Canton City Council met Sept. 6, 1960 7:10 P. M. in the City Council Chamber.
Mayor Woods called for Roll Call. Present: Aldermen Martin, Howard, Chas,
Wright, Staley, Jones, Herbener, Wm, Wright, Long, Shelby Wright, Gibbons,
Berry Bender, and George. Absent: None.
Minutes of the previous meeting were read and approved to be placed on file.
Pledge of Allegiance was followed by Prayer by Alderman Long,
A Petition signed by Bruce H. Sebree for annexation of property - also an
accompanying Ordinance were read. Alderman Wm. Wright moves that the rules be
suspended, seconded by Alderman Chas. Wright. Roll call vote. AYE: Aldermen
George, Bender, Berry, Gibbons, Shelby Wright, Long, Wm. Wright, Herbener,
Jones, Staley, Chas. Wright, Howard, and Martin. NAY: None. Motion carried.
Alderman Wm. Wright, seconded by Alderman Bender moves to place the Ordinance
on its passage. Roll call vote. AYE: Alderman Martin, Howard, Chas. Wright,
Staley, Jones, Herbener, Wm. Wright, Long, Shelby Wright, Gibbons, Berry, Ben-
der, and George. NAY: None. Motion carried. This being Ordinance #20.
A Petition signed by Don W. Cook and Jean A. Cook and an accompanying Ordinance
for the annexation of property (E. Beech Street) were read. Alderman Martin,
seconded by Alderman Wm. Wright, moves to suspend the rules. Roll call vote.
"r AYE: Aldermen George, Bender, Berry, Gibbons, Shelby Wright, Long, Wm. Wright,
Herbener, Jones, Staler, Chas. Wright, Howard, and Martin. NAY: None. Motion
carried. Alderman Bender, seconded by Alderman Berry moves to place the
Ordinance on its passage. Roll call vote. AYE: Aldermen Martin, Howard, Chas.
Wright, Staley, Jones, Herbener, Wm. Wright, Long, Shelby Wright, Gibbons,
Berry, Bender, and George. NAY: None. Motion carried. This being
Ordinance #21.
A Petition requesting rezoning signed by Mary Ethel Spurgeon, Chester W.
Gibson, Robertine Gibson, Vernon R. Denney and Ruth G. Denney was read
(Property on Locust St. and Irifth Avenue) , Mayor Woods recommended holding
a hearing with the entire City Council (hearing as required by Section 73-8
of the Revised Cities and Villages Act). Alderman Staley moves to accept
the recommendation in compliance with the Ordinance and hold said hearing,
seconded by Alderman Martin. Roll call vote. AYE: Aldermen Gibbons, Shelby
Wright, Long, Wm. Wright, Jones, Staley, Chas. Wright, Howard, and Martin.
NAY: Aldermen George, Bender, Berry, and Herbener. (9 AYES and 4 NAYS) .
Motion declared carried. Hearing with interested parties -- 7:35 P. M. to
8:40 P. M. Council discussion followed. Alderman Jones moves and Alderman
Long seconds that an Ordinance be drafted granting Prayer to the Petition.
Alderman Chas. Wright begged to be declared ineligible to vote and Mayor Woods
excused him. Roll call vote. AYE: Alderman Martin, Jones, Long. NAY:
Aldermen Howard, Staley, Herbener, Wm. Wright, Shelby Wright, Gibbons, Berry,
Bender, and George. Excused: Alderman Chas. Wright. (3 {.YES, 9 NAYS and 1
EXCUSED) , Motion lost. Alderman Wm. Wright moves that the City contract
Scruggs and Hammond to rezone the Cityts Zoning map, seconded by Alderman
Herbener. Roll call vote. AYE: Aldermen George, Bender, Berrr, Gibbons,
Shelby Wright, Long, Wm. Wright, Herbener, Jones, Staley, Chas. Wright,
Howard, and Martin. NAY: None. Motion carried. Mayor Woods asked Atty.
Froehling if, in the absence of City Attorney McMunn, he would advise the
Council. Atty. Froehling stated that a notice of Public Hearing should be
published not less than 15 days nor more than 30 days before date of same.
Alderman Staley moves that the Zoning Board of Appeals act for rezoning and
submit their findings to the Council, seconded by Alderman Martin. Roll call
vote. AYE: Aldermen George, Bender, Berry, Gibbons, Shelby Wright, Long,
Wm. Wright, Herbener, Jones, Staley, Chas. Wright, Howard, and Martin. NAY:
None. Motion carried.
Mayor Woods declared a recess at 8:50 P. M. Council convened at 9:00 P. M.
Alderman Martin read the bills for the Finance Committee and moves that all
bills properly approved be allowed for payment, seconded by Alderman Gibbons.
Roll call vote. _ AYE: Alderman George, Bender, Berry, Gibbons, Shelby
Wright, Long, Wm. Wright, Herbener, Jones, Staley, Chas. Wright, Howard,
and Martin. NAY: None. Motion carried.
Alderman Staley read the bills for the Police and Legal Committee and moves
that all bills properly approved be allowed for payment, seconded by Alder-
man Bender. Roll call vot4. AYE: Aldermen Martin, Howard, Chas. Wright,

Bender, and George. NAY: None. Motion carried.
Alderman Long read the bills for the Street, Alley and Sidewalk Committee
and moves that all bills properly approved,except the W. L. Miller bill
belonging to the Cemetery Fund,be allowed for payment, seconded by Alderman
Berry. Roll call vote. AYE: Aldermen George, Bender, Berry, Gibbons,
Shelby Wright, Long, Wm. Wright, Herbener, Jones, Staley, Chas. Wright,
Howard, and Martin. NAY: None. Motion carried.
Alderman Chas. Wright read the bills for the Fire, Water and Sewer Committees
and moves that all bills properly approved be allowed for payment, seconded
by Alderman Wm. Wright. Roll call vote. AYE: Aldermen Martin, Howard,
Chas. Wright, Staley, Jones, Herbener, Wm. ',bight, Long, Shelby Wright,
Gibbons, Berry, Bender, and George. NAY: None. Motion carried.
Alderman Shelby Wright read the bills for the Printing Committee and moves
that all bills properly approved be allowed for payment, seconded by Alder-
man Gibbons. Roll call vote. AYE: Aldermen Martin, Howard, Chas. Wright.,
Staley, Jones, Herbener, Wm. Wright, Long, Shelby Wright, Gibbons, Berry,
Bender, and George. NAY: None. Motion carried.
Alderman Howard read the bills for the Building and Grounds Committee and
moves that all bills properly approved be allowed for payment, seconded by
Alderman Martin. Roll call vote. AYE: Aldermen Martin, Howard, Chas.
Wright, Staley, Jones, Herbener, Wm. Wright, Long, Shelby Wright, Gibbons,
Berry, Bender, and George. NAY: None. Motion carried.
Alderman George read the bills for the Garbage Disposal Committee and moves
that all bills properly approved be allowed for payment, seconded by Alderman
Bender. Roll call vote. AYE: Aldermen George, Bender, Berry, Gibbons,
Shelby Wright, Long, Wm. Wright, Herbener, Jones, Staley, Chas, Wright,
Howard, and Martin. NAY: None. Motion carried.
Alderman Jones read the bills for the Lights Committee and moves that all
bills properly approved be allowed for payment, seconded by Alderman
Berry. Roll call vote. AYE: Aldermen Martin, Howard, Chas. Wright,
Staley, Jones, Herbener, Wm. Wright, Long, Shelby Wright, Gibbons, Berry,
Bender, and George. NAY: None. Motion carried.
Alderman Herbener read the bills for the Traffic Committee and moves that
all bills properly approved be allowed for payment, seconded by Alderman
Chas. Wright. Roll call vote. AYE: Aldermen George, Bender, Berry,
Gibbons, Shelby Wright, Long, Wm. Wright, Herbener, Jones, Staley, Chas.
Wright, Howard, and Martin. NAY: None. Motion carried.
Reports of all Officers were read. Alderman Bender, seconded by Alderman
Gibbons, moves that they be accepted and placed on file. Oral vote. AYE:
Unanimous.
Mayor Woods called for reports of Standing Committees:
Mayor Woods reported the appointment b,; the Fire Commission Board of Rodney
Beadles and Harold Carrison to the Fire Department, the Mayor recommending
the appoirtment of Arthur Knowles, Jr. to replace Mr. Carrison at the
Sewage Treatment Plant. Alderman Staley moves and Alderman Martin seconds
these appointments. Roll call vote. AYE: Aldermen Martin, Howard, Chas.
Wright, Staley, Jones, Herbener, Wm. Wright, Long, Shelby Wright, Gibbons,
Berry, Bender, and George. NAY: None. Motion carried.
Mayor Woods reported that Mrs. Dorothy Snakenberg, Chairman of the Jnited
Nations Fund, requested permission to hold a tag-day on the evening of
Oct. 21, and Oct. 22. Alderman Howard, seconded by Alderman Bender moves
to grant permission to hold a tag day. Oral vote. AYE: Unanimous. Carried.

Alderman Chas. Wright reported that Mr. Vernon Meyer of the Retail Trades
Division requested permission for the merchants of Canton to hold a "Sidewalk
Sales Day" on Sept. 30 and Oct. 1, and moves that permission be granted.
Motion seconded by Alderman Jones. Oral vote. AYE: Unanimous. Motion carried.
Alderman Jones, seconded by Alderman Berry moves to adjourn. Oral vote. AYE:
Majority. Canton City Council adjourned at 9:30 P. M.
