Present: Mayor Woods, Alderman Sebree, Martin, Miller, Jones, Wm. Wright , Turner, Shelby Wright, Roy Hill, Lester Hill, and Bender. Absent: Alderman Lundry. Minutes of the previous meeting were read and approved to be placed on file. i Alderman Miller read the bills for the Police and Legal Committee and made a motion that all bills properly approved be allowed for payment, seconded by Alderman Martin. Roll call vote. AYE: Alderman Bender, Lester Hill, Ray Hill, Shelby Wright, Turner, Wm. Wright, Jones, Miller, Martin, and Sebree. NAY: None. Motion carried. Alderman Lester Hill read the bills for the Finance Committee and made a motion that all bills properly approved be allowed for payment, seconded by Alderman Turner. Roll call 'tote. Alderman Turner read the bills for the Street, Alley and Sidewalk Committee and y; made a motion that all bills properly approved be allowed for payment, seconded by Alderman Lester Hill. Roll call vote. AYES Alderman Bender, Lester Hill, - % Roy Hill, Shelby Wright, Turner, Wm. Wright, Jones, Miller, Martin, and Sebree. NAY: None. Motion carried. Alderman Lester Hill read the bills for the Fire, Water and Sewer Department and made a motion that all bills properly approved be allowed for payment, seconded by Alderman Wm, Wright. Roll call vote. AYE: Alderman Sebree, Martin, Miller, Jones, Wm. Wright, Turner, Shelby Wright, Roy Hill, Lester Hill, and Bender. NAY: None. Motion carried. Alderman Shelby Wright read the bills for the printing Committee and made a motion that all bills properly approved be allowed for payment, seconded by Alderman William Wright. Roll call vote. AYE: Alderman Bender, Lester Hill, Roy Hill, Shelby Wright, Turner, Wm, Wright, Jones, Miller, Martin, and Sebree. NAY: None. Motion carried. Alderman Bender read the bills for the Building and Grounds Committee and made a motion that all bills properly approved be allowed for payment, seconded by Alderman Miller. Roll call vote. AYE: Alderman Sebree, Martin, Miller, Jones, Wm. Wright, Turner, Shelby Wright, Roy Hill, Lester Hill, and Bender. NAY: None. Motion carried. Alderman Roy Hill read the bills for the Garbage Disposal Department and made a motion that all bills properly approved be allowed for payment, seconded by Alderman Bender. Roll call vote. AYE: Alderman Sebree, Martin, Miller, Jones., Wm. Wright, Turner, Shelby Wright, Roy Hill, Lester Hill, and Bender. NAY: None. Motion carried. Alderman Jones read the bills for the Lights Committee and made a motion that all bills properly approved be allowed for payment, seconded by Alderman Miller. Roll call vote. AYE: Alderman Sebree, Martin, Miller, Jones, Wm. Wright, Turner, Shelby Wright, Roy Hill, Lester Hill, and Bender. NAY: None. Motion carried. Alderman Martin read the bills for the Traffic Committee and made a motion that all bills properly approved be allowed for payment, seconded by Alderman Sebree. Roll call vote. AYE: Alderman Bender, Lester Hill, Roy Hills Shelby Wright, Turner, Wm. Wright, Jones, Miller, Martin, and Sebree. NAY: None. Motion carried. Reports of the Officers for the month of April and also the reports for the year ending April 30,1959 were read. Alderman Lester Hill moved that these reports be accepted and placed on file, seconded by Alderman Bender. Oral vote. AYE: Unanimous, Alderman Roy Hill stated that due to a misunderstanding the salaries for the employees in the Garbage Disposal Department should have been increased $2.00 per week instead oelthe $1.90 per hour stated in the Ordinance #396A. He moved that this $.05 per hour increase be allowed to the employees of the Garbage Disposal Department, seconded by Alderman Bender. Roll call vote. AYE: Alderman Sebree, Martin, Miller, Jones, Wm, Wright, Turner, Shelby Wright, Roy Hills Lester Hill, and Bender. NAY: None. Motion carried. Alderman Martin inquired regarding the Capitol Equipment bill and was informed that same was included in the bills for the month of April. 7 k� yL- Mayor Woods called for Correspondence: A letter from the Keresotas Theatres requesting a decrease in the license fee for the Capitol Theatre was read. Alder- man- Wm. Wright made a motion that this matter be laid over until the next meeting, seconded by Alderman Bender. Oral vote. AYE: Unanimous, A Resolution for the transfer of funds was read. Alderman Wm. Wright moved that the Resolution be adopted, seconded by Alderman Lester Hill. Roll call vote. AYE: Alderman Bender, Lester Hill, Roy Hill, Shelby Wright, Turner, Wm. Wright, Jones, Miller, Martin, and Sebree. NAYS None. Motion carried. This being Resolution #246. A 'Lease for the area (approximately fourteen acres) at the north end of Lake Canton, for five years at $25.00 per year (with option for renewal) was read. Alderman Lester Hill made a motion that the Mayor and City Clerk be instructed to sign this lease on behalf of the City of Canton, seconded by Alderman Bender. Roll call vote. AYE: Alderman Sebree, Martin, Miller, Jones, Wm. Wright, Turner, Shelby Wright, Roy Hill, Lester Hill, and Bender. NAY: None. Motion carried. First reading of an Ordinance pertaining to the naming of a new street in the eastern part of the city -- calling same Chestnut Court. Alderman Wm. Wright moved that the rules be suspended, secon b Alderman Shelby Wright. Alderman Bender recommended that the Ordinance bet' ° i until the next meeting when some of the new council members had investigated the matter. Alderman Wm. Wright withdrew his motion. Wright, Long, Shelby Wright, Gibbons, Roy Hill, Berry, Bender, and George. Absent: None. Rev. Wm. D. Anderson, Presbyterian Minister, led in prayer. Mayor Woods welcomed the new members of the Council and stated the duties of each of the Official committees. Mayor Woods appointed the Standing Committees for the years FINANCE: Martin, Wm. Motion carried. 377 May 5, 1959 Alderman Staley requested permission for retiring Aldeman Miller to speak to the Council. Mr. Miller commended the members of the Council he had been priveleged to work with and read a poem from Rupert Kipling to the new Council members. Alderman Bender moved that all previous bids on the repair work on the old library be cancelled and was informed that these bids were automatically cancelled. Alderman Wm. Wright reported that a traffic light on Linn and Third Avenue was i out of Commission and was informed by Chief of Police Lindzey that same would be repaired soon at the expense of the person who damaged the light. Mayor Woods reported that as soon as a strike was settled, the work on East Chestnut Street could be completed. Alderman Martin moved that the City Clerk be instructed to open bids for repair -, of streets project, seconded by Alderman Wm. Wright. Oral vote. AYE: Unanimous. Bids read: Geo. E. Wright moved that the bids be referred to the Street & Alley Committee r; for study and report to the next meeting. Motion seconded by Alderman Staley. ` Oral vote. AYE: Unanimous. Alderman Bender requested the lights committee to investigate the need for street lights on Fourteenth Avenue. Alderman Staley stated that the residents on West Locust Street Limits, recently added to the City proper, needed water in that territory. He moved that the City Engineer be instructed to make plans and estimates and as soon as funds are available for the project -- the work could be started, seconded by Alderman Chas. Wright. (Alderman Bender requested the same service for the Fourteenth Avenue Territory). Roll call vote on the West Locust project: AYE: Alderman George, Bender, Berry, Hill, Gibbons, Shelby Wright, Long, Wm. Wright, Herbener, Jones, L i Staley, Chas. Wright, Howard, and Martin. NAY: None. Motion carried. Alderman Wm. Wright inquired about Obligation Bonds -- and when this subject should be brought to the floor. Attorney McMunn stated that the early part of June would be a good time for this project -- and that a special election would have to be called for them. Alderman Wm. Wright inquired about the campletion time of the new Ordinance books. Same to be ready some time this summer. Alderman Staley inquired about the zoning of the Main Street area -- in regard to so many new filling stations being erected. The zoning map was brought to the Council floor for review. Alderman Wm. Wright reported that some people had been swimming at Lake Canton and recommended that no swimming be allowed until the life guard begins his duties. Alderman Bender reported that no barrels were roped off at the north end of the lake for the protection of fishermen, and was informed'that same would be com- pleted in a very short time.
