Roll call: Present: Mayor Woods, Aldermen Martin, Howard, Chas. Wright, Staley, Jones, Herbener, Long, Shelby Wright, gibbons, Roy Hill, Berry, Bender, And George. Alderman Gibbons reporting at 7:20 P. M. and Alderman Wm. Wright reporting at 7:50 P.M. Absent: None. The Pledge of Allegiance was followed by a prayer by Alderman Long. Minutes of the previous meeting were read. Mayor Woods reported that eight votes were required for the passage of the Water Ordinance. Minutes were then anproved to be placed on file. A Petition for the acceptance of Evergreen Estates Plat (nowoutside the City of Canton) was read. Alderman Herbener moves that the plat be accepted, seconded by Alderman Long. Roll call vote. AYE: Aldermen George, Bender, Berry, Hill, Shelby Wright, Long, Herbener, Jones, Staley, Chas. Wright, Howard, and Martin. NAY: None. Motion carried. Alderman Gibbons reporting to the Council meeting, 7:20 P. M. A Petition signed by Iva M. Rutherford and Arlene B. Vaughn, Executors of the Will of William J. Barker, deceased, requesting that all interest charges aga .nst property, 9tots No. 102 and the North half of Lot No. 103 in Wright's Addition, City of Canton,) for paving assessments be waived after the maturity date of last installment. Alderman Herbener moves that this Petition be granted, seconded by Alderman Martin. Roll call vote. AYE: Aldermen Martin, Howard, Chas. Wright, Staley, Jones, Herbener, Long, Shelly Wright, Gibbons, Hill, Berry, Bender, and George. NAY: None. Motion carried. A Petition for the acceptance of the Edith M. Rohrer Sub-division in the City of Canton was read. Alderman Long moves that this Petition be granted, seconded by Alderman Martin. Roll call vote. AYE: ` Aldermen George, Bender, Berry Hill, Gibbons, Shelby Wright, Long, Herbener, Jones, Staley, Chas. Wright, Howard, and Martin. NAY: None. Motion carried. Alderman Martin read the bills for .the Finance Committee and moves that all bills properly signed by allowed for payment, seconded by Alderman Shelby Wright. Roll call vote. Alderman Staley read the bills for the Police and Legal Committee and moves that all bills properly signed be allowed for payment, seconded by Alderman Chas. Wright. Roll call vote. Alderman Long read the bills for the Fire, Water and Sewer Committees and moves that all bills properly signed. be allowed for nayment, seconded by Alderman Gibbons. Roll call vote. Motion carried. 404 Alderman Jones read the bill for the Lights Committee and moves that the bill properly signed be allowed for payment, seconded by Alderman Herbener. Roll call vote. AYE: Aldermen George, Bender, Berry, Hill, Gibbons, Shelby Wright, Long, Herbener, Jones, Staley, Chas. Wright, Howard, and Martin. NAY: None. Motion carried. Alderman Herbener read the bills for Traffic Committee and moves that all bills p-ronerly approved be allowed for payment, seconded by Alderman Staley. Roll call vote. AYE: Alderman Martin, Howard, Chas. Wright, Staley, Jones, Herbener, Long, Shelby Wright, Gibbons, Hill, Berry, Bender and George. NAY: None. Motion Carried. Alderman Wm. Wright reporting to the meeting at 7:50 P. M. Reports of all Officers of the City were read. Alderman Wm. Wright moves that these reports be accepted and placed on filet'.seconded by Alderman Herbener. Oral vote. AYE: Unanimous; All members of the Council were urged to attend the Tllinois Municipal Convention, Nov. 8,9,10 and to make reservations with Mayor Woods in the near future. Mayor Woods called for reports of Standing Committees: Alderman Herbener inquired about the parking on Second Avenue and Alderman Martin reported that parking on Third Avenue from Chestnut to Locust Street was still a problem. Mayor Woods reported that he had a letter from the Chicago Motor Club -- stating that a representative would be willing to meet with our City Officials. It was decided to ask for their representative to report to the next Council meeting if same is possible with that organization. Mr. Carnahan, Macomb Communications Service, Macomb, Illinois reported on our need for a new radio communications service, that the Federal Communications Committee haF requested all radio services to have "high-band" frequency, Street Department and Fire Department not included with the Police Department communications system. He stated that it would cost approximately $8500.00 for complete installation for the Canton service. Mayor Woods recommended that the iolice and Legal Committee and Chief of Police meet with Mr. Carnahan, select a wave frequency and make application for license for same, and report to the next Council meeting. Mayor Woods called for reports of Special Committees: Mayor Woods called for Correspondence: The letter from the Chicago Motor Club, as stated above, was read. Oct. 20 was the tentative date set for this meeting. A letter from the Sanitary Water Board regarding the proposed sewerage treatment improvements and extensions program stating that the City of Canton had been given a priority number 111-60". A Resolution for dispensing with the Primary Election for City Judge and Clerk of the City Court because of only one candidate for each office was read. Alderman Staley moves that the Resolution be adopkBd, seconded by Alderman Gibbons. Roll call vote. AYE: Alderman George, Bender, Berry, Hill, Gibbons, Shelby Wright, Long, Wm. Wright, Herbener, Jones, Staley, Chas. Wright, Howard, and Martin. NAY: None. Motion carried. This being Resolution #249. Alderman Martin moves that the City Attorney be instructed to take legal action to collect money due from persons Vlo have destroyed city property, seconded by Alderman Howard. Oral vote. AYE: Unanimous. Alderman Jones moves that the City Attorney and Street Superintendent investigate what work is required to complete the terraces and putting same in proper order on Quality Hill Streets that have been widened -- and to see that the work is completed, seconded by Alderman Herbener. Oral vote. AYE: Unanimous. Alderman Staley stated that he wished to correct a statement that had appeared in a local newspaper that had stated he thought the water rates should be doubled. He said he felt that anyone living outside the City of Canton should pay double rates and was of the opinion that the inside rates should be increased approximately $1.00 per month. Alderman Herbener inquired from the City Attorney of the status of the bargain barn injunction and was informed that an answer had been filed with the City Court. / iNy 4 0"T (Oct. 6, 1959, Continued) Alderman Herbener moves that the City Attorney be directed to draft an Ordinance prohibiting the display of merchandise or signs (with a very few exceptions; on sidewalks or terraces -- that said Ordinance be enforced or subject to a heavy fine, seconded by Alderman Staley. Oral vote. AY',: Unanimous. Motion carried. Alderman Wm. Wright moves to adjourn, seconded by Alderman Martin. Oral vote. AYE: Unanimous. Canton City Council adjourned at 8:40 P. M. All members of the Council were invited to attend a meeting with members of the Chamber of Commerce to hear a discussion of off-street parking by an engineer from the H.
