Roll call: Present: Aldermen Martin, Howard, Staley, Jones, Herbener, Lang, Shelby Wright, Gibbons, Hill, Berry, Bender, and George. Reporting at 7:25, Alderman Chas. Wright. Absent: Alderman Wm. Wright. Minutes of the previous meeting were read and approved to be placed on file. Pledge of Allegiance was followed by a prayer by Alderman Long, Alderman Martin read the bills for the Finance Committee and moved that all bills properly approved be allowed for payment, seconded by Alderman Berry. Roll call vote. AYE: Alderman George, Bender, Berry, Hill, Gibbons, Shelby Wright, Long, Herbener, Jones, Staley, Howard, and Martin. NAY: None. Motion carried. Q-) Alderman Staley read the bills for the Police and Legal Committee and moves that all bills properly approved be allowed for payment, seconded by Alderman Bender. .-r Roll call vote. AYE: Aldermen Martin, Howard, Staley, Jones, Herbener, Long, Shelby Wright, Gibbons, Hill, Berry, Bender, and George. NAY: None. Motion carried. Alderman Hill read the bills for the Street, Alley do Sidewalk Committee and moves that all bills properly approved be allowed for payment, seconded by Alderman Shelby Wright. Roll call vote. AYE: Aldermen George, Bender, Berry, Hill, Gibbons, Shelby Wright, Long, Herbener, Jones, Staley, Howard, and Martin. NAYS None. Motion carried. Alderman Martin read the bills for the Fire, Water and Sewer Committees and moves that all bills properly approved be allowed for payment, seconded by Alderman Song. Roll call vote. AYE: Aldermen Martin, Howard, Staley, Jones, Herbener, Long, Shelby Wright, Gibbons, Hill, Berry, Bender, and George. NAY: None. Motion carried. Alderman Howard read the bills for the Building and Grounds Committee and moves that all bills properly approved be allowed for payment, seconded by Alderman Martin. Roll call vote. AYE: Aldermen George, Bender, Berry, Hill, Gibbons, Shelby Wright, Long, Herbener, Jones, Staley, Howard, and Martin. NAY: None. Motion carried. Alderman George read the bills for the Garbage Disposal Committee and moves that all bills properly approved be allowed for payment, seconded by Alderman Hill. Roll call vote. AYE: Aldermen Martin, Howard, Staley, Jones, Herbener, Long, Shelby Wright, Gibbons, Hill, Berry, Bender, and George. NAYS None. Motion carried. Alderman Jones read the bills for the Lights Committee and moves that all bills properly approved be allowed for payment, seconded by Alderman Herbener. Roll call vote. AYES Aldermen George, Bender, Berry, Hill, Gibbons, Shelby Wright, Long, Herbener, Jones, Staley, Chas. Wright, Howard, and Martin. NAYS None. Motion carried. Alderman Chas. Wright arriving at 745 P. M. Alderman Herbener read the bills for the Traffic Committee and moves that all bills be approved for payment, seconded by Alderman Bender. Roll call vote. AYE: Aldermen Martin, Howard, Chas. Wright, Staley, Jones, Herbener, Long, Shelby Wright, Gibbons, Hill, Berry, Bender, and George. NAY: None. Motion carried. Reports of all officers of the City were read. Alderman Staley moves that they be accepted and placed on file, seconded by Alderman Martin. Oral vote. AYES Unanimous. Ma:,or Woods called for reports of Standing Committees, Alderman Herbener, reporting for the Traffic Committee, stated that the report of the survey had been sent to Mr. Lindquist of the Chicago Motor Club and read letters of appreciation written to Mr. Hargis, Canton High School and Mr. Reed, Chamber of Commerce. 430 Mayor Woods called for reports of Special Committees, The Mayor reported that the next Regional Meeting of Elected Officials would be held Mar. 99 7:30 P. M. in the Elks Ball Roan and requested that the same com- mittees that had charge of the Wallace Park Meeting function for this event. Mayor Woods called for Communications to the Council. A Letter of thanks from Alderman Herbener for assistance in the Traffic Survey was read. A letter from State's Attorney, Blaine Ramsey, regarding new arrangements for Justices of the Peace and Police Magistrates commencing April, 1961 was read. After some discussion it was decided that the matter should lay over until the next meeting. A Permit (1960-H-46) for sanitary sewer extensions in the Evergreen Estates was read. Alderman Chas. Wright moves that the letter be placed on file, seconded by Alderman Staley. Oral vote. AYE: Unanimous. A Resolution providing for a dinner to be served to 35 members of the Champer of Commerce, 30 students of the High School and 6 City employees who assisted in the recent Traffic Survey was read. Alderman Herbener moves for the adoption of this Resolution, seconded by Alderman Gibbons. Roll call vote. AYE: Aldermen Martin, Howard, Chas. Wright, Staley, Jones, Herbener, Long, Shelby Wrights Gibbons, Hill, Berry, Bender, and George. NAYS None. Motion carried. This being Resolution'No. 261. t A Resolution providing for the creation of a perpetual „Canton Historical Commission" consisting of a chairman and four additional members, each serving for a term of six years commencing April 1, 1960, to be appointed by the Mayor (Mayor at all times to be an ex-officio member) was read. Alderman Bender moves for the adoption of the Resolution, seconded by Alderman Hill. Roll call vote. AYE: Aldermen Martin, Howard, Chas. Wright, Staley, Jones, Herbener, Long, Shelby Wright, Gibbons, Hill, Berry, Bender, and George. NAYS None. Motion carried.' This being Resolution No. 262. First reading of an Ordinance pertaining to traffic on Fifth Avenue, Locust St., �c and Main Street. AYE: Aldermen George, Bender, Berry, Hill, Gibbons, Shelby Wright, Long, Jones, Staley, Chas. Wright, Howard, and Martin. NAY: Alderman Herbener. (12 AYES and 1 NAY). Motion carried. Crawford, Mur^hy and Tilley Engineer's report in the total amount of $113,334.48 now due, was read. Alderman Staley moves that the Engineer's report be accepted and that the contractor be paid, seconded by Alderman Bender. Roll call vote. AYE:'` Aldermen Martin, Howard, Chas. Mr. Frederick Schneider, Consulting Engineer from the Crawford, Murphy & Tilley Firm reported that 5,136 feet of pipe had been laid on the water improvements project and that 8,511 feet remained to be completed and that the contractors had requested a 30-day reprieve due to inclement weather. Alderman Staley moves that the Council grant an extension of time on the Water project, seconded by Alderman Shelby Wright. Roll call vote. AYE: Aldermen George, Bender, Berry, Hill, Gibbons, Shelby Wright, Long, Herbener, Jones, Staley, Chas. Wright, Howard, and Martin. NAYS None. Motion carried. Crawford, Murphy &Tilley recommendations for the Sewage Treatment Plant Improvements were read. Alderman Long moves that the Council concur on the recommendations of our Consulting Engineers, seconded by Alderman Hill. Roll call vote. AYEs Alder- men Martin, Howard, Chas. Wright, Staleys Jones, Herbener, Long, Shelby Wright, Gibbons,, Hills Berry, Benders and George. NAY: None. Motion carried. Mayor Woods reported on a report of Sewerage extensions in the fringe areas of the City of Canton as made by Crawford, Murphy & Tilley. -Alderman Howard moves that the Mayor be instructed to enter into an agreement for this service -- cost not to exceed $1500.00 -- seconded by Alderman Shelby Wright. Roll call vote. AYE: Aldermen George, Bender, Berry, Hill, Gibbons, Shelby Wright, Long, Herbener, Jones, Staley, Chas. Wright, Howard, and Martin. NAYS None. Motion carried. Alderman Staley reported on the proposed radio equipment for the City's use. A proposal from the Macomb Communications Service for Police Dept. Radio -- $5U4.00, Mar. 1, 1960, Cont. less $510,00 trade-in making $4934,00 for that Department; for the Fire Dept. $2628.50, less trade-L allowance on two radios of $220,00 making $2408.50 for that Dept.; for the Street Dept., $$50.00 for radio service. Mayor Woods recommended that it would be wise to proceed with the Police Dept. radio system at this time. Alderman Staley moves that the City proceed with plans for radio equipment for the Police Department, $4934.00, seconded by Alderman Long. Roll call vote. AYE:` Aldermen Martin, Howard, Chas. Wright; Staley, Janes, Long, Shelby Wright, Gibbons, Hill, Berry, Bender, and-George. NAYS Alderman Herbener. (12 AYES and 1 NAY). Motion carried. Alderman Martin complained about the Resolutions adopted earlier in the evening and was informed-by Alderman Herbener that plans for these Resolutions had been made by the Traffic Committee but that Alderman Martin was not present. Alderman Jones moves that a Resolution be drafted to place street lights on Ave. C Between Spruce Street and Cass Place, seconded by Alderman Chas. Wright. Alder- man Howard moves that an amendment be made to include First Avenue between Ash and Olive Streets. After some discussion, Alderman Howard withdraws his motion. Roll call vote on the original motion. AYE: Aldermen George, Bender, Berry, Hill, Gibbons, Shelby Wright, Long, Herbener, Jones, Staley, Chas. Wright, Howard, and �M Martin. NAYS None. Motion carried. Alderman Jones moves that the City Clerk be instructed to open bids received for the proposed furniture for the old library building, seconded by Alderman Bender. Oral vote. AYE: Unanimous. Bids read as follows: Modern Improvements Co. $3167,00, White's Book Store, $2989.50. Alderman Jones moves that the bids be re- ferred to the Building and Grounds Committee and report back to the Council, seconded by Alderman Bender. Oral vote. AYE: Unanimous. Alderman Martin inquired about the City Attorney's attempt to collect damages due the City. Alderman Staley inquired about the subject of tax collections to be made for the County through the City Treasurer's Office, but was informed that no further word had been received from the Fulton County Treasurer, Virgil Ball, Alderman Martin moves and Alderman Chas. Wright seconds that, in the future, each Alderman receive a copy of any Ordinance that is to be read by the City Clerk. Oral vote. AYE: Unanimous.
