman Wm. Wright seconds the motion. Roll call vote. AYE: Aldermen Martin, Howard, Chas. Wright, Staley, Jones, Herbener, Wm. Wright, Long, Shelby Wright, Gibbons, Berry, Bender, and George. NAY: None. Motion carried. This being Resolution No. 280. Resolution (50CS) for Improvement of East Elm Street between Fourth and Fifth Avenue under the Motor Fuel Tax Law -- amount of $20,000.00 read. Alderman noll Long moves and Alderman Berry seconds for the adoption of this Resolution. call vote. AYE: Aldermen George, Bender, Berry, Gibbons, Shelby Wright, Long, Wm. Wright, Herbener, Jones, Staley, Chas. Wright, Howard, and Martin. NAY: None. Motion carried. This being Resolution No. 286. Resolution for the Transfer of Funds3$2,750.00 from the General Fund to the Cemetery Fund was read. Alderman Wm. Wright moves and Alderman Shelby Wright seconds for the adoption of this Resolution. Roll call vote. AYE: Aldermen Martin, Howard, Chas. Wright, Staley, Jones, Herbener, Wm. Wright, Long, Shelby Wright, Gibbons, Berry, Bender and George. NAY: None. Motion carried. This being Resolution No. 282. First reading of an Ordinance, as revised, pertaining to Police Magistrate. Alderman Martin moves to suspend the rules, seconded by Alderman Bender. Roll call vote. AYE: Aldermen George, Bender, Berry, Gibbons, Shelby Wright, Long, Wm. Wright, Herbener, Jones, Staley, Chas. W ight, Howard, and Martin. NAY: None. Alderman Bender moves to place the-Ordinance on its passage, seconded by Alderman Martin. Roll call vote. AYE: Aldermen Martin, Howard, Chas. Wy,ight, Staley, Jones, Wm. Wright, Long, Shelby Wright, Gibbons, Berry, Bender, and George. NAY: Alderman Herbener. (12 AYES and 1 NAY). Motion carried. This being Ordinance No. 24. Resolution regarding a Primary Election to be held Feb. 28, 1961 and a General Election to be held on April 18, 1961, naming the time, place and Judges for each ward. Alderman Wm. Wright, seconded by Alderman Shelby Wright, moves for the adoption of the Resolution. Roll call vote. AYE: Aldermen George, Bender, Berry, Gibbons, Shelby Wright, Long, Wm. Wright, Herbener, Jones, Staley, Chas. Wright, Howard, and Martin. NAY: None. Motion carried. This being Resolution No. 283. 5 Due to interference of telephone calls, Alderman Staley recommended an extension of same nearer the Council Room, Alderman Chas. Wright reporting on need of sidewalks in the Second Ward moves that the problem be referred to the Street, Alley & Sidewalks Committee, City Attorney, for a proposal and report back to the Council. Alderman Howard seconded this motion. Alderman Bender recommended that Eleventh Avenue needed attention also. Discussion. Oral vote on the motion. AYE: Unanimous. Alderman Staley inquired about speed limit signs in the vicinity of schools located along the State Highways. This matter was referred to the Chief of Police to in- quire regarding a survey of the need of same. Alderman Jones, reporting for the Lights Committee stated there was a possibility of installing new street lights around the business district and one block off the square and also on the main streets leading into the city. An informal meeting of the C. I. P. S. Co. Manager with the City Council to be held soon. Alderman Bender inquired about the Petition read at the previous meeting regarding load limit on Fifth Avenue. City Attorney McMunn stated that there is already a C load-limit Ordinance which is not strictly enforced. Discussion. Same referred CA to Police and Legal Committee for a report. Alderman Staley recommended inquiring L' about same from the Municipal League. C:; Alderman Staley moves and Alderman Martin seconds, to adjourn. Oral vote. AYE: Unanimous.
