Roll call. Present: Mayor Woods, Alderman Sebree, Martin, Lundry, Miller, Wm.
Wright, Turner, Shelby Wright, Roy Hill, and Lester Hill. Absent: Alderman
Jones and Bender.
Minutes of the previous meeting were read and approved to be placed on file.
Mayor Woods thanks the members of the City Council and also the public for the
courtesies and kindness extended to him and his family during their recent
bereavement.
A Petition requesting permission to operate a nursing home in the property located
on West Locust Street and Avenue B. Alderman Martin moved that the Petition be
granted, seconded by Alderman Sebree. Roll call vote. AYE: Alderman Lester
Hill, Roy Hill, Shelby Wright, Turner, Wm. Wright, Miller, Lundry, Martin and

Sebree. NAY: None. Petition granted.
... An Order and Ordinance regarding the Annexation of a territory known as the
Eastern Star Addition to the City of Canton was read. Attorney Chester Claudon
explained the details of boundry lines of this territory. Alderman Turner
made a motion that the rules be suspended, seconded by Alderman Lester Hill.

Wright, Roy Hill, and Lester Hill. NAY: None. Motion carried. Alderman
Turner moved that the Ordinance be placed on its passage, seconded by Alderman
Lester Hill. Roll call vote. AXE: Alderman Lester Hill, Roy Hill, Turner, Wm.
Wright, Miller, Lundry, Martin, and Sebree. NAY: Alderman Shelby Wright. (8
AYES and 1 NAY). Motion carried. This being Ordinance #384.
A Petition and Ordinance regarding the Annexation of certain property located
in the Eastern Star Addition was read. Alderman Lester Hill made a motion that
the rules be suspended, seconded by Alderman Turner. Roll call vote. AYE:
Alderman Sebree, Martin, Lundry, Miller, Wm. Wright, Turner, Shelby Wright,
Roy Hill, and Lester Hill. NAY: None. Alderman Lester Hill moved that the
Ordinance be placed on its passage, seconded by Alderman Martin. Roll call vote.
AYE: Alderman Lester Hill, Roy Hill, Shelby Wright, Turner, Wm. Wright, Miller,
Lundry, Martin, and Sebree. NAY: None. Motion carried. This being Ordinance #385.
Mayor Woods called for reports of Standing Committees:
Mrs. Opal 'Davies and Mrs. Henrietta Fillingham requested permission for the
Veterans of Foreign Wars to hold a "Poppy Tag-Day" on the afternoon of Nov. 7
and on Nov. 8. Alderman Turner moved that the request be granted, seconded
by Alderman Miller. Oral vote. AYE: Unanimous. Permission granted.
Alderman Martin reported for the Traffic Committee -- they recommended that
there be no more "gratis" parking place meters granted, a stop sign to be
Placed on Martin Avenue and Walnut Street was rejected by the Committee, and,
after a trial use of parking meters on Main Street by the ;National Bank of
Canton, Mr. Stevens has relinquished the use of one of these meters for City
use.
Mayor Woods reported that two blocks on East Maple Street from Main to Second
Avenue was in need of black-topping. Alderman Shelby Wright stated that not
enough persons had signed this Petition for any action to be taken at this time.
Mayor Woods reminded the Council of the Illinois Municipal Convention to be
held Nov. 9, 10, and 11th in Springfield.
Mayor Woods reported on the film shown by the Standard Oil Co. regarding the
treatment of trees affected with the Dutch Elm Disease -- stating that
spraying in the fall or early spring was recommended.
Mayor Woods attended a Mayor Association meeting held in Pekin recently and
reported on a film shown by Bob Holden on his tour of Russia and recommended
that the Canton City Council should have a dinner meeting and invite 'Mr. Holden
to show these films.
Chief of Police Lindzey reported on the meeting held Oct. 9 in Macomb -- a
meeting requested by the Associated Police Commission and sponsored by the

Federal Communications Commission. This Commission recommends a change of
radio communications to be partially completed by Aug. 1960 and fully com-
pleted by 1963. It was recommended that new equipment would be preferable
and would cost approximately $3500.00 or $11000.00.
Mayor Woods then called for reports of Special Committees:

The City Clerk read a letter from John W. Reichert thanking the City of
Canton for permitting the lights to be turned on the bandstand on Friday
evenings.
A card of thanks from the Oscar Woods Families was read.
A Resolution for additional contract street lighting -- Corporation Street
and Fourth Avenue was read. Alderman Lester Hill moved for the adoption of
this Resolution, seconded by Alderman Miller. Roll call vote. AYE: Alderman
Sebree, Martin, Lundry, Miller, Wm. Wright, Turner, Shelby Wright, Roy Hill,
and Lester Hill. NAY: None. Motion carried. Resolution #231.
A Resolution for additional contract street lighting -- between Ash and
Olive Streets on Third Avenue was tabled and a substitute Resolution was
recommended. Alderman Lundry moved that the Central Illinois Public Service
Co. draw up a new Resolution for a street light on Sycamore and First Avenue,
seconded by Alderman Sebree. Oral vote. AYE: Unanimous.
A letter from Crawford, Murphy and Tilly, Consulting Engineers, Springfield,
Illinois explaining the need for a new agreement for engineering services --
identical with one dated Dec. ?, 1955. Five copies of this Agreement were
inclosed to be sign and returned. Alderman Lundry moved that the Mayor and
City Clerk be authorized to enter into this Contract with Crawford, Murphy,
and Tilly for Engineering services, seconded by Alderman Lester Hill. Roll
call vote. AYE: Alderman Lester Hill, Ray Hill, Shelby Wright, Turner, Wm. A.
Wright, Miller, Lundry, Martin, and Sebree. NAY: None. Motion carried.
Alderman Martin reporting for the Traffic Committee stated that Chief of
Police Lindzey reported the need of replacing some narking meters. Alderman
Martin moved that one hundred meters be purchased, seconded by Alderman
Lundry. Roll call vote. AYE: Alderman Sebree, Martin, Lundry, Miller, Wm.
Wright, Turner, Shelby Wright, Roy Hill, and Lester Hill. NAY: None. Motion
carried.
A local youth, Dale Moore, requested permission to hold a tag-day on Nov. 15
for the purpose of raising money for the preparation of plans for a public
museum to be built in Canton. Alderman Lundry moved that the request be
granted, seconded by Alderman Martin. Oral vote. AYE: Unanimous. Motion
carried.
Alderman Lundry moved that the Council adjourn, seconded by Alderman Miller.
Oral vote. AYE: Unanimous. Canton City Council adjourned at 8:35 P. M.
