Roll call. Present: Mayor Woods, Aldermen Martin, Howard, Chas. Wright, Jones,
Herbener, Long, Shelby Wright, Gibbons, Berry, Bender, and George. Absent:
Aldermen Staley, Wm. Wright, and Hill.
Minutes of the previous meeting were read and approved to be placed on file.
Alderman Martin read the bills for the Finance Committee and moved that all
bills properly approved be allowed for payment, seconded by Alderman Herbener.
Roll call vote. AYE-. Alderman George, Bender, Berry, Gibbons, Shelby Wright,
Long, Herbener, Jones, Chas. Wright, Howard, and Martin. NAY: None. Motion
carried.
Alderman Bender read the bills for the Police and Legal Committee and moved that
all bills properly approved be allowed for payment, seconded by Alderman Shelby
Wright. Roll call vote. AYE: Alderman Martin, Howard, Chas. Wright, Jones,
Herbener, Long, Shelby Wright, Gibbons, Berry, Bender, and George. NAY . None.
Motion carried.
Alderman Long read the bills for the Street, alley and Sidewalk Committee and
moved that all bills properly approved be allowed for payment, seconded by
Alderman Bender. Roll call vote. AYE: Alderman George, Bender, Berry, Gibbons,
Shelby Wright, Long, Herbener, Jones, Chas. Wright, Howard, and Martin. NAY:
None. Motion carried.
Alderman George read the bills for the Fire, Water and Sewer Committee and
moved that all bills properly approved be allowed for payment, seconded by
Alderman Berry. Roll call vote. AYE: Aldermen Martin, Howard, Chas. Wright,
Jones, Herbener, Long, Shelby Wright, Gibbons, Berry, Bender, and George. NAY;
None. Motion carried.
Alderman Shelby Wright read the bills for the Printing Committee and moved that
all bills properly approved be allowed for payment, seconded by Alderman
Gibbons. Roll call vote. AYE: Aldermen George, Bender, Berry, Gibbons,
Shelby Wright, Herbener, Jones, Chas. Wright, Howard, and Martin. NAY: None.
Motion carried.
Alderman Howard read the bills for the Building and Grounds Committee and
moved that all bills properly approved be allowed for payment, seconded by
Alderman Martin. Roll call vote. AYE: Aldermen Martin, Howard, Chas, Wright,
Jones, Herbener, Long, Shelby Wright, Gibbons, Berry, Bender, and George. NAY:
None. Motion carried.
Alderman George read the bills for the Garbage Disposal Committee and moved
that all bills properly approved be allowed for payment, seconded by Alderman
Shelby Wright. Roll call vote. AYE: Alderman George, Bender, Berry, Gibbons,
Shelby Wright, Long, lerbener, Jones, Ghad.Wright, Howard, and Martin.NAY:
None. Motion carried.
Alderman Jones read the bills for the Lights Committee and moved that all bills
properly approved be allowed for payment, seconded by Alderman,Bender. Roll
call vote. AYE: Aldermen Martin, Howard, Chas. Wright, Jones, Herbener, Long,
Shelby Wright, Gibbons, Berry, Bender, and George. NAY: None. Motion carried.
Alderman Herbener read the bills for the Traffic Committee and moved that all
bills properly approved be allowed for payment, seconded by Alderman Bender.
Roll call vote. AYE: Alderman George, Bender, Berry, Gibbons, Shelby Wright,
Long, Herbener, Jones, Chas. Wright, Howard, and Martin. NAY: None. Motion
carried.
A claim by Beckley Whitehead for the death of a horse, supposed to have been
poisoned by spray was read. Alddrman Herbener moved that the letter be
referred to the Claims Committee and the City Attorney, seconded by Alderman
Jones. Oral vote. AYE: Unanimous.
Reports of all Officers of the City of Canton for the month of June were read.
Alderman Bender moved that they be accepted and placed on file, seconded by
Alderman Long. Oral vote. AYE: Unanimous.
Mayor Woods called for reports of Standing Committees:

Alderman Howard moved that the Council accept the bid of Maynard Kohout
(Including the alternate bid of $372.00) total amount to be $7762.60 and that
the Mayor and City Clerk be instructed to enter into a contract with Mr.
Kohout for the redecorating and remodelling work on the old library building.
This motion was seconded by Alderman Martin. Alderman Jones stated that he
still thought it advisable to employ an architect and Alderman Bender inquired
about the construction of a vault. Mayor Woods called for roll call vote on
the bid. AYE: Alderman Martin, Howard, Chas. Wright, Long, Shelby Wright,
Gibbons, Berry, and George. NAY: Alderman Jones, Herbener, and Bender. (8
AYES and 3 NAYS). Motion declared carried.
Mayor Woods called for reports of Special Committees:
Second reading of a Dedication of a street by Melvin L. Timmons, Irma Timmons,
Kenneth Leach andELeanor L. Leach. Alderman Martin moved that the City
Council. accept the Dedication, seconded by Alderman Shelby Wright. Roll call
vote. AYE: Alderman George, Bender, Berry, Gibbons, Shelby Wright, Jones,
Chas. Wright, Howard, and Martin. Alderman Herbener voting "Present". 9
AYES and 1 PRESENT) . Motion declared carried.
A letter from the Canton Motorcycle Club regarding an error in the description
•-2 of the land leased to that Club by the City (adjoining Lake Canton) . Alderman
Bender moved that the City Attorney be instructed to prepare a new lease for
the Club, seconded by Alderman Herbener. Roll call vote. AYE: Alderman
Martin, Howard, Chas. Wright, Jones, Herbener, Long, Shelby Wright, Gibbons,
Berry, Bender, and George. NAY: None. Motion carried.
Alderman Martin inquired about the Teletype System and was informed by
Alderman Bender that same had been discussed, but no decision had been made.
Alderman Chas. Wright recommended that the Police and Legal Committee meet
and make the decision.
A Resolution for the Transfer of Funds ($8000.00 from the Sales Tax Fund to
the Street and Alley Fund) . Alderman Martin moved that the Resolution be
adopted, seconded by Alderman Howard. Roll call vote. AYE: Alderman
George, Berry, Gibbons, Shelby Wright, Long, Chas. Wright, Howard, and
Martin. NAY: Alderman Bender, Herbener, and Jones. (8 AYES and 3 NAYS) .
Motion carried.
First reading of an Ordinance Levying Taxes for Corporate Purposes. Mayor
Woods recommended that same lay over until next meeting.
Alderman Bender inquired regarding the completion of road construction work
by the W. L. Miller Co. of a portion of North Tenth and North Eleventh Avenue.
Mayor Woods explained that these streets would be properly completed by the
W. L. Miller Co.
Alderman Herbener -- reporting on the condition of the Bargain Barn, stated
that the City Attorney had written a letter to the operators, but nothing
was done in regard to cleaning up the premises; also stated that the City
Attorney had prepared an Injunction Suit against the operators of the Bargain
Barn. He moved that the City Attorney be authorized to file this Injunction
Suit in the City Court of Canton, seconded by Alderman Howard. Roll call vote.
AYE: Alderman Martin, Howard, Chas. Wright, Jones, Herbener, Long, Shelby
Wright, Gibbons, Berry, and George. NAY: Alderman Bender. (10 AYES and 1
NAY). Motion carried.
The City Council proceeded to examine and canvass the returns of the Special
Election held on June 30, 1959, and the result of said examination and
canvass shows the following:
Question to Issue $230,000 Waterworks Improvements Bonds. Shall bonds in
the amount of $230,000 be issued by the City of Canton, Fulton County,
Illinois, for the purpose of paying the cost of constructing improvements
and extensions to the waterworks system of said city, to mature serially
$25,000 on December 1 of each of the years 1961 to 1968, inclusive, and
$15,000 on December 1 of each of the years 1969 and 1970; provided, however,
said bonds shall be redeemable, prior to maturity, at par and accrued interest
in the inverse order in which they are numbered on any interest payment date,
and bear interest at the rate of not to exceed four per cent (4%) per annum?

Alderman Chas. D. Wright moves that the Question to Issue $230,000 Waterworks
Improvement Bonds be declared carried and that the Question to Issue $170,000
Sanitary Sewer Bonds be declared carried as shown by the examination and can-
vass of the returns of the Special Election held June 30, 1959, and that a
statement of the results be transcribed on the records. Motion seconded by ,
Alderman Howard. Mayor Woods called for a roll call vote. AYE: Aldermen
George, Bender, Berry, Gibbons, Shelby Wright, Long, Herbener, Jones, Chas.
D. Wright, Howard, and Martin. NAY: None. Mayor Woods declared the motion
carried.
A Proposal for cleaning and painting gutters and flashing on the old library
building by the Automatic Heat Co. in the amount of $237.00 was read. Alder-
man Howard moves that the Mayor and City Clerk be advised to enter into a con-
tract with Garvin Pusey, owner of the Automatic Heat Co., seconded by Alderman
George. Roll call vote. AYE: Aldermen Martin, Howard, Chas. Wright, Jones,
Herbener, Long, Shelby Wright, Gibbons, Berry, and George. NAY: Alderman
Bender. (10 AYES and 1 NAY) . Motion carried.
Alderman Jones reported that a new contract for pushing over garbage at the
City Dump should be made and moved that the Garbage Disposal Committee be in-
structed to advertise for bids for pushing over dump, bids to be received in
the City Clerkts office no later than 5:00 P. M. on July 21, 1959 and to be
opened at the Council meeting on that date. Motion seconded by Alderman Bender.
Oral vote. AYE: Unanimous.
Alderman Martin moved for adjournment, seconded by Alderman Bender. Oral vote.
AYE: Unanimous. Canton City Council adjourned at 8:57 P. M.
