Canton City Council held their regular meeting on June 2, 1959 at 7:35 P. M.
in the City Council Room.
Roll call. Present: Mayor Woods, Aldermen Martin, Howard, Charles Wright,
Staley, Jones, Herbener, Wm. Wright; Shelby Wright, Gibbons, Hill, Berry, Bender,
and George. Absent: Alderman Long.
Minutes of the previous meeting were read and approved to be placed on file.
Alderman Martin read the bills for the Finance Committee and made a motion
that all bills properly approved be allowed for payment, seconded by Alderman
Wm. Wright. Roll call vote. AYE: Aldermen George, Bender; Berry, Roy Hill,
Gibbons, Shelby Wright, Wm. Wright, Herbener, Jones, Staley, Chas. Wright,
Howard, and Martin. NAY: None. Motion carried.
Alderman Staley read the bills for the Police and Legal Committee and made a
motion that all bills properly approved be allowed for payment, seconded by
Alderman Bender. Roll call vote. AYE: Aldermen Martin; Howard, Chas. Wright,
Staley, Jones, Herbener, Wm. Wright; Shelby Wright, Gibbons, Hill, Berry,
Bender, and George. NAY: None. Motion carried.
Alderman Hill read the bills for the Street, Alley & Sidewalk Committee and
made a motion that all bills properly approved be allowed for payment, seconded
by Alderman Martin. Roll call vote. AYE: Aldermen George, Bender, Berry,
Hill, Gibbons, Shelby Wright, Wm. Wright, Herbener, Jones, Staley, Chas. Wright,
Howard, and Martin. NAY: None. Motion carried.
Alderman George read the bills for the Fire; Water and Sewer Dept. and Alderman
Wm. Wright moved that all bills properly approved be allowed for payment,
seconded by Alderman Chas. Wright. Roll call vote. AYL: Aldermen Martin,
Howard, Chas. Wright, Staley, Jones, Herbener, Wm. Wright, Shelby Wright,
Gibbons, Hill, Berry, Bender, George. NAY: None. Motion carried.
Alderman Shelby Wright read the bills for the Printing Committee and moved
that all bills properly approved be allowed for payment, seconded by Alderman
Bender. Roll call vote. AYE: Aldermen George, Bender, 'Berry, Hill, Gibbons,
Shelby Wright, Wm. Wright, Herbener, 'Jones, Staley, Chas. Wright, Howard, and
Martin. NAY: None. Motion carried.
Alderman Howard read the bills for the Building and Grounds Committee and moved
that all bills properly approved be allowed for payment, seconded by Alderman
Shelby Wright. Roll call vote. AYE: Aldermen Martin, Howard, Chas. Wright,
Staley, Jones, Herbener; Wm. Wright, Shelby Wright, Gibbons, Hill, Berry, Bender,
and George. NAY: None. Motion carried.
Alderman George read the bills for the Garbage Disposal Committee and made a
motion that all bills properly approved be allowed for payment, seconded by
Alderman Hill. Roll call vote. AYE: Aldermen George, Bender, Berry, Hill,
Gibbons, Shelby Wright, Wm. Wright, Herbener, Jones, Staley, Chas. Wright,
Howard, and Martin. NAY: None. Motion carried.
Alderman Jones read the bills for the Lights Committee and moved that all bills
properly approved be allowed for payment, seconded by Alderman Herbener. Roll
call vote. AYE: Alderman Martin, Howard, Chas. Wright, Staley, Jones, Herbener,
Wm. Wright, Shelby Wright, Gibbons, Hill, Berry, Bender, and George. NAY: None.
Motion carried.
Alderman Herbener read the bills for the Traffic Committee and moved that all
bills properly approved be allowed for payment, seconded by Alderman Staley.
Roll call vote. AYE: Aldermen George, Bender, Berry, Hill, Gibbons, Shelby
Wright, Herbener, Jones, Staley, Chas. Wright, Howard, and Martin. NAY: None.
Motion carried.
Reports of Officers for the month of May were read. Alderman Wm. Wright moved
.that they be accepted and placed on file, seconded by Alderman Martin. Oral
vote. AYE: Unanimous.

Mayor Woods called for reports of Standing Committees:
Alderman Martin introduced Mr. Mullen from the Illinois Bell Telephone Co. who
gave some data on the proposed "teletype" system for the Canton Police Depart-
ment. He stated that several surrounding counties were planning for the install-
ation of this equipment that costs between $800.00 and $900.00 per year to
operate, twenty-four hours per day, not necessary to have an operator at all
times, maintained by the Illinois Bell'Telephone Co., training of operators
done by the Illinois Bell Telephone Co., a teletype system of communication
that cannot be "bugged" bedause it is a signal type of equipment, capable of
writing sixty to one hundred words per minute. This equipment is not in oper-
ation at present but will be capable of sending and receiving messages and all
expense will be divided equally among all stations. Alderman Wm. Wright moved
that the subject be referred to the Police and Legal Committee and give a report
at the next Council meeting, seconded by Alderman Herbener. Oral vote. AYE:
Unanimous.
Alderman Herbener, reporting for Traffic Committee stated that in reference to
... Alderman Martin's complaint of traffic in the alleys between First and Second
Avenue and Chestnut and Elm Street, he had'snoken to Chief of Police Lindzey,
who, in turn, will reprimand the offenders. He'also reported that the committee
was working on the off-street parking situation.
Alderman Hill reported that he and Alderman Berry had consulted the residents
on the street in the east side of Canton desiring to be named and the majority
of the people wanted the name of 'Willow Court" and moved that the Ordinance --
first read as "Chestnut Court" be changed to read "Willow Court", seconded by
Alderman Berry. Roll call vote. AYE: Alderman Martin, Howaad, Chas. Wright,
Staley, Jones, Herbener, Wm. Wright, Shelby Wright, Gibbons, Hill, Berry,
Bender, and George. NAY: None. Motion carried. The Ordinance, asataended,
was read. Alderman Bender moved that the Ordinance be placed on its passage,
seconded by Alderman Hill. Roll call vote. AYE: Alderman George, Bender,
Berry, Hill, Gibbons, Shelby Wright.,-Wm. Wright, Herbener, Jones, Staley, Chas.
Wright, Howard, and Martin. NAY: None. Motion carried. This being Ordinance
#397.
Mayor Woods reported that the Fire and Police Commission had reported that
Arthur Knowles] Jr. had been accepted as vacation-relief fireman.
A representative of the Seventy.-day Adventist Church requested permission to
hold a Tag-Day on June 5 in the City of Canton. Alderman Bender moved that
permission be granted to hold a tag-day, seconded by Alderman Staley. Oral
vote. AYE: Unanimous.
Mayor Woods then called for reports of Special Committees- then called for
Correspondence to the Council.
A letter from the Peoria Journal Star requesting permission to use the Jones
Park on the evening of June 29 to hold a "King and Queen" contest was read.
Alderman Staley moved that the request be granted, seconded by Alderman Bender.
Oral vote. AYE: Unanimous.
A letter of thanks from Mr. J. S. Daily, Canton Works Manage;, International
Harvester Co. to the City of Canton for their participation in the I. H. C.
"Appreciation Days" was read and ordered to be placed on file.
The resignation of Robert Jennings as Street Superintendent, effective
immediately, was read. Alderman Staley moved that the resignation be accepted,
seconded by Alderman Howard. Roll call vote. AYE: Alderman Martin, Howard,
Chas. Wright, Staley, Jones, Herbener, Wm. Wright, Shelby Wright, Gibbons,
Hill, Berry, and'George. NAY: Alderman Bender. (12 AYES and 1 NAY). Motion
declared carried.
A Bond for $2000.00 for Harold E. White, Plumbing Inspector (Am. Surety Co.
of New York) properly approved by the Finance Committee was read. Alderman
Martin moved that the Bond be accepted and placed on file, seconded by Alder-
man Wm. Wright. Oral vote. AYE: Unanimous,
An Agreement for Maintenance of City Streets (Routes 78 and 9), total amount
for the canning year allotted to be $943.76 was read. Alderman Jones moved

that the Mayor and City Clerk be instructed to sign this agrement on behalf
of the City of Canton, seconded by Alderman Bender. Oral vote. AYE: Unanimous.
Alderman Howard reporting for the Building and Grounds Committee read recommen-
dations for the repairs of the old library building and moved that the City
Clerk be advised to advertise for bids to be received in her office by June 16,
1950 DST, 5:00 P. M. and to be opened at the Council meeting on that date.
Motion was seconded by Alderman Hill. Alderman Jones stated that he favored
employing an architect for ideas on the remodelling. Mayor Woods called for
Roll call vote. AYE: Alderman Martin, Howard, ' Chas. Wright, Staley, Herbener,
Wm. Wright, Shelby Wright, Gibbons, Hill, Berry, and George. NAY: Aldermen
Jones and Bender. (11 AYES and 2 NAYS) . Mayor Woods declared motion carried.
Alderman Martin reported on the roof at front of building was in need of repair.
He moved that the City Engineer be instructed to investigate what work needed
to be done and submit proposals to all tinsmiths in the City for bids to be
opened at next Council meeting, seconded by Alderman Howard. Roll call vote.
AYE: Alderman George, Bender, Berry, Hill, Gibbons, Shelby Wright, Wm. Wright,
Herbener, Staley, Chas. Wright, Howard and Martin. NAY: Alderman Jones. (12
AYES and 1 NAY). Mayor declared motion carried.
Mayor Woods submitted the name of Eldon Myers, an employee for the Street
Department for several years, for Street Superintendent to replace Robert
Jennings. Alderman Martin moved that the appointment of Eldon Myers be con-
firmed, seconded by Alderman George. Roll call vote. AYE: Alderman George,
Bender, Berry, Hill, Gibbons; Shelby Wright, Wm. Wright, Herbener, Jones,
Staley, Chas. Wright, Howard, and Martin. NAY: None. Motion carried.
Mayor Woods reported that Chief of Police planned for the spraying of mosquitos
within a few days.
A Lease between Lockla Auto Co., Canton, Illinois and the City of Canton for
the rental of two Police cars, wA,s read. Alderman Staley moved that the Mayor
and City Clerk be instructed to enter into this Agreement with the Lock Auto
Co. on behalf of the City of Canton, seconded by Alderman Bender. Roll call
vote. AYE: Alderman Martin, Howard, Chas. Wright, Staley, Jones, Herbener,
Wm. Wright, Shelby Wright, Gibbons, Hill, Berry, Bender, and George. NAY: None.
Motion carried.
Second reading of an Ordinance providing for the submission to the voters of
the City of Canton, Fulton County, Illinois, the questions of issuing $230,000.00
Waterworks Bonds and $170,000.00 Sewer Improvement Bonds. Alderman Wm. Wright
moves that the Ordinance be adopted and passed, seconded by Alderman Chas. D.
Wright. Discussions by Aldermen Herbener, Staley, Chas. Wright, and Bender
followed. Mayor Woods called for roll call vote. AYE: Aldermen George, Berry,
Hill, Gibbons, Shelby Wright, Wm. Wright, Chas. Wright, Howard, and Martin.
NAY: Aldermen Bender, Herbener, Jones, and' Staley. (9 AYES and 4 NAYS) .
Motion carried. This being Ordinance #398.
Second reading of an Ordinance pertaining to Street Improvements -- certain
portions of Maple Street and known as Canton Improvement No. 59-B. Alderman
Martin moved, since the members of the Council had copies of the Ordinance
in their possession, that the Council dispense with having the detailed data
of the Ordinance read, seconded by Alderman Wm. Wright. Oral vote. AYE:
Unanimous. Alderman Shelby Wright moved that the Ordinance be placed on its
passage, seconded by Alderman Wm. Wright. Roll call vote. AYE: Aldemen
Martin, Howard, Chas. Wright, Staley, Jones, Herbener, Wm. Wright, Shelby
Wright, Gibbons, Hill, Berry, Bender, and George. NAY: None. Motion carried.
This being Ordinance #399.
First reading of the Annual Appropriation Ordinance -- total amount --
$618,888.00. Mayor Woods recommended that this Ordinance lay over until the
next meeting.
Mayor Woods reported a motion to instruct the City Clerk to open and read bids
for Street Improvement work on Fulton Place, Anderson Place and Royal Court
would be in order. Alderman Shelby Wright moved that the City Clerk be
instructed to open these bids, seconded by Alderman Martin. Oral vote: AYE:
Unanimous. Bids opened: W. L. Miller Co., Elvaston, Illinois in the amount
of $1,908.62. It was recommended that the matter be referred to the Street
and Alley and Finance Committees and report back to the Council.
Alderman Wm. Wright moved for adjournment, seconded by Alderman Hill. Oral vote:
AYE: Unanimous. Canton City Council adjourned at 10:35 P. M.
