HomeMy WebLinkAbout12-02-1958 Council meeting Minutes Dec. 2, 1958 Canton City Council met on Dec. 2, 1958 at 7:05 P. M. in the City Council Room. Roll call. Present: Mayor Woods, Alderman Sebree, Martin, Lundry, Miller, Jones, Wm. Wright, Turner, Roy Hill, Lester Hill, and Bender. Absent: Alderman Shelby Wright. Minutes of the previous meeting were read and approved to be placed on file. Alderman Lundry read the bills for the Finance Committee and made a motion that all bills properly approved be allowed for payment, seconded by Alderman Lester Hill. Roll call vote. Aye: Alderman Bender, Lester Hill, Roy Hill, Turner, Wm. Wright, Jones, Miller, Lundry, Martin, and Sebree. NAY: None. Motion carried. Alderman Miller read the bills for the Police� arid Legal Committee and made a motion that all bills properly approved be allowed for payment, seconded by Alderman Jones. Roll call vote. AYE: Alderman Sebree, Martin, Lundry., Miller, Jones, Wm. Wright, Turner, Roy Hill, Lester Hill, and Bender. NAY : None. Motion carried. Alderman Turner read the bills for the Street, Alley and Sidewalk Committee and made a motion that all bills properly approved be allowed for payment, seconded by Alderman Roy Hill. Roll call vote. AYE: Alderman Bender, Lester Hill, Roy Hill, Turner, Wm. Wright, Jones, Miller, Lundry, Martin, and Sebree. NAY: None. Motion carried. Alderman Jones excused at 7:18 P. M. Alderman Lester Hill read the bills for the Fire, Water and Sewer Committees and made a motion that all bills properly approved be allowed for payment, seconded by Alderman Lundry. Roll call vote. AYE: Alderman Sebree, Martin, Lundry, Miller, Wm. Wright, Turner, Roy Hill, Lester Hill, and Bender. NAY: None. Motion carried. Alderman Bender read the bills for the Building and Grounds Committee and made a motion that all bills properly approved be allowed for payment, seconded by Alderman Martin. Roll call vote. AYE: Alderman Bender, Lester Hill, Rohr Hill, Turner, Wm. Wright, Miller, Lundry, Martin, and Sebree. NAY: None. Motion carried. Alderman Roy Hill read the bills for the Garbage Disposal Committee and made a motion that all bills properly approved be allowed for payment, seconded by Alderman Miller. Roll call vote. AYE: Alderman Sebree, Martin, Lundry, Miller, Wm. Wright, Turner, Ro-% T?ill, Lester Hill, and Bender. NAY: None. Motion carried. Alderman Lester Hill read the bills for the Lights Committee and made a motion that all bills properly approved be allowed for payment, seconded by Alderman Bender. Roll call vote. AYE: Alderman Bender, Lester Hill, Roy Hill, Turner, Wm. Wright, Miller, Landry, Martin, and Sebree. NAY: None. Motion carried. Alderman Martin read the bills for the Traffic Committee and made a motion that all bills properly approved be allowed for payment, seconded by Alderman Lundry. Roll call vote. AYE: Alderman Sebree, Martin, Lundry, Miller, Wm. Wright, Turner, Roy Hill, Lester Hill, and Bender. NAY: None. Motion carried. Reports of the Officers were read. Alderman Lester Hill moved that they be approved and placed on file, seconded by Alderman Bender. Oral vote. AYE: Unanimous. Mayor Woods then called for reaorts of Standing Committees Special Committees, and Correspondence. Mayor Woods reported that the Mid-States Liquid Fertilizing Co., home office in Bushnell, Illinois definitely planned to build three storage tanks for a bulk station immediately and later to build a manufacturing plant. He stated that this firm had good financial backing and that Howard Booth was to be the Canton Manager. Alderman Lundry moved that the Council instruct the Water Department to procede with the installation of a four-inch water main to that sites seconded by Alderman Sebree. Roll call vote. AYE: Alderman Bender, Lester Hill, Roy Hill, Turner, Wm. Wright, Miller, Lundry, Martin, and Sebree. NAY: None. Motion carried. Mayor Woods reported that the Plumbing Inspector should be instructed not to turn on water in new buildings until a Building Permit had been paid. Alderman Bender reported on the Old Library -- that a Mr. John Powell could be hired for $2.25 per hour to paint, repair, reseal floors and re- grain the steps (work to be completed in 60 to 90 working days). Paint from Sherwin Williams Paint Co. in five-gallon lots at $3.55 per gallon. Alderman Bender made a motion that the Building and Grounds Committee be instructed to procede with this work, seconded by Alderman Lester Hill. Roll call vote. AYE: Alderman Sebree, Martin, Lundry, Miller, Wm. Wright, Turner, Roy Hill, Lester Hill, and Bender. NAY: None. Motion carried. Alderman Martin made a motion that the Ordinance of "No Parking" be removed from the table (first read on Oct. 7, 1958) and presented to the Council for action, seconded b; Alderman Lundry. Roll call vote. AYE: Alderman Bender, Lester Hill, Roy Hill, Turner, Win. Wright, Miller, Lundry, Martin, and Sebree. NAY: None. Motion carried. Alderman Martin moved that the rules be suspended and that the Ordinance be placed on its passage, seconded by Alderman Lundry. Roll call vot4lf ,Alderman Sebree, Martin, Lundry, Wm. Wright, Turner, Roy Hill, Lester Hill, and Bender. NAY: Alder- man Miller. (8 AYES and 1 NAY), Motion carried. Alderman Turner moved that an amendment to the Ordinance "That, except for Sunday, it shall be unlawful for any person, firm or cor- oration to park any vehicle on the following streets in the City of Canton, Illinois"; Alderman Roy Hill seconded the amendment to the Ordinance. Roll call vote F. Alderman Bender, Lester Hill, Roy Hill, Turner, Wm. Wright, Lundry, Martin, and Sebree. NAY: Alderman Miller (8 AYES and 1 NAY). Amendment carried. Alderman Martin made a motion that the Ordinance, as amended, be placed on its passage, seconded by Alderman Lester Hill and Turner. Roll call vote. AYE: Alderman Sebree, Martin, Lundry, Miller, Wra. Wright, Turner, Roy Hill, Lester Hill, and Bender. NAY: None. Motion carried. A Resolution providing for the retirement of certain municipal indebtedness by the use of motor fuel tax funds -- total amount of $52,889.35 -- was read. Aldermen Lundry moved for the Adoption of this Resolution, seconded by Alder- man Turner. Roll call vote. AYE: Alderman Bender, Lester Hill, Roy Hill, Turner, Wm. Wright, Miller, Lundry, Martin, and Sebree. NAY: None. Motion carried. This being Resolution #233. City Attorney McMunn gave a report of a telephone conversation with Senator "Mac" Downing of Macomb regarding the Legislative Act regarding the number of Alderman on each City Council. He stated that the law, recently passed, will not change the quota of Alderman in the Canton City Council at this time. Alderman Bender reported on the meeting of the Finance and Building and Grounds Committees -- that they considered the Tink property on Van Buren Court too high but that Mr. Tink was not willing; to reduce his price). Alderman Lundry moved that the Council adjourn, seconded by Alderman Bender. Canton City Council adjourned at 8:03 P. M.
