Nov. 1, 1960
Canton City Council met Nov. 1, 1960, 7:06 P. M. in the City Council Chamber.
Mayor Woods called for Roll Call. Present: Aldermen Martin, Howard, Chas. Wright,
Staley, Jones, Wm. Wright, Long, Shelby Wright, Gibbons, Berry, and George.
Absent: Aldermen Herbener and Bender.
Minutes of the previous meeting were read and approved to be placed on file.
Pledge of Allegiance was followed by Prayer by Alderman Long.
Alderman Martin read the bills for the Finance Committee and moves that all bills
properly signed be allowed for payment, seconded by Alderman Berry. Roll call vote.
AYE: Aldermen George, Berry, Gibbons, Shelby Wright, Long, Wm. Wright, Jones,
Staley, Chas. Wright, Howard, and Martin. NAY: None. Motion carried.
Alderman Staley read the bills for the Police and Legal Committee and moves that
all bills properly signed be allowed for payment, seconded by Alderman Long. Roll
call vote. AYE: Aldermen Martin, Howard, Chas. Wright, Staley, Jones, Wm. Wright,
Long, Shelby Wright, Gibbons, Berry, and George. NAY: None. Motion carried.
.% Alderman Long read the bills for the Street, Alley and Sidewalk Committee and moves
that all bills properly approved be allowed for payment, seconded by Alderman
Gibbons. Roll call vote. AYE:- Aldermen George, Berry, Gibbons, Shelby Wright,
Long, Wm. Wright, Jones, Staley, Chas. Wright, Howard, and Martin. NAY: None.
Motion carried.
Alderman Chas. Wright read the bills for the Fire, Water and Sewer Committees and
moves that all bills properly signed be allowed for payment, seconded by Alderman
Wm. Wright. Roll call vote. AYE: Aldermen 1"artin, Howard, Chas. Wright, Staley,
Jones, Wm. Wright, Long, Shelby Wright, Gibbons, Berry, and George. NAY: None.
Motion carried.
Alderman Shelby Wright read the bill for the printing Committee and moves that
the bill properly signed be allowed for payment, seconded by Alderman Jones. Roll
call vote. AYE: Aldermen George, Berry, Gibbons, Shelby Wright, Long, Wm. Wright,
Jones, Staley, Chas. Wright, Howard, and Martin. NAY: None. Motion carried.
Alderman Howard read the bills for Building and Grounds Committee and moves that
all bills properly approved be allowed for payment, seconded by Alderman George.
Roll call. vote. AYE: Aldermen Martin, Howard, Chas. Wright, Staley, Jones, 'Alm.
Wright, Long, Shelby 1,4right, Gibbons, Berry, and George. NAY: None. Motion
carried.
Alderman George read the bills for the Garbage Disposal Committee and moves that
all bills properly approved be allowed for payment, seconded by Alderman Shelby
Wright. Roll call vote; AYE: Aldermen George, 13erry, Gibbons, Shelby Wright,
Long, Wm. Wright, Jones, Staley, Chas. Wright, Howard, and Martin. NAY: None.
Motion carried.
Alderman Jones read the bills for the Lights Committee and moves that the bills
properly signed be allowed for payment, seconded by Alderman Staley. Roll call
vote. AYE: Aldermen Martin, Howard, Chas. Wright, Staley, Jones, Win. Wri_.ht,
Long, Shelby Wright, Gibbons, Berry, and George. NAY: None. Motion carried.
Alderman Berry read the bills for the Civil Defense Committee and moves that all
bills properly signed be allowed for nayment, seconded by Alderman Shelby Wright.
Roll call vote. AYE: Aldermen George, Berry, Gibbons, Shelby Wright, Long, Wm.
Wright, Jones, Staley, Uhas. Wright, Howard, and Martin. NAY: None. Motion carried.
Reports of Officers of the City were read and approved to be placed on file by MOTION
Ora-1=vv4e made by Alderman Long and seconded by Alderman Berry. Oral vote. AYE: Unanimous.
Mayor Woods called for reports of Standing Committees:
Aldermen Long reported on the inspection of the Ray Street Bridge stating that
the bridge could be repaired for apnrox-i_mately $500.00 and moves that the Ray
Street Bridge be repaired for automobile traffic (for approximately $500.00)
with the understanding that the Canton Park Board share expenses, seconded by
Alderman -Howard. Discussion. Roll call vote. AYE: Aldermen Martin, Howard,
Chas. Wright, Staley, Jones, Win. Wright, Long, Shelby Wright, Gibbons, Berri,
and George. NAY: 'None. Motion carried. Mayor Woods instructed Alderman Long
to request a letter from the Park Board on their decision.
Mayor Woods reported that The Corral and Welcome Inn Tavern operators did not
renew their licenses for the quarter and that Clarence Ford had taken over
Martha 's Tap, same to be known as Ei:m Tap.
Contracts on work on Sludge Lagoon have not been signed because land deal has
not been completed. City Attorney McMunn explained the details of the deal.
Alderman Chas. Wright moves and Alderman Staley seconds that if the land owner
does not accent the original offer, procedure of condemnation should be carried
out. Discussion. Roll call vote. AYE: Aldermen George, Berry, Gibbons,
Shelby Wright, Long, Wm. Wright, Jones, Stale-v Chas. Wright, Howard, and Martin.
NAY: Done. Notion carried.
Alderman Chas. Wright, reporting on the purchase of one-half ton truck for the
water department moves that the City purchase the International Pickup Truck
in the amount of $1715.00 from the Miller Auto Body, seconded by Alderman Berry.
Discussion regarding the purchase of equipment that was quoted higher than a
competitor. Roll call vote. AYE: Aldermen Martin, Howard, Chas. Wright, Staley,
Jones, Wm. Wright, Long, Shelby Wright, Gibbons, Berry, and George. NAY: None.
Motion carried.
Alderman George inquired what report the City Attorney had on the trailer in
question in his ward. City Attorney McMunn reported no information received as
yet and sugested that the definition of "dwellings' be decided when new zoning
takes place. Alderman Staley recommended that the City Attorney look into
Zoning plans for the future.
Mayor Woods called for reports of Special Committees.
Alderman Long reported that the owner of Dorothy's Dog House wishes to move from
her present location to the corner of South 6th Ave. and E. Linn Street. Alder-
man Long reported that this lot had been used as a filling station but was
actually classed as residential. He moves and Alderman Gibbons seconds that
this lot remain as commercial district. After some discussion, Alderman Gibbons
withdrew his second and Alderman Long withdrew his motion and moves that the
7orthwest corner of S. Sixth Ave. and E. Linn St. be changed from Residential
to Commercial Zoning. Alderman Gibbons seconded this motion. Roll call vote.
AYE! Aldermen George, Berry, Gibbons, Shelby 1,1right, Long, Wm. Wright, Jones,
Staley, Howard, and Martin. NAY: Alderman Chas. Wright. (10 AYES and 1 NAY) .
Motion carried.
Alderman Wm. Wright inquired if any progress was being made on the zoning plans.
Mayor Woods stated the work was in process.
Mayor Woods called for Communications to Cit„ Council.
Letter of thanks for flowers from the Martin Izard family ordered placed on file.
Letter from the Kerasota Theatres requesting a decrease in License fees for the
Capitol Theatre. Alderman Jones, seconded by Alderman Howard, moves to refer
this matter to the License Committee for study and report to the Council. Oral
vote. AYE: Unanimous.
Final estimate on the Water Works Project wit the Goodwin-McElroy Co. in the
amount of $4975.00 was read. Alderman Wm. Wright inquired about the completion
of sidewalks on E. Chestnut St. Discussion. Alderman Wm. Wright moves that the
final estimate be paid, seconded by Alderman Long. . Further discussion. Alderman
Ceorge proposed to hold up the payment until sidewalks were corrected. Mayor Woods
called for Roll Call Vote on the original motion. AYE: Aldermen Staley, lm.
Wright, Long, Shelby Wright, Gibbons, and Berry. NAY: Aldermen Martin, Howard,
Chas. Wright, Jones, and George. (6 AYES and 5 11TAYS) . Motion declared defeated.
A Resolution of Intent for Improvement b-,= Municipality under the Motor Fuel Tax
Law, combining 48 CS and 49 CS was read. Alderman Chas. Wright, seconded by
Alderman Jones moves for the adoption of the aesolution. Roll call vote. AYE:
Aldermen George, Berry, Gibbons, Shelby Wright, Long, Wm. Wright, Jones, Staley,
Chas. Wright, Howard, and Martin. NAY: None. Motion carried. This being
Resolution ,to. 275.
Mr. Richard Miller spoke to members of the Council regarding the decision of
the Canton School Board and the Totims' ip officials to purchase equipment that
is manufactured in our City.

Fifth Estimate of work on the Sewerage Project with the Caldwell Engineering Co.,
in the amount of $9,443.70 was read. Alderman Chas. Wright moves and Alderman
George seconds that the amount should be allowed for payment. Roll call vote.
AYE: Aldermen Martin, Howard, Chas. Wright, Staley, Jones, Wm. Wright, song,
Shelby Wright, Gibbons, Berry, and George. NAY: None. Motion carried.
Alderman Long, seconded by Alderman Jones moves to open bids on a 3/4 ton truck.
Oral vote. AYE: Unanimous. Bid opened: H. E. Miller Auto Body for a 3/4 ton
International Pickup Truck as specified by the committee in the amount of $2009.51.
Alderman Jones, seconded by Alderman Shelb,,,r Wright moves to refer the bid to the
Street and Alley Committee for consideration and report to the next meeting. Wral
vote. AYE: Unanimous.
Alderman Martin inquired about the change-over on parking meters. Alderman Staley
reported that the Chamber of Commerce wished that the work be delayed until after
the holidays because of confusion caused to customers. Discussion.
Alderman Jones, seconded by Alderman Staley moves to adjourn. Canton City Council
: adjourned at 9:13 P. M.
