Canton City Council met in the Council Room on April 15, 1958 at 7:32 P. M.
Roll call: Present: Mayor Woods, Alderman Sebree, Martin, Lundry, Miller
Wm. Wright, Turner, Shelby Wright, Roy Hill, Lester Hill, and Bender. Absent:
Alderman Swick and Jones.
Minutes of the previous meeting were read and approved to be placed on file.
Mayor Woods reported on a meeting he and Street Superintendent Robert Jennings
had attended at the Division of Highways office in Peoria that day. He stated
that Federal funds were available for paving improvements on Fifth Avenue,
Locust Street and North Main Street if the City Council approved; the Government
to assume cost of consulting engineers, catch basins, hydrants, storm sewers,
and street lights. This project would cost between $500,000.00 and $600,000.00
with no cost to the city except 16 feet on South Fifth Avenue the City would
have to purchase. Alderman Turner made a motion that the City go along with
this proposal by, the Division of Highways, seconded by Alderman Lundry. Roll

Mayor Woods reported that Sam Sebree had made a request for a tag-day to be
held
on
April 26 1958 -- Cancer
s Drive benefit. Alderman Martin moved that
the request be granted, seconded by Alderman Lester Hill and Miller. Oral
vote. AYE: Unanimous. Request granted.
A note of thanks from the E. L. Brasel family was read.

A letter frown the American Public Works Association, 1313 E. 60th St., Chicago
37, Illinois was read regarding membership in that organization. Alderman
Lundry made a motion that the matter be referred to the Finance Committee and
City Attorney. Seconded by Alderman Miller. Oral vote. AYE: Unanimous.
Alderman Lundry reported that Raymond Wehrmeister, Certified Public Accountant,
Galesburg, Illinois submitted a proposal to audit the City of Canton books for
$500.00 and the Cembtery books for $$5.00 and that Mr. George Hocker, Certified
Public Accountant, Canton, Illinois submitted a proposal to audit the City of
Canton books, including the Cemetery books, for $500.00 Alderman Lundry made a
motion that the City Council employ Mr. Hocker for the 1957-1958 auditing, s
seconded by Alderman Lester-Hill. Roll call vote. AYE: Alderman Sebree,
Martin, Lundry, Miller, Wm. Wright, Turner, Shelby Wright, Roy Hill, Lester
Hill, and Bender. NAY: None. Motion carried.
Second reading of an Ordinance pertaining to increase in employees salaries.
Alderman Lester Hill made a motion to amend Sec. 7, City Engineer, to read
$8000.00, seconded by Alderman Bender. Roll call vote. AYE: Alderman 8"
Bender,
Lester Hill, Roy Hill, Shelby Wright, Turner, Wm. Wright, Miller, Lundry, Martin
and Sebree. NAY: None. Motion for amendment carried. Alderman Lester Hill
made a motion that the Ordinance, as amended, be placed on its passage, seconded
by Alderman Bender. Roll call vote. AYE: Alderman Sebree, Martin, Lundry,
Miller, Wm. Wright, Turner, Shelby Wright, Roy Hill, Lester Hill, and Bender.
NAY: None. Motion carried. This being Ordinance #368.
An Easement between Joseph Dwvorak and Agnes Dwvorak and the City of Canton
in consideration of $400.00 for the purpose of constructing and maintaining a
storm water pipe or drain in the Dwvorak property was read. Alderman Lundry
moved that the Council accept the Easement and pay the $400.00, seconded by
Alderman Martin. Roll call vote. AYE: Alderman Bender, Lester Hill, Roy Hill,
Shelby Wright, Turner, Wm. Wright, Miller, Lundry, Martin and Sebree. NAY: None.
Motion carried.
City Attorney Lawrence McMunn reported that both Canton banks were agreeable to
handle general obligation bonds and indicated that they would have a maturity
over a ten-year period and callable after the first year, such bonds subject to
the approval of Chapman and Culter of Chicago, Illinois.
First reading of an Ordinance prohibiting raising, pasturing, keeping or
maintaining within the territorial limits of the City of Canton, any horse,
pony, mule, cow, sheep, goat or chicken within 150 feet of any building used
as a dwelling or residence. Alderman Bender moved that the rules be suspended,
seconded by Alderman Wm. Wright. Roll call vote. AYE: Alderman Sebree,
Martin, Lundry, Wm. Wright, Turner, Shelby Wright, Ray Hill, and Bender. NAY:
Alderman Miller and Lester Hill (AYE 81 NAY 2) Motion to suspend rules
carried. Alderman Bender moved that the Ordinance be placed on its passage,
seconded by Alderman Roy Hill. Roll call vote. AYE: Alderman Bender, Roy
Hill, Shelby Wright, Turner, Lundry, Martin and Sebree. NAY: Alderman Lester
Hill, Wm. Wright, and Miller.
(AYE: 7, NAY 3, Alderman Woods votes "AYE". Motion carried:3e/
Alderman Lester Hill made inquiry about the tire shop on North First Avenue.
Mayor Woods informed him that the Fire Marshall was supposed to come to Canton
and demand that the rear of the building be cleaned up and that the changing of
tires take place there. Mayor Woods asked Chief of Police Lindzey to tell Mr.
Riley to report to his office on April 162 1958 at 3:30 P. M.
Mayor Woods brought up the subject of the building on the corner of First Avenue
and Chestnut Street and Mr. McMunn stated that, since the owner lived in
California, there were just two things that could be done -- an injunction or
a Lein (the City to repair same and then force a sale). Mr. Jennings inquired
about being called to work at various times on said building. Mayor Woods informed
him that he would give him the orders.
Alderman Turner made a motion that the Elgin Street Sweeper be purchased because
repairs on that sweeper could be purchased in Canton, seconded by Alderma
P n Lundry.

Alderman Miller moved an amendment to that motion b-- to e held over until the
next Council meeting in order that members of the Council make further study re-
garding each sweeper's qualifications, seconded by Alderman Roy Hill. Alderman
Lester Hill recommended that each manufacturer dem onstrate his sweeper, but was
informed by salesmen that although it was very expensive, it could be arranged,
however, the committee had the full details of the machines. Roll call vote.
AYE: Alderman Sebree, Martin, Miller, Wm. Wright, Shelby Wright, and Ray Hill,
NAY: Alderman Lundry, Turner, Lester Hill, and Bender. (AYES 61 NAYS 4).
Motion carried to hold decision on sweeper until next Council meeting.
Alderman Miller made a motion for adjournment, seconded by Alderman Wm. Wright.
Canton City Council adjourned at 8:49 P. M.
