Canton City Council met on June 16, 1959, 7:30 P. ". in the City Council Room.
Roll call t Present: Mayor Woods, Aldermen Martins Howard, Chas. Whight,
Staley, Herbener, Wm. Wright, Long, Shelby Wright, Gibbons, Roy Hill, Berry,
and George. Absent: Aldermen Jones and- Bender.
Minutes of the previous meeting were read and approved to be placed on file.
An Amendment of Supplemental Easement with the Panhandle Eastern Pipe Line
Co. concerning relocation of Panhandle Eastern's cathodic protection factlities
on Lake Canton area was read (a check in the amount of $40.00 payable to the

Clerk be instructed to sign this Easement on behalf of the City of Canton,
seconded by Alderman Long. Roll call vote AYE: Aldermen George, Berry,
Hill, Gibbons, Shelby Wright, Long, Wm. Wright, Herbener, Staley, Chas. Wright,
Howard, and Martin. NAY: None. Motion carried.

Alderman Hill moved that the Mayor and City Clerk be instructed to enter into
an agreement with the Miller Construction Co. for the improvement of Fulton
Place, Anderson Place, and Royal Court, seconded by Alderman George. Roll
_ call vote. AYE: Aldermen Martin, Howard, Chas. Wright, Staley, Herbener,
Wm. Wrighth Long, Shelby Wright, Gibbons, Hill, Berry, and George. NAY:
None. Motion carried.
Alderman Wm. Wright moved that the oiling of some of the streets be considered,
seconded by Alderman George. Discussion followed -- trying to determine
which streets in the City would receive oil with the avklable funds; Alderman
Wm. Wright advised that the Canton Lake road was in great need of care. Roll

Motion carried.
Mayor Woods requested the City Engineer and Street Superintendent to investi-
gate the condition of the West Vine Street bridge and report to the Council.
In the absence of the Mayor, a Mayor pro tem must be selected, therefore, at
the suggestion of Mayor Woods, Alderman Long moved that the Chairman of the
Finance Committee, Alderman Martin, be named Mayor pro tem. seconded by Alder-
man Howard. Roll call vote. AYE: ° Aldermen Howard, Chas. Wright, Staley,
Herbener, Wm. Wright, Long, Shelby Wright, Gibbons, Hill, Berry, and George.
NAY: None. Motion carried.
Dedication of a Street (a continuation of Montello Court for one-hundred feet�by
MeliddmnL• and Irma Timmons and Kenneth and Eleanor L. Leach was read. Mayor :Woods
suggested that the matter be referred to the Police and Legal Committee for
consideration and report to the next meeting.
A Bond in the amount of $1000.00, by the American Surety Co. for Eldon Myers,
Street Superintendent, approved by the Finance Committee, was read. Alderman
Martin moved that the Bond be accepted and placed on file, seconded by
Alderman Gibbons. Oral vote. AYE: Unanimous.
A Resolution for Street Lights on Third Avenue between Ash and Olive Streets,
in front of 1340 East Ash Street, Fourteenth Avenue and Ash Strets and on
North Fourteenth Avenue, 400' South of Fourteenth and Ash Street was read.
Alderman Staley moved for the adoption of this Resolution, seconded by Alder-
man George. Roll call vote. AYE: Aldermen George, Berry, Hill, Gibbons,
Shelby Wright, Long, Wm. Wright, Herbener, Staley, Chas. Wright, Howard, and
Martin. NAY: None. Motion carried. This being Resolution #247.
A suggested City Ordinance relating to Civil Defense as prepared by the
Illinois Municipal League was read. Alderman Wm. Wright moved that the rules
be suspended, seconded by Alderman Martin. Roll call vote. Aldermen Martin,
Howard, Chas. Wright, Staley, Herbener, Wm. Wright, Long, Shelby Wright,

Wm. Wright moved that the Ordinance be placed on its passage, seconded by
Alderman Hillp Roll call vote. AYE: Alderman George, Berry, Hill, Gibbons,
Shelby Wright, Long, Wm. Wright, Herbener, Staley, Chas. Wright, Howard, and
Martin. NAY: None. Motion carried. This being Ordinance #400.
Mrs. Opal Davies, representing the Cootiette Club, requested permission to
hold a Tag-Day on Aug. 14 to aid in the continuation of hospital work with
that organization. Alderman Wm. Wright moved that her request be granted,
seconded by Alderman Chas. Wright. Oral vote. AYE: Unanimous.
Alderman Martin inquired if busses, chartered on certain routes, had been
changed on their course. Chief of Police Lindzey stated that he would in-
vestigate the matter.
Alderman Wm. Wright reported that all railroad crossings have not been re-
paired by the railroad companies as yet.
Second reading of the Appropriation Ordinance. Alderman Wm. Wright moved
=y that the Ordinance be placed on its passage, seconded by Alderman Martin.
Alderman Herbener inquired regarding the method of presenting the various
salaries in the Ordinance and also the amount requested for the Public
Comfort Station. He made a motion that the amount called for the "repairs
and maintenance" be reduced from $9000.00 to $5000.00, thus changing the
grand total of the Appropriation Ordinance to r4hJ&4,888.00 Upon the
third call for a second to this motion, Alderman sec nded the motion. Roll
call vote on the amendment of the Ordinance. AYE: Alderman Staley and
Herbener. NAY: Alderman Martin, Howard, Chas. Wright, Wm. Wright, Long,
Shelby Wright, Gibbons, Hill, Berry, and George. (2 AYES and 10 NAYS) .
Mayor Woods declared the motion lost. Roll call vote on the passage of
the Appropriation Ordinance. AYE: Alderman George, Berry, Hill, Gibbons,
Shelby Wright, Long, Wm. Wright, Chas. Wright, Howard, and Martin. NAY:
Alderman Herbener and Staley. (10 AYES and 2 NAYS) . Mayor Woods declared
the motion carried. This being Ordinance #401.
Alderman Martin made a motion that the bids for the repair of the old
library building be opened and read, seconded by Alderman Howard. Oral
vote. AYE: Unanimous. Only one bid was submitted -- that of Maynard
Kohout $7,390.60 for a complete job according to specifications as published
in Canton Daily Ledger on June 8 and 9, 1959 (An Alternate bid adding $372.00
to the stated bid would include removal of tower roof and replacing with a
flat roof and the replacement of all broken window glass) . Alderman Staley
moved that the bid be referred to the Building and Grounds Committee and re-
port to next Council meeting, seconded by Alderman Gibbons. Oral vote. AYE:
Unanimous.
Alderman Wm. Wright moved for adjournment, seconded by Alderman Howard. Oral
vote. AYE: Unanimous. Canton City Council adjourned at 9:12 P. M.
