Canton City Council met Nov. 15, 1960, 7:08 P. M. in the City Council Chamber.
Mayor Woods called for Roll Call. Present: Aldermen Martin, Howard, Chas.
Wright, Staley, Jones, Herbener, Wm. Wright, Long, Shelby Wright, Gibbons,
Berry, Bender, and George. Absent: None.
Minutes of the previous meeting were read by Mary Jo Kovachevich of the Student
Council and acting as City Clerk; same approved to be placed on file.
Pledge of Allegiance was followed by prayer by Alderman Long.
Mayor Woods welcomed the High School Students who were participating in the
Youth Appreciation Week by taking part in the City Council activities.
Mayor Woods called for Renorts of Standing Committees.
Alderman Long moves that the Mayor and City Clerk be instructed to enter into
a contract with the H. E. Miller Auto Co. for the purchase of a 3/4 ton pick-
up truck as per their bid price of $2009.51. Motion was seconded by Alderman
Berry. Roll call vote. AYE Aldermen George, Bender, Berry, Gibbons, Shelby
Wright, Long, Wm. Wright, Herbener, Jones, Staley, Chas. Wright, Howard, and
Martin. NAY: None. Motion carried.
Alderman Gibbons reported that the Ordinance pertaining to theatre licenses
stated the fee to be : 240.00 for a seating capacity of 1000. Mr. Val Portwood
asked that the matter lay over until the next Council meeting so that Mr.
David Jones of the Kerasotes Theatres might be present. Request granted.
Alterman Jones requested that the members of the Lights Committee view telephone
noses on Ninth Ave. after the Council meeting.
Mr. Berkey, representing the C. I. P. S. Co. requested permission to install •
a 75 lb. gas pressure, 61, line, 3z f6et from the curb on N. Ave. B. and W.
Pine St., replacing a 411 gas pipe that is inadequate; ditching machine to b'e '
used for the operation and pavement to be replaced in its original condition.
A Question period followed. Alderman Chas. Wright moves and Alderman Bender
seconds that the request of the C. I. P. S. Co. be granted. Roll call vote'.
AYE: Aldermen Martin, Howard, Chas. Wright, Staley, Jones, Herbener, Wm.
Wright, Long, Shelby Wright, Gibbons, Berry, Bender, and George. NAY: None.
Permission granted.
Mayor Woods reported that in the near future a major change in traffic may
take glace and recommended a meeting of the Traffic Committee and members
of the Council.
Regarding the Goodwin-McElroy Final Estimate in the amount of $4,975.00,
Mayor Woods recommended that payment be made on same. Alderman George in-
quired if the East Chestnut Street sidewalks and drives were satisfactory
and was informed that the work was completed. Alderman Staley moves and
Alderman Martin seconds that the brill be allowed. Discussion. Mr. Leonard
Crawford, of the Crawford, Murphy & Tilly Co. explained the procedures of
correcting drives. Roll call vote. AYE: Aldermen George, Bender, Berry,
Gibbons, Shelby Wright, Long, Wm. Wright, Herbener, Jones, Staley, Chas.
Wright, Howard, and martin. NAY: None. Motion carried.
Mayor Woods called for reports of Special Committees.
Mayor 'Foods called for Correspondence to the Council.
A copy of the letter from Crawford, Murphy & Tilly to the Caldwell Engineering
Co. regarding the acceptance of equipment on the sewerage project was read.
Mr. Crawford explained this procedure. Letter ordered placed on file.
A letter from the H. E. Miller Auto Body, Inc. ,e/questing permission to build
a fence around his lot and install a gate at each of the gates on the lot -'-
permission from adjoining property owners having been given. Alderman Sender
moves and Alderman Long seconds that the request be granted. Roll call vote.
AYE: Aldermen Martin, Howard, Chas. Wright, Staley, Jones, Herbener, Wm.
Wright, Long, Shelby Wright, Gibbons, Berryy, Bender, and George. NAY: None.
Motion carried.

Nov. 15, 1960, Continued.
A Resolution for improvement by P,lunicipality under the Motor Fuel Tax Law
for Elm Street from Fourth Avenue to Fifth Avenue at an estimated $15,000.00
was read. Alderman Staley inquired if the widening and resurfacing of the street
was necessary at this time. Discussion. Alderman Long moves and Alderman
Gibbons seconds the adoption of the Resolution. Roll call vote. AYE: Alder-
men George, Bender, Berry, Gibbons, Shelby WriFtht, Long, Wm. Wright, Herbener,
Jones, Staley, Chas. Wright, Howard, and Martin. NAY: None. Motion carried.
This being Resolution # 276.
Alderman Martin reported that the sidewalk on Maple Street between 5th and 6th
Avenue needed to have drainage of water that acczmulates there. Alderman
B =rry reported that the alley behind the St. Clair Market also needed attention.
Alderman Chas. Wright moves and Alderman Jones seconds that the Street and
Alley Department take care of this matter. Oral vote. AYE: Unanimous.
Alderman Staley inquired of the Chief of Police regarding Canton's Curfew
law. Chief of Police Lindzey reported that it is impossible to enforce a
curfew law -- that task is up to the parents.
Alderman Berry requested the Lights Committee to investigate the need for a
street light on 12th Ave. between Elm and Chestnut Street. Committee to
investigate and report to next Council meeting.
Alderman Herbener inquired about the sidewalk on the north side of Fulton
Place. Same to be investi ated.
Alderman Bender inquired about the recent survey of sewerage plans on fringe
areas. Alderman Wm. Wright recommended an informal Council meeting to be
held when Mr. Leonard Crawford would exnl.ain the survey in detail. Alderman
Howard recommended a dinner meeting. Alderman Chas. Wright moves and Alder-
man Gibbons seconds that the Council hold an informal dinner meeting, 6:00
P. M., Dec. 1 for discussion of the matter -- Aldermen Howard, Jones, Martin,
and Bender to make arrangements for same. Oral vote. AYE: Unanimous.
Motion carried.
Mayor Woods presented Larry Ellis, President of the Student Council and acting
Mayor, the gavel at 8:13 P. 14. Each of the students were introduced and gave
their opinion of the workings of the City Council.
Mr. Robert Jennings thanked the Council on behalf of the Lions, Optimist and
Rotary Club for their interest and help in their project.
Alderman Martin, secondd by Alderman Staley moves to adjourn. Oral vote.
AYE: Unanimous. Canton City Council adjourns at 8:38 P. M.
