HomeMy WebLinkAbout08-04-1959 Council Meeting Minutes 3 Aug. 4, 1959 Canton City Council met on Aug. 4, 1959, 705 P• M. in the City Council Chamber. In the absence of Mayor W. Paul Woods, Alderman Gibbons moved, seconded by Alderman Chas. Wright, that the Chairman of the Finance Committee, Alderman Martin, act as Mayor Protem. Oral vote. AYE: Unanimous. Roll call: Present: Aldermen Martin, Howard, Chas Wright, Jones, Long, Shelby Wright, Gibbons, Hill, Berry, and Bender. Alderman Wm. Wright arriving at 8:15. Absent: Mayor Woods, Aldermen Staley, Herbener, and George. Minutes of the previous meeting were read and approved to be placed on file. A Petition by Vernon R. Denney requesting change of Zoning from Single-Family Residential to B-2, General Business on Lot No. 6 in the Block No. 1 in the Kellogg and Babcocks Addition of the City of Canton. In the absence of Mr. Denney, the Petition received no action. Alderman Howard read the bills for the Finance Committee and moved that all bills properly approved be allowed for payment, seconded by Alderman Gibbons. Roll call vote. AYE: Alderman Bender, Berry, Hill, Gibbons, Shelby Wright, Long, Jones, Chas. Wright, and Howard. NAY: None. Motion carried. Alderman Chas. Wright read the bills for the Police and Legal Committee and moved that all bills properly approved be allowed for payment, seconded by Alderman Berry. Roll call vote. AYE: Alderman "-Toward, Chas. Wright, Jones, Long, Shelby Wright, Gibbons, Hill, Berry, and Bender. NAY: None. Motion carried. Alderman Hill read the bills for the Street, Alleys and Sidewalks Committee and moved that all bills properly approved be allowed for payment, seconded by Alder- man Gibbons. Roll call vote. AYE: Alderman Bender, Berry, Hill, Gibbons, Shelby Wright, Long, Jones, Chas. Wright, and Howard. NAY: "one. Motion carried. Alderman Hill read the bills for the Fire, Water & Sewer Dommittees and moved that all bills properly approved be allowed for payment, seconded by Alderman Bender. Roll call vote. AYE: Aldermen Howard, Chas. Wright, Jones, Long, Shelby Wright, Gibbons, Hill, Berry, and Bender. NAY: None. Motion carried. Alderman Shelby Wright read the bills for the Printing Committee and moved that all bills properly approved be allowed for payment, seconded by Alderman Gibbons. Roll call vote. AYE: Aldermen Bender, Berry, Hill, Gibbons, Shelby Wright, Jones, Chas. Wright, and Howard. NAY: None. Motion carried. Alderman Howard read the bills for the Building and Grounds Committee and moved that all bills properly approve be allowed for payment, secondd.d by Alderman Shelby Wright. Roll call vote. Alderman Long read the bills for the Garbage Disposal Committee and moved that all bills properly approved be allowed for payment, seconded by Alderman Hill. Roll call vote. AYE: Aldermen Bender, Berry, Hill, Gibbons, Shelby Wright, Long, Jones, Chas. Wright, Howard. NAY: None. Motion carried. Alderman Jones read the bills for the Lights Committee and moved that all bills properly approved be allowed for payment, seconded by Alderman Long. Roll call vote. AYE: Aldermen Howard, Chas. Wright, Jones, Long, Shelby Wright, Gibbons, Hill, Berry, and Bender. NAY: None. Motion carried. Alderman Gibbons read the bills for the Traffic Committee and moved that all bills properly approved be allowed for payment, seconded by Alderman Bender. Roll call vote. AYE: Aldermen Bender, Berry, Hill, Gibbons, Shelby Wright, Long, Jones, Chas. Wright, and Howard. NAY: None. Motion carried. r Reports of all officers for the month of July were read. Alderman B @nder moved that they be accepted and placed on file, seconded by Alderman Shelby Wright. Oral vote. AYE: Unanimous. Mr. Eric Ryberg, Manager of the C. I. P. C. S. Co., who is being transferred to Mattoon in the near future, thanked the Council and City officers for the cooper- ation given his company and introduced Mr. W. R. Birkey, Beardstown, who will replace Mr. Ryberg. e, e-) 3- 9 S Aug. 4, 1959, Continued Alderman Wm. Wright reporting at 8:15 P. M. Mr. John Baudino, Farmington, attorney representing the people of St. David and several residents of that town appeared before the members of the Council. Mr. Baudino stated that 256 families had been contacted regarding the proposed water system for that town and that 241 had paid their deposit assuring their cooperation. An engineer had been employed who stated the entire cost would be approximately $180,000 ($25,000 to be 16-year general obligation bonds, $155,000to be water revenue bonds running 40 years) . Mr. Baudino stated the town would use approximately 500,000 gallons of water per month and that it would wish to enter into a 40-year contract. Discussion followed. Alderman Gibbons moved that the entire Council, Mayor, City Engineer, Water Superintendent and any other interested officers attend a meeting in the near future to prepare an answer to the St. David residents. Alderman Chas. Wright moved to amend the motion: that the meeting be called by the Mayor before Sept. 1; Alderman Gibbons agreed with this amendment. Alderman Chas. Wright seconded the motion. Martin called for reports of Special Committees. .:r Mayor pro Tem Martin called for Correspondence. A note of thanks for flowers from the Elizabeth Jones family was read. A letter from the Department of Public Safety signed by Robert Stewart, Deputy Fire Marshall, stated that an inspection of the installation of propane cylinder storage belonging to Dwayne Totten was made on July 24, 1959 and found to be well within the Illinois Laws, Rules and Regulations for ICC cylinder storage. Alderman Bender moved that the report be accepted and placed on file; seconded by Alderman Long. Oral vote. AYE: Unanimous. The Resignation of Sgt. Matt Bohler was read. Alderman Bender moved that same be accepted and placed on file, seconded by Alderman Jones. Roll call vote. AYE: Alder- men Jones, Long, Shelby Wright, Hill, and Bender. NAY: Aldermen Howard, Chas. Wright, Wm. Wright, Gibbons and Berry. (5 AYES and 5 NAYS) . Motion declared carried. Alderman ferry inquired of Chief of Police Lindzey the reason for the resignation of our qualified police at this time and was informed that these men were obtaining better paying jobs. Discussion followed. Attorney McMunn described the duties of the Police Co-mission stating that Policemen were hired according to competitive examinations; that they had the right to hire, dismiss, or suspend the policemen but had no part in running the department. The Resignation of Policeman Miner Clifford Porter was read. Alderman Bender moved that it be accepted and placed on file, seconded by Alderman Howard, Oral vote; AYE: 81 NAY 2. Motion carried. The Resignation of Sgt. John Morgan was read. Alderman Wm. Wright moved that the Resignation be rejected, seconded by Alderman Chas. Wright. Roll call vote. AYE: Aldermen Berry, Gibbons, Shelby Wright, Long, Wm. Wright, Chas. Wright. NAY; Alder- men Bender, Hill, Jones, and Howard. (6 AYES and 4 NAYS) . Motion to reject the Resignation carried. A Letter from the Chairman of the Fire and Police Commission, Oliver C. Mettler, stating that Ronald Gene Pavley, 876 N. 5th Ave., Canton, Ill. had been appointed as a regular patrolman in the Police Department. Alderman Bender moved that the Appointment be accepted and placed on file, seconded by Alderman Howard. Oral vote. AYE: Unanimous. Alderman Jones moved for adjournment, seconded by Alderman Howard. Oral vote. NAY: carried. First reading of an Ordinance pertaining to the Police Department. Alderman Bender moved that the rules be suspended, seconded by Alderman Long. Alderman Jones referred the Council to page 45 of the present Ordinance book regarding the duties of the Secretary to the Mayor. Discussion followed. Roll call vote. AYE: Aldermen Martin, Howard, Chas. Wright, Wm. Wright, Long, Shelby Wright, Gibbons, Hill, Berry, and Bender. NAY: Alderman Jones. (10 AYES and 1 NAY). Motion carried. Alderman Bender moved to place the Ordinance on its passage, seconded by Alderman Long. Roll call vote. AYE: Aldermen Bender, Berry, Hill, Gibbons, Shelby Wright, Long, Wm. Wright, Chas. 'Wright, Howard and Martin. NAY: Alderman Jones. (10 AYES and 1 NAY) . Motion carried. This being Ordinance #403. 194 Aug. 4, 1959, Continued A Recommendation by Mayor Woods and Mayor pro Tem Martin that Miss Veda Bell Benac be employed as file clerk in the Police Department was read. Alderman Howard moved that the Council accept the appointment, seconded by Alderman Chas. Wright. Roll call vote. AYE: Alderman Martin, Howard, Chas. Wright, Wm. Wright, Long, Shelby Wright, Gibbons, Hill, Berry, and Bender. NAY: Alderman Jones. (10 AYES and 1 NAY) . Motion carried. Alderman Wm. Wright moved for adjournment, seconded by Alderman Howard.
