HomeMy WebLinkAbout05-19-1959 Council Meeting Minutes i4 May 193 1959 Canton City Council met on May 19, 1959 at 7:35 P. M. in the City Council Room. Present: Mayor Woods, Alderman Martin, Howard, Chas. Wright, Staley, Jones, Herbener, Wm. Wright, Long, Shelby Wright, Roy Hill, Berry, Bender, and George. Absent: Alderman Gibbons. Minutes of the two previous meetings were read and approved to be placed on file. Alderman Martin reopened the subject of the "teletype" system for the Police Department and made a motion that the Council consider the acceptance of this service, seconded by Alderman Berry. Alderman Wm. Wright recommended that this project be referred to the Police and Legal and Finance Committees. Dis- cussion followed and Mayor Woods suggested that a representative of the Illinois Bell Telephone Co. should appear before the Council giving more detailed report. Alderman Martin withdrew his motion. Second reading of an Ordinance pertaining to the naming of a street in the east part of the city. Alderman Hill moved that the Ordinance be amended -- from Chestnut Court to Willis Court, seconded by Alderman Jones. Discussion followed and Alderman Hill withdrew his motion. Alderman Staley moved that the Ordinance be given consideration at the next council meeting, seconded by Alderman Hill. Oral vote. AYE: Unanimous. Mayor Woods reported that the Fire and Police Commission had recommended Ronald D. Pavley and Richard Allen Ellsworth as Policemen during the vaeation period. Alderman Howard reported that the Building & Grounds Committee had met several times but had not made definite plans for the publishing of bids. Alderman Hill, reporting for the Street & Alleys Committee stated that the low bid, that of the W. A. Miller Col, Elvaston, Ill. in the amount of $8894.00 had been accepted by the committee, recommended that improvements on Fulton Place, _ Royal Court and Anderson Place, approximate cost to be $1915.00) be added to this project and moved that the entire project be given to the W. A. Miller Co., seconded by Alderman Long. Discussion followed and Alderman Hill withdrew his motion and moved that the low bid of the W. A. Miller Co, in the amount of $8894.00 be accepted and that the Mayor and City Clerk be instructed to enter into a contract with this firm. Motion was seconded by Alderman Long. Roll call vote. AYE: Alderman George, Bender, Berry, Hill, Shelby Wright, Long, Wm. Wright, Herbener, Jones, Staley, Chas. Wright, Howard, and Martin. NAY: None. Motion carried. Y Alderman Martin, seconded by Alderman Chas. Wright, moved that the Council advertise for bids for the street improvement of Fulton Place, Royal Court and Anderson Place -- to be received in the City Clerk's office by 5:00 P.M., DST. on June 2, 1959 and opened at the Council meeting on that date. Oral vote. AYE: Unanimous. Alderman Jones inquired about oiling and gravelling of streets that needed repair and suggested that the Finance, Street & Alley Committees meet and re- port to the next Council meeting. Aldermam Howard requested the Lights Committee to investigate the need for a street light on Third Avenue between Ash and Olive Streets and was informed that investigation was to be made that evening. Mayor Woods then called for reports of Special Committees% Mayor Woods then called for correspondence: A "Civil Action" suit by Virgil L. Daily for damages for supposed injuries sustained on Feb. 83 1959 was read. Attorney McMunn stated that his copy of the notice had been mailed to the Insurance Company. Recommendations of the Board of Local Improvements for street improvement on Maple Street from Main Street to Second Avenue was read. A copy of the Ordinance to be made for each of the Alderman and brought to the attention of the Council at the next meeting -- this known as "Canton Pavement Improvement #59-B". 7C (May 19, 1959, Continued) Alderman Wm. Wright inoquired what, if any, legal action could be taken to black-top a portion of South Main Street (that portion not in the City Limits), Attorney McMunn stated that it might be possible to have that portion "annexed" to the City. Alderman Martin read the bonds of appointed City Personnel and moved that these bonds, properly approved be accepted an(!. placed on ii1_?, seco:nl.ed by Alderman Bender. Oral vote. AYE: Unanimous,. Ma~ or Woods reported that Jeffrey Swan and Roger McIntire had been appointed as life guards at Lake Canton. Alderman'Wm. Wright moved that the appointments be approved, seconded by Alderman Martin. Mayor Woods reported that he had not received a report of the Fire and Police Commissioners regarding the appointment of a vacation-period fireman. -+ First reading of an Ordinance for submission to the voters of the City of Canton, the question of issuing $230,000 Waterworks Bonds and $170,000 Sewer Improvement Bonds. Discussion followed. Explanation of the Ordinance by Attorney McMunn "* and a statement that a copy of said Ordinance would be provided to each of the Aldermen for the next meeting. Alderman Martin recommended that the Traffic Committee investigate the accident risk in the cement alley between First and Second Avenue and Elm and Chestnut Street. Alderman Wm. Wright inquired about the repair work on railroad crossings -- said work not yet completed. Mayor Woods requested Chief of Police Lindzey to call the Galesburg office. Alderman Jones reported that the "Bargain Barn", corner of West Locust Street and Avenue C was a deplorable sight and moved that the matter of cleaning up this location be referred to the City Attorney and report back to the Council, seconded by Alderman Herbener. Oral vote. AYE: Unanimous. Alderman Staley reported that a number of sidewalks around the square were not safe and Mayor Woods stated that he would request the City Engineer to inspect same.
