Canton City Council met on Sept. 1, 1959 at 7:33 P. M. in the City Council Chamber.
Roll call. Present: Mayor Woods, Aldermen Martin, Howard, Chas. Wright, Staley,
Jones, Herbener, Shelby Wright, Gibbons, Hill, Berry, Bender, George. Alderman
Wm. Wright reporting in at 8:00 P. M. Absent: Alderman Long.
Minutes of the previous meeting were read and approved to be placed on file.
A Petition and Ordinance pertaining to the annexation of Lots 5,8 12 and 13 in
the Barlow and Webster's Addition to the City of Canton was read. Alderman
Martin moved that the rules be suspended, seconded by Alderman Jones. Roll call
vote. AYE:., Alderman George, Bender, Berry, Hill, Gibbons, Shelby Wright,
Herbener, Jones, Staley, Chas. Wright, Howard and Martin. NAY: None. Carried.
Alderman Bender moved to place the Ordinance on its passage, seconded by Alderman
Martin. Roll call vote. AYE:, Alderman Martin, Howard, Chas. Wright, Staley,
Herbener, Shelby Wright, Gibbons, Hill, Berry, Bender, George. NAY: id one. Motion
carried. This being Ordinance #404.
Alderman Martin read the bills for the Finance Committee and moved that all bills
properly approved be allowed for payment, seconded by Alderman Howard. Roll call
vote. AYE; Alderman George, Bender, Berry, Hill, Gibbons, Herbener, Jones, Staley,
Chas. Wright, Howard, and Martin. NAY: None. Motion carried.
Alderman Chas. Wright read the bills for the Police and Legal Committee and moved
that all bills properly approved be allowed for payment, seconded by Alderman
Staley. Roll call vote. AYE: Aldermen Martin, Howard, Chas. Wright, Staley, Jones,
Herbener, Shelby Wright, Gibbons, Hill, Berry, Bender, and George. NAY: None.
Motion carried.
Alderman Hill read the bills for the Street, Alley and Sidewalk Committee and moved
that all bills properly approved be allowed for payment, seconded by Alderman Gibbons.
Roll call vote. AYE! Alderman George, Bender, Berry, Hill, Gibbons, Shelby Wright,
Herbener, Jones, Staley, Chas. Wright, Howard, and Martin. NAY: None. Carried.
Alderman George read the bills for the Fire, Water and Sewer Committee and moved
that all bills properly approved be allowed for payment, seconded by Alderman
Berry. Roll call vote. AYE: Alderman Martin, Howard, Chas. Wright, Staley, Joneq,
Herbener, Shelby Wright, Gibbons, Hill, Berry, Bender, and George. NAY: None.
Motion carried.
Alderman Shelby Wright read the bills for the Printing Committee and moved that
all bills properly approved be allowed for payment, seconded by Alderman Hill.
Roll call vote. AYE: Aldermen George, Bender, Berry, Hill, Gibbons, Shelby Wright,
Herbener, Jones, Staley, Chas. Wright, Howard, and Martin. NAY: None. Motion
carried.
Alderman Howard read the bills for the Building and Grounds Committee and moved that
all bills properly approved be a,-lowed for payment, seconded by Alderman Staley.
After some discussion regarding the Luker Plumbing bill for replacement of stool
in City Jail, Roll call vote taken. AYE: Aldermen Martin, Howard, Chas. Wright,
Staley, Jones, Herbener, Wm. Wright, Shelby Wright, Gibbons, Hill, Berry, Bender,
and George. NAY: None. Alderman Wm. Wright retorting to Council at 8:00 P. M.
Alderman George read the bills for the Garbage Disposal Committee and moved that
all bills properly aporoved_be, allowed for payment, seconded by Alderman Gibbons.
Roll call vote. AYE: Aldermen George, Bender, Berry, Hill, Gibbons, Shelby Wright,
Wm. Wright, Herbener, Jones, Staley, Chas. Wright, Howard and Martin. NAY: None.
Motion carried.
Alderman Jones read the bills for the Lights Committee and moves that all bills
properly approved be allowed for payment, seconded by Alderman Martin. Roll call
vote. AYE: Aldermen Martin, Howard, Chas. Wright, Staley, Jones, Herbener, Wm.
Wright, Shelby Wright, Gibbons Hill, Berry, Bender, and George. NAY: None. Carried.
Alderman Herbener read the bills for the Traffic Committee and moves that all bills
properly approved be allowed for payment, seconded by Alderman Bender. Roll call
vote. AYE: Alderman George, Bender, Berry, Hill, Gibbons, Shelby Wright, Wm.
Wright, Herbener, Jones, Staley, Chas. Wright, Howard, and Martin. NAY: None.

Reports of all Officers of the City were read. Alderman Bender moves that
same be accepted and placed on file, seconded by Alderman Herbener. Oral vote.
AYE: Unanimous.
Mayor Woods called for reports of Standing Committees:
A request for a second reading of the June 30, 1959 letter from Beckley White-
head referring to his dead horse was made by Alderman Berry, who then moved
that Mr. Whitehead's Claim against the City of Canton be denied, seconded by
Alderman Martin. After some discussion, Roll call vote was taken. AYE: Alder-
men Martin, Howard, Chas. Wright, Staley, Wm. Wright, Shelby Wright, Gibbons,
Hill, Berry, Bender, and George. NAY: Alderman Herbener. (12 AYES and 1 NAY).
Motion carried.
Mayor Woods introduced Mr. Vernon Meyer, representing the Retail Division of
Merchants of Canton. Mr. Meyer requested permission for the merchants to
participate in a "red carpet day" Sept. 21, 22, & 23 using a red strip of paper
pasted on sidewalks and leading into the entrance of participating stores around
the square and on some side streets. IIe stated the merchants would also l to
provide "kiddy rides" to be set up in Jones Park (merchants to repair any damage
to Jones Park, owners of "kiddy-rides" to be responsible for any injuries occured).
Alderman Chas. Wright moved that the Retail stores be given permission for "red-
carpet day" participation, including the "kiddy-rides", seconded by Alderman
Herbener. Oral vote. AYE: Unanimous. Mr. Meyer thanked the Council for this
courtesy and also for the courtesies allowed during the last "Dollar-Day".
Mr. Vernon 'Denney explained the purpose of the Petition read at previous meetings:
He plans to build a one-story flat roof 20 x 40 building to be used for a "Dry-
Cleaning Office" -- no cleaning to be done at this location, curbs around this
location to be removed to provide parking around the building. Discussion
followed. Alderman Martin moved that the Petition be granted, seconded by Alder-
man Chas. Wright. Roll call vote. AYE: Alderman Hill, Gibbons, Shelby Wright,
Jones, Chas. Wright, Howard, and Martin. NAY: Aldermen George, Bender, Berry,
Wm. Wright, Herbener, and Staley. (7 AYES and 6 NAYS) . Mayor Woods voting AYE.

Alderman George made a motion that the bid of Leo Poggioli for pushing over the
dump ($150.00 for pushing dump and brush) be accepted and that the Mayor and
City Clerk be instructed to enter into a contract with Mr. Poggioli on behalf
of the City of Canton. Motion seconded by Alderman Shelby Wright. Roll call
vote. AYE: Alderman Martin, Howard, Chas. Wright, Staley, Jones, Herbener,
Wm. Wright, Shelby Wright, Gibbons, Hill_, merry, Bender, and George. NAY: None.
Motion carried.
A report on the Friendship Festival Luncheon to be given for visiting Mayors and
wives by Alderman Martin stating that no definite place had been selected.
Alderman Ierbener reporting for the Traffic Committee stated that he and Mr.
Jack Andrews attended a Traffic Program in Galesburg recently and recommended
that the City of Canton have a traffic survey made and follow-up on same. He
recommended that the Police and Legal Committee and Traffic Committees merit and
report to the Council.
Alderman Jones reported that school busses were still narking on Walnut Street
near the Central School instead of to the rear of the buildings. He suggested
t'�at Chief of Police Lindzey meet with Mr. Albert Millington again regarding
this hazard.
Mayor Woods reported there would be a hearing of the Liquor Commission at 6:30
P. M., Sept. 8 in the Council Chamber regarding the Green Door. Anyone wishing
to attend will be welcome.
Mayor Woods then called for reports of Special. Committees.
Mayor Woods then called for Correspondence.
A letter from the American Disabled Veterans, Peoria Chapter No. 1 requesting
permission to hold a "for-get-me-not" tag-day on Oct. 2 and 3 was read. Alder-
man Bender moves that permission be granted, seconded by Alderman George. Oral
vote. AYE: Unanimous.
A Bond in the amount of $1000.00 with the American Surety Co. for Willis B. Lee,
Park Custodian, approved by the Finance Committee:, was read. Alderman Bendier
moved that same be accepted and placed on file, seconded by Alderman Wm. Wright.
Oral vote. AYE: Unanimous.

Bank, an on, Illinois, in which sai� QAks of eked o purchase a proposedd
bond issue of $170,000.00, which is to be issued by the City for the purpose
of constructing improvements and extensions to the sewage system of Canton,
Fulton County, Illinois; said bonds to bear interest at the rate of 4% per
annum and to be redeemable at par on any interest paying dates, were read to
the City Council. Alderman William Wright moves that the City sell said bonds
to the National Bank of Canton, CAiton, Illinois, and Canton State Bank, Canton,
Illinois, under the terms and provisions of their respective letters offering to
purchase said bonds, seconded by Alderman Shelby Wright. Discussion followed.
Mayor Woods called for a roll call vote. AYE: Alderman George, Bender, Berry,
Hill, Gibbons, Shelby Wright, William Wright, Herbener, Jones, Staley, Charles
Wright, Howard, and Martin. NAY: None. Mayor Woods declared the Motion carried.
Letters from The National Bank of Canton, Canton, Illinois, and Canton State Bank,
Canton, Illinois, in which said Banks offered to purchase a proposed bond issue of
$230,000.00, which is to be issued by the City for the purpose of constructing im-
provements and extensions to the Waterworks System of Canton, Fulton County, Illinois,
said bonds to bear interest at the rate of 4% per annum and to be redeemable at par
on any interest ,)a,'ing date, were read to the City Council. Alderman Martin moves
that the City sell bonds to The National Bank of Canton, Canton, Illinois, and Canton
State Bank, Canton, Illinois, under the terms and provisions of their respective
letters offering to purchase said bonds, seconded by Alderman Herbener. Mayor Woods
called for a roll call vote. AYE: Aldermen Martin, Howard, Charles Wright, Staley,
Jones, Herbener, William Wright, Shelby Wright, Gibbons, Hill, Berry, Bender, and
George. NAY: None. Mayor Woods declared the Motion carried.
Alderman Herbener inquired if it was necessary to obtain permission to place
"collars" on poles around the Square for the Community Chest Campaign and was in-
formed that it was not necessary.
Alderman Herbener reported that regulations regarding dumping rubbish at Lake Canton
should be enforced. Mayor Woods stated that same would be taken care of.
Alderman Herbener moves that the State of Illinois Department of Public Health
be requested to make a free survey of Lake Canton -- as to the length of time
of supply, amount of silt, etc. Motion seconded by Alderman George. Mr. Leonard
Crawford, of the firm, Crawford, Murphy er, Tilley, discussed the proposed waterworks
plans and also stated that he would contact the State office regarding the survey.
Oral vote. AYE: Unanimous.
Alderman Herbener stated there had been some criticism of the Police Department
and was informed by Chief of Police Lindzey that he had heard That the patrolman
causing the "friction" had been placed on probation for one year. City Attorney
McMunn explained the function of the Police Commission and stated that a written
report of their meeting should be made to the Council.
Alderman Herbener inquired about the County officials making the raid on the
Green Door Tavern for gambling on Aug. 29 and was informed that those officials
made the raid within twenty minutes after a tip had been givem them -- and there
was no time to call in the City Police. Chief of Police Lindzey stated that his
patrolmen check on taverns and that they had no complaints or knowledge of
gambling.
Alderman Sender suggested that the Traffic Committee investigate and report to
the Council about the parking situation on Locust Street between Seventh and
Eighth Avenue in front of the McCall School.
Alderman Bender reported he had several complaints from South Fifth Avenue in
the vicinity of the Hicksatomic Service Station and asked Chief Lindzey to
investigate.
Alderman Howard made a motion to grant permission for the J. C. Is to sell
balloons on the Square on Sept. 5 -- proceeds to go to the Polio Fund,
seconded by Alderman Bender. Oral vote. AYE: Unanimous.
Alderman Staley inquired if the extension of Water project could soon be started
on West Locust Street. Mr. Leonard Crawford reported that construction could not
begin until definite plans were made -- that alternate bids on 18" or 20" pipe
would probably be made -- that basic plans and specifications were ready.
Alderman Chas. Wright moves that the Mayor be instructed to write to the Illinois

Division of Highways requesting money for the proposed work on Fifth Avenue,
Locust Street and North Main Street -- although the case is still in court,
the City could proceed with this requisition. Motion seconded by Alderman
Berry. Discussion followed. Roll call vote. AYE: Alderman Berry, Hill,
Gibbons, Wm. Wright, Chas. Wright, Howard, and Martin. NAY: Alderman George,
Bender, Shelby Wright, Herbener,Jones and Staley (7 AYES and 6 NAYS). Mayor
Woods voting AYE. Motion carried.
A motion was made by Alderman Martin to put oil and white rock on streets in
Greenwood Cemetery (approximate cost $2000.00) with the City assuming one-half
the cost of same, seconded by Alderman George. Discussion. Roll call vote. AYE:
Aldermen Martin, Howard, Chas. Wright, Hill, Berry, and George. NAY: Aldermen
Staley, Jones, Herbener, Wm. Wright, Shelby Wright, Gibbons, and Bender. (6 AYES
and 7 NAYS) Mayor Woods voting AYE. Vote tied.
Alderman Herbener moves to adjourn, seconded by Alderman Jones. Oral vote. AYE:
Unanimnus. Canton City Council adjourned at 10:02 P. M.
