Canton City Council held a Soecial Council meeting Sept. 8, 1960 at 7:04 P. M.
in the City Council Chamber.
Mayor Woods called for roll call. Presents Aldermen Martin, Howard, Chas.
Wright, Staley, Jones, Wm. Wright, Long, Shelby Wright, Gibbons, Berry, Bender,
and George. Absent: Alderman Herbener.
Minutes of the Sept. 6, 1960 meeting were read and approved to be placed on file.
Pledge of Allegiance was followed by Prayer by Alderman Long. I
Letter regarding the call for the Special Meeting read by the City Clerk.
Mayor Woods called for reports of Standing Committees.
Mayor Woods reported that Mr. Lindquist, representing the Chicago Motor Club
'Traffic Survey, is on vacation,and the matter of traffic survey will be taken
up later.
Mayor Woods announced the Illinois Municipal Convention to be held in Spring-
field on Oct. 1, 2, 3, & 4 and urged members of the Council to attend. He also
announced the meeting of the Municipal Association of Central Region to be held
Sept. 14, 7:30 P. M. in the American Legion Hall in Macomb and urged all
members to attend. Dues for each Municipality are ` 5.00 per year. Alderman
Staley moves and Alderman Long seconds that the City of Canton join this Assoc.
Oral vote. AYE: Unanimous.
Mayor Woods stated that the Water Department Convention would be held in
Springfield on Sept. 27 and 28 and recommended that Orval Kuhn and Harold White
be sent as delegates. He also stated that the Sewage Disposal Convention would
be held in Springfield on Sept. 20. It was decided that the Water and Sewer
Committees should be in charge of these delegates.
The Mayor reported that the Building and Grounds Committee should investigate
the need for repairs of park benches when same were brought in this fall.
Mayor Woods called for reports of Special Committees.
Mayor Woods called for correspondence to the Council.
A letter from Police Officer Ronald Pavley for a leave-of-absence until com-
pletion of his military duty was read. Alderman Staley moves and Alderman
Berry seconds :that the Council grant this leave-of-absence, Officer Pavley to
retain his present status with the force. Roll call vote. AYE: Aldermen
George, Bender, Berry, Gibbons, Shelby Wright, Long, Wm. Wright, Jones, Staley,
Chas. Wright, Howard, and Martin. NAY: None. Permission granted.
A letter from the Canton Friendship Festival requesting use of certain streets
during their annual affair. Alderman Chas. Wright moves and Alderman Gibbons
seconds that this matter be referred to the Chief of Police and Street Super-
intendent for fulfillment of this request. Oral vote. AYE: Unanimous. Motion
carried.
Letter from the Division of Highways approving Resolution for improvements on
E. Chestnut St. (from 14th Ave. to County Highway No. 6 and appropriating
$7000.00 of motor fuel tax funds for engineering costs). Alderman Long, seconded
by Alderman Shelby Wright moves to accept this approval and place same on file.
Oral vote. AYE: Unanimous.
Letter from the Division of Highways approving Resolution for improvements on
West .Vine St. from Main St. to Corporate Limits and aopropriating $6000.00 of
motor fuel tax funds for the engineering cost. Alderman Berry, seconded by
Alderman Long moves that the letter be accepted and placed on file. Oral vote.
AYE: Unanimous. -
Letter from the Dept. of Health, Education, and Welfare Dept. approving the Change
Order No. 1 for the Sewage Treatment Works. Alderman Bender, seconded by Alderman
Wm. Wright, moves to accept the letter and place same on file. Oral vote. AYE:
Unanimous.

Letter from Crawford, Murphy and Tilly regarding the wooden top deck on the
digester floating cover. Disuussion. A report on same to be made a next
meeting. Alderman Jones recommended an apology to the public regarding the odor
from sewer gas as a result of the remodeling.

Request for approval of change in plans on the Manle Street paving work (credit
of $630.18) was referred to Board of Local Improvements.
Resolution for a Street Light to be placed on North 11th Ave., N. of Sycamore
St. Alderman Bender, seconded by Alderman George moves for the adoption of
same. Roll call vote. AYE: Aldermen Martin, Howard, Chas, Wright, Staley,
Jones, Wm. Wright, Long, Shelby Wright, Gibbons, Berry, Bender, and George.
NAY: None. Motion carried. This being Resolution No. 27341
Resolution for Improvement by Municipality under the Motor Fuel Tax Law for
South Main, Tamarack and Cedar Streets in the amount of $80,000.00. Alderman
Wm. Wright moves and Alderman Long seconds that the Resolution be adopted. Roll
call vote. AYE: Aldermen George, Bender, Berry, Gibbons, Shelby Wright, Long,
Wm. Wright, Jones, Staley, Chas. Wright, Howard, and Martin. NAY: None. Motion
-' carried. This being Resolution #274.

Resolution for designation of Arterial Streets under the Motor Fuel Tax Law for
Winegar, Lawrence give, Linden and Ma-Gr-B1 Streets. Alderman Martin, seconded
by Alderman Howard, moves for the adoption of this Resolution. Roll call vote.
AYE: Aldermen Martin, Howard$ Chas. Wright, Staley, Jones, Wm. Wright, Long,
Shelby Wright, Gibbons, Berry, Bender, and George. NAY! None. Motion carried.
This being Resolution x#275.
Resolution for the Improvement by Municipality under the Motor Fuel Tax Law of
Lawrence Drive, Linden and Ma-Gr-B1 Streets in the amount of $50,000.00. Alder-
man Martin, seconded by Alderman Howard moves for the adoption of the Resolution.
Roll call vote. AYE: Aldermen George, Bender, Berry, Gibbons, Shelby Wright,
Long, Wm. Wright, Jones, Staley, Chas. Wright, Howard, and Martin. NAY: None.
Motion carried. This being Resolution #276.
Engineers Contract for proposed work on South Main Street between Crawford,
Murphy and Tilly and the City of Canton. Alderman Wm. Wright moves and Alderman
Long seconds that the Mayor and City Clerk be instructed to sign this contract
on behalf of the City of Canton. Roll call vote. AYE: Aldermen Martin, Howard,
Chas. Wright, Staley, Jones, Wm: Wright, Long, Shelby Wright, Gibbons, Berry,
Bender, and George. NAY: None. Motion carried.
Engineer's Contract for proposed work on W. Vine from Main St. to W. Corporate
Limits, and the widening and resurfacing of E. Chestnut St. from 14th Ave. to
E. Corporate Limits, Crawford, Murphy & Tilly and the City of Canton. Alderman
Berry, seconded by Alderman Chas. Wright moves that the Mayor and City Clerk be
instructed to sign this contract on behalf of the City of Canton. Roll call vote.
AYE: Aldermen George, Bender, Berry, Gibbons, Shelby Wright, Long, Wm. Wright,
Jones, Staley, Chas. Wright, Howard, and Martin. NAY: None. Motion carried.
Crawford, Murphy & Tilly's 6th Engineer's Progress Estimate recommending payment
of $19,568.92 due the Goodwin-McElroy Co. Alderman Wm. Wright, seconded by Alder-
man Gibbons, recommended that same be allowed. Roll call vote. AYE: Aldermen
Martin, Howard, Chas. Wright, Staley, Jones, Wm. Wright, Long, Shelby Wright,
Gibbons, Berry, Bender, and George. NAY: None. Motion carried.
Crawford, Murphy & Tilly's 3rd Engineer's Progress Estimate recommending payment
of $25,425.90 due the Caldwell Engineering Co. Alderman Wm. Wright, seconded by
Alderman Chas. Wright, moves that same be allowed. Roll call vote. AYE: Alder-
men George, Bender, Berry, Gibbons, Shelby Wright, Long, Wm. Wright, Jones, Staley,
Chas. Wright, Howard, and Martin. NAY: None. Motion carried.

at the Sewage Treatment Plant -- estimated cost of work to be done $3,500.00

Second reading of the letter of Apr. 2, 1960 from Scruggs and Hammond regarding
rezoning the Canton Zoning Map. Mayor Woods reported that the same proposal was
available. Alderman Wm. Wright, seconded by Alderman Gibbons, moves that the
Mayor and City Clerk be instructed to enter into an agreement with this firm.

Motion carried.
Alderman Staley inquired about sewer extension in the West Locust Street
vicinity.
Alderman Jones moves to adjourn. Motion seconded by Alderman Chas. Wright.
Oral vote. AYE: Unanimous. Canton City Council adjourned at 8:48 P. M.
