HomeMy WebLinkAbout09-20-1960 Council Meeting Minutes 4 6 Canton City Council met Sept. 20, 1960, 7:04 P. M. in the City Council Chamber. Mayor Woods called for Roll Call. Present Aldermen Martin, Howard, Chas. Wright, Staley, Jones, Herbener, Wm. Wright, Long, Shelby Wright, Gibbons, Berry, Bender, and George. Absent; None. Minutes of the previous meeting were read and approved to be placed on file. Pledge of Allegiance was followed b;, Prayer by Alderman Long. Mayor Woods called for reports of Standing Committees. Alderman Long reported the need of a truck for the Street Dept. and moved that the City Clerk be authorized to advertise for bids for a 3/4 ton pick- up truck to iaeet the requirements of the Council -- bids to be opened at Oct. 4 Council meeting. Motion seconded by Alderman Berry. Oral vote. AYEI Unanimous. Alderman Howard moved that the entire bill of $453.00 for painting the Public .. Loungdrbe approved by the Council and that the remaining $226.50 be paid to Ralph Bowton. Motion seconded by Alderman Staley. Roll call vote. AYE: _--f Aldermen George, Bender, Berry, Gibbons, Shelby Wright, Long, Wm. Wright, Herbener, Jones, Staley, Chas. Wright, Howard, and Martin. NAY: None. Motion carried. Alderman Jones yanves and Alderman George seconds that the City Clerk be authorized to advertise for bids for hushing garbage and brush at the City dump -- bids to be accepted until 5:00 P. M. on Oct. 4 and opened at the Council meeting on that date. Oral vote. AYE: Unanimous. Mayor Woods reported that he attended a meeting of the Municipal League in Chicago and informed the Council that our membership dues would be increased from $204.00 to $260.00 per year. He stated there are plans to condense the forms of State Law concerning the Fire and Police Departments. Mayor Woods gave a report on the agenda for the State Convention to be held in Springfield Oct. 11 2, 3 & 4. An inspector for the Government visited in Canton recently and stated that the Federal grant of $28, :-< Chas been approved -- also approving partial payment on a truck for the sewerage treatment plant. Mayor Woods called for reports of Snecial Committees. The appointment of Ronald Frankovich by the Police Commission to replace Ronald Pavley who is on leave-of-absence while in military service was approved. Mayor Woods called for Communications to the Council: A letter of thanks from Elva Rumler, Public Lounge Custodian was read. Same to be placed on file. A letter of appreciation from Madge Murphy, Chm. of the Canton Friendship Festival was read. Same to be placed on file. Mayor Woods read portions of an anonymous letter pertaining to the clean-up activities after the Canton Friendship Festival. Alderman Martin moves and Alderman Bender seconds that the Council grant per- mission to the D. A. V. to hold a tag day Oct. 1. Oral vote. AYE: Unanimous. Bonds with the Arierican Surety Co. in the amount of $1000.00, approved by the Finance Committee, for Police Patrolman Ronald L. Frankovich, School Crossing Guards Charlotte Cook, George Shawgo, Jesse A. Westerfield, and Russell Keithley were read. Alderman Martin, seconded by Alderman Long moves that these bonds be accepted and placed on file. Oral vote. AYE: Unanimous. Resolution for the Transfer of Funds ($10,000.00 from the Parking Meter Fund to the Road and Bridge Fund) read. Alderman Wm. Wright, seconded by Alderman Long, moves for the adoption of the Resolution. Roll- call vote. AYE: Aldermen Martin, Howard, Chas. Wright, Staley, Jones, Wm. Wright, Long, Shelby Wright, Gibbons, Berry, Bender, and George. NAY: Alderman Herbener. (12 AYES and 1 NAY) . Motion carried. City Police account of hours of extra work during the Canton Friendship Festival was read. Alderman Staley, seconded by Alderman Chas. Wright, moves that this account be paid. Roll call vote. AYE-,, Aldermen George, Bender, Berry, Gibbons, Shelby Wright, Long, Wm. Wright, Herbener, Jones, Staley, Chas. Wright, Howard, and Martin. NAY: None. Motion carried. Alderman Wm. Wright moves and Alderman song seconds that the City Clerk be authorized to advertise for sealed bids for sludge lagoons -- bids to be received by 5:00 P. M. Oct. 4, in the City Clerk's Office and opened at Council meeting that date. Oral vote. AYE: Unanimous. Discussion regarding the land for sludge lagoons -- Alderman Martin moves and Alderman Bender seconds that if a feasible trade could bw worked out to trade lr acres owned by the City for 11 acres owned by Reed. Roll call vote. AYE: Aldermen Martin, Howard, Chas. Wright, Staley, Jones, Herbener, Wm. Wright, Long, Shelby Wright, Gibbons, Berry, Bender and George. NAYS None. Motion carried. Alderman Berry introduced Canton Civil Defense 'Director, Eldon Brons who ex- plained the meaning of Civil Defense in regard to protection of life and property. He discussed preparation for care of this area in case of disaster stating that the Govermment would assume the greater portion of cost. It was decided that the Civil Defense Committee would work with Mr. Brons in his efforts. Alderman Bender moved that no more blacktopping of drives between the street and sidewalks be done without approval of City Council. After being informed that the Street Superintendent had been notified about same, Alderman Bender withdrew his motion. Alderman George reported that in some areas, garbage containers were loaded over the 50-1b. limit. Street Superintendent to publish a notice regarding overloading of garbage cans. Alderman Staley moves to adjourn, seconded by Alderman Bender. Oral vote. AYE: Unanimous. Canton City Council adjourned at 8:32 P. M. City Clerk.— -��/ G" i i
