HomeMy WebLinkAbout05-17-1960 Council Meeting Minutes 4 Canton City Council met on May 17, 1960, 7:07 P. M. in the City Council Chamber. Mayor Woods called for Roll Call: Present: Aldermen Martin, Howard, Chas. Wright, Staley, Herbener, Long, Shelby Wright, Gibbons, Berry, Bender, and George. Alderman Jones arrived at 7:17 P. M. Absent: Alderman Wm. Wright. Minutes of the previous meeting were read and approved to be placed on file. Pledge of Allegiance was followed by a prayer by Alderman Long. A Petition stating that the signers had no objections to a mobil home located in the 700 block of East Locust Street provided that same was kept in good condition was read. Alderman Long moves and Alderman Bender seconds that same be referred to the Zoning Board. Oral vote. AYE: Unanimous. Alderman Jones reported on the Municipal. Meeting held in Canton May 14. Mayor Woods thanked the Aldermen for their cooperation in the preparation and work done ,•� at the Municipal meeting, also the press and radio for the publicity given the d event and the Ladies of the Chamber of Commerce for their assistance. Alderman Jones reported on the work to be done in beautifying Jones Park. Mayor Woods requested the Council to name a Mayor-Pro tem in case of his absence. Alderman Howard moves that Alderman Martin, Chairman of the Finance Committee, be named Mayor Pro tem, seconded by Alderman Berry. Roll call vote. AYE:: Aldermen George, Bender, Berry, Gibbons, Shelby Wright, Long, Herbener, Jones, Staley-,- Chas. Wright, and Howard. Alderman Martin massed. NAY: None. Motion carried. A request for a tag day on June 3 for the benefit of the Seventh Lay Adventist Church was made by Rev. William L. Toland, Jr. On motion by Alderman Howard, seconded by Alderman Staley, the request was granted by an Oral Unanimous vote. Mayor Woods reported on "Operation Brasstackstt of the Central Illinois Public Service Co. Alderman Martin moves, seconded by Alderman Gibbons that the return card of the program be sent to the utility office in 9eardstown for the approval of the plan. Oral vote was unanimous. A report from the Linn Lanes Bowling Alleys requesting the rezoning of certain areas west of the Alleys was referred to the Zoning Commission by an unanimous oral vote on motion by Alderman George, seconded by Alderman Bender. After much discussion a motion was made by Alderman Howard and seconded by Alderman George that the proper drainage of Liberty Place be made. Engineer Gibbons estimathd the cost be approximately $600.00. Roll. call vote. AYE-, Aldermen Martin, Howard, Staley, Herbener, Shelby Wright, Gibbons, perry, and George. NAY: Aldermen Chas. Wright, Jones, Long and Bender. (8 AYES and 4 NAYS). Motion carried. A motion was made by Alderman Staley and seconded by Alderman Long that the new Police Radio Equipment be installed as soon as possible. Roll call vote. AYE: ' Aldermen George, Bender, Berry, Gibbons, Shelby Wright, Long, Herbener, Jones, Staley, Chas. Wright, Howard, and Martin. NAY: None. Motion carried. Alderman Long excused at 7:52 P. M. Alderman Howard reported on the condition of the Public Comfort Station building and stated that certain repairs and redecorating would have to be done. Alderman Jones moved and Alderman Howard seconded that the operations of a Strip- Mine near the city limits be referred to the Planning Commission. Oral vote was unanimous. An Ordinance setting the salaries of the Police Department was read for the first time. Alderman Staley moves, seconded by Alderman Martin, that the rules be suspended. Roll call vote. AYES Aldermen George, Bender, Berry, Gibbons, Shelby Wright, Herbener, Jones, Staley, Chas. Wright, Howard, and Martin. NAY: None. Motion carried. The Ordinance was placed on its passage on motion by Alderman Staley, seconded by Alderman Bender. Roll call vote. AYE-v' Aldermen Martin, Howard, Chas. 14right, Staley, Jones, Herbener, Shelby Wright, Gibbons, Berry, Bender, and George. NAY: None. Motion carried. . This being Ordinance #12. 446 An Ordinance creating and defining duties of the Police Department was read for the first time. A motion was made for the suspension of rules by Alderman Staley, seconded by Alderman Bender. Roll call vote. AYE: "Aldermen George, Bender, Berry, Gibbons, Shelby Wright, Herbener, Jones, Staley, Chas. Wright, Howard, and Martin. NAY: None. Unanimous. ,! Alderman render moves, seconded by Alderman Martin, that the Ordinance be placed on its passage. Roll call vote. AYF: Aldermen Martin, Howard, Chas. !Jrirht, Staley, Jones, Herbener, Shelby Wright, Gibbons, Berry, Bender, and George. NAY: None. Unanimous. This being Ordinance #13. "1ayor Woods advised all council members that they would be welcome at a scheduled meeting of the Finance Committee to be held May 24. Alderman Herbener informed the Council regarding the unsatisfactory conditions that exist at the Bargain Barn in the 300 block of ':dest Locust Street and inquired as to the status of the suit the City has against this business. City Attorney McMunn reported that he would contact the Sanitary Officer. Alderman Jones moves to adjourn, seconded by Alderman Bender. Canton City Council adjourned at 8:24 P. 1"i.
