Oct. 18, 1960
Canton City Council met Oct. 18, 1960, 7:30 P. M. in the City Council Chamber.
Mayor Woods called for roll call. Present: Aldermen Martin, Howard, Chas.
Wright, Staley, Herbener, Wm. Wright, Long, and Gibbons. Absent; Aldermen
Jones, Shelby Wright, Berry, Bender, and George.
Minutes of the previous meeting were read and approved to be placed on file.
pledge of Allegiance was followed by prayer by Alderman Long.
Mayor Woods called for reports of Standing Committees.
Alderman Wm. Wright moves and Alderman Herbener seconds that the Council award
the low bid of Livi.o Poggioli ($3594.80) for the construction of a Sludge
Lagoon subject to the final purchase of the land. Roll call vote. AYE:
Aldermen Gibbons, Long, Wm. Wright, Herbener, Staley, Chas. Wright, Howard,
and Martin. NAY: None. Motion carried. Alderman Staley moves and Alder-
men Wm. Wright seconds that the check be ieturned to the unsuccessful bidder.

Alderman Long moves that the bids received on the purchase of a 3/4 ton pickup
truck be destroyed and a more complete ad be placed for same, seconded by
Alderman Gibbons. Roll call vote. AYE: Aldermen Gibbons, Long, Wm. Wright,
Herbener, Staley, Chas. Wright, Howard, and Martin. NAY: None. Motion
carried. Alderman Martin moves and Alderman Long seconds that the City Clerk
be instructed to advertise for 3/4 ton truck bids using specifications as
provided by Alderman Long -- bids to be received in the Clerk's office by
5:0ft M. on Nov. 1 and operned at Council meeting that evening. Oral vote.
AYE: Unanimous.
Mayor Woods announced a vacancy on the Cemetery Board caused by Mr. A. C.
Shepley's death and recommended Mr. Lawrence Shepley to replace his father.
Alderman Staley moves and Alderman Wm. Wright seconds that Mr. Lawrence
Shepley be appointed to the Cemetery Board to fill the unexpired term of
A. C. Shepley. Roll call vote. AYE: Aldermen Martin, Howard, Chas. Wright,
Staley, Herbener, Wm. Wright, Long, and Gibbons. NAY: None. Motion carried.
Mayor bloods reported that Lawrence Shepley had resigned from the Police
Pension Board and recommended Willard Fisher to replace him. Alderman Howard
moves and Alderman Martin seconds that Willard Fisher be appointed to the
Police Pension Board. Roll call vote. AYE: Aldermen Gibbons, Long, Wm.
Wright, Herbener, Staley, Chas. Wright, Howard, and Martin. NAY: None.
Motion carried. I.
Chief of Police Lindzeir gave a report on the change-over on parking meters in
the City of Canton; 37 to 3-hr, 187 to 2-hr. and 245 to 1-hr. -- average
cost per meter to be approximately $2.00. Alderman Staley recommende4 a meet-
ing with the Chamber of Commerce and then begin the project of 163 meters on
the square as soon as Possible.
Mayor Woods reported that the city emnloyees were considering a Credit Union
among themselves. Alderman Howard moves that the City Council approve the
organization of a Credit Union with the City of Canton employees, seconded
by Alderman Staley. Roll call vote. AYE: Aldermen Martin, Howard, Chas.
Wright, Staley, Herbener, Wm. Wright, Long, and Gibbons. NAY: None. Motion
carried.
Mayor Woods called for reports of Special. Committees.
Mayor Woods called for Correspondence to the Council.
A letter of thanks from the A. C. Shepley family was ordered placed on file.
Copy of letter mom Sanitary Water Board regarding Sludge Lagoon bids ordered
placed on file.
Copy of letter from Sanitary WaterBoard regarding change order No. 2 on
sewerage treatment plant construction ordered placed on file.
Letter from the Division of Highways approving improvement of Park Plaza.
Drive and Park Plaza Court ordered placed on file.
An Agreement for engineering services with the Crawford, Murphy and Tilly
Engineering, Consulting Engineers, for services on Winegar, Linden and
Ma-Gra-Bl Drives ordered placed on file.
An Agreement for engineering services with the Crawford, Murphy and Tilly Ak
Engineering firm for services on Park Plaza Drive and Park Plaza Court.
Alderman Chas. Wright, seconded by Alderman Staley moves that the Manor
and City Clerk be instructed to enter into an agreement with this firm.
Roll call vote. AYE: Aldermen Gibbons, Long, Wm. Wright, Herbener, Staley,
Chas. Wright, Howard, and 1"iartin. NAY: None. Motion carried.
A letter from Phillips & Kemp regarding use of parking space on White Court
was referred to the Traffic Committee.
Second reading of an Ordinance pertaining to Yield Right of Way and Stop
Signs. Alderman Staley moves and Alderman Chas. Wright seconds to place the
Ordinance on its passage. Alderman Martin stated that the matter should
wait until after the Chicago Motor Club had made a study of the needs for
same. Roll call vote. AYE: Aldermen Martin, 6has. Wright, Staley, Wm.
Wright, Long. NAY: Alderman Howard, Herbener and Gibbons (5 AYrS and 3
NAYS) . Motion lost.
A Lease between the City of Canton and Joe Hooker Post No. 9, WomenIs
Relief Corps for ten years at $1.00 per year rental was read. Alderman
Howard moves that the Mayor and City Clerk be instructed to enter into this
agreement, seconded by Alderman Long. Roll call vote. AYE: Aldermen
Gibbons, Long, Wm. Wright, Herbener, Staley, Chas. Wright, Howard, and
Martin. NAY: None. Motion carried. # . f
Estimated receipts and expenses for the neriod Nov. 1, 1960 to Apr. 30, 1961
was read and ordered placed on file.
Alderman Wm. Wright requested the Yield Right of Way sign on Tamarack Street
be moved from the east side of pavement to tle north side of the street.
Alderman Herbener Mated he had a request from the P rk Board to Take a foot-
bridge from the old bridge now on Ray Street. A study of same and recommen-
dations to be made later.
Mr. Leonard Crawford, of the Crawford, Murphy L, Tilly, Consulting Engineers,
riegcribed methods of caring for sewerage problems on the fringe areas of the
City.
Alderman Long, seconded by Alderman Martin moves to adjourn. Oral vote. AYE:
Unanimous. Canton City Council adjourned at 8:38 P. M.
