Canton City Council_ met Dec. 3, 1957, 7:05 ' . in the City Council Room.
Roll call with the following present: Hayor Woods, Alderman Sebree, Martin,
Swick, Lundry, Miller, Jones, Tinkk, vd�. Wright, 'Turner, Shelby Wright, Roy
Hill, Lester Hill, and Bender. Absent: alone.
Alderman Turner excused at 7:08 P. M.
Minutes of the previ pus meeting were read and a,�proved for filing.
Alderman Lunar, read the.bills for the Finance Committee and made a motion
that all bills nroner_1_y approved be allowed for na;ment, seconded bir
Alderman Wm. Wri.rht. Roll call vote. AYE: Alderman Bender, Lester will, j
Roy Hill., Shelby Wright, Wrn. Wright, Tink, Jones, Miller, Lundry, Swick,

Alderman Miller read the bills for the Police and Legal Department and made
a motion that all bills properly approved be allowed for payment, seconded by
Alderman Swick. Roll call vote. AYE: Alderman Sebree, Martin, Swick, Lundry,
Miller, Jones, Tink, Wm. Wright, Shelby Wright, Roy Hill, Lester Hi111 and
Bender. NAY: None. Motion carried.
Alderman Lundry read the bills for the Street, Alley and Sidewalk Committee
and made a motion that all bills properly approved be allowed for payment,
seconded by Alderman P•Iartin. Roll call vote. AYE: Alderman Bender, Lester
Hill, Roy Hill, Shelby Wri_p-Int, :aright, Tiro, Jones, Miller, Lundry,
Swick, Martin, and Sebree. NAY: Clone. Motion carried.
Alderman Lester Hill read the bills for the Fire, Water and Sewer Denartments
and made a motion that all bills properly annroved be allowed for payment,
seconded b;.T Alderman Bender. Roll call vote. Al,'-,- Alderman Sebree, Martin.,
Swick, Lundry, Miller, Jones, Tink, -h. Wright, Shelby Wright, B.oy Hill.,

Alderman Shelby Wright read the bills for the Printing Committee and made a
motion that all bills properly annroved be allowed for payment, seconded by
Alderman Miller. Roll call vote. AYE- Alderman Bender, Lester Hill, Roy
Hill, Shelby Wright, Wm. Wright, Tink, Jones, Miller, Lundry, Swick, Martin,
and Sebree. NAY: Pone. :lotion carried.
Alderman Bender read the bills for the Building and Grounds Committee and
made a motion that all bills properly approved be allowed for payment,
seconded by Alderman Swick. Roll call vote. AYE: Alderman Sebree, Martin,
Swick_, Lundry, Miller, Jones, Tink, Wrn. Wright, Shelb- Wright, Roy Hill,
Lester Hill, and Bender. NAY: None. Motion carried.
Alderman Roy Hill read the bills for the Garbage Disnosal Department and
made a motion that all bills properly annroved be allowed for payment,
seconded by Alderman Shelby Wright. Roll call vote. AYE: Alderman Bender,
Lester Hill, Roy Hill, Shelby Wright, Wi. Wright, Tiny, Jones, Miller,
Lundry, Swick, Martin, and Sebree. NAY: Motion carried.
Alderman Sebree read the bills for the Lights Committee and made a motion
that all bills nronerly approved be allowed for payment, seconded by
Alderman Martin. Roll call vote. AYE: Alderman Sebree, Martin, Swick,
Lundry, Miller, Jones, Tink, Wm. Wright, Shelb„ Wright, Roy Hill, Lester
Hill, and Bender. NAY: None. Motion carried.
Alderman Jones read the bills for the Traffic Denartment and made a motion
that all bills properly approved be allowed for paymment, seconded by
Alderman Bender. Roll call vote. AYE: Alderman Bender, Lester Hill, Roy
Hill, .Shelby Wright, Wm. Wright, Tink, Jones, i°Tiller, Lundry, Swick, Martin,
and Sebree. PLAY: None. Motion carried.
Reports for November were read for the following Departments: City Treasurer,
Chief of Police, Plumbing -nspector, Water and Sewer Department, Water
Treatment Plant, Sewage Treatment Plant, and Treasurer of the Fire Departmento
Alderman Roy Hill_ moved that these reports be accepted and placed on file,
seconded by Alderman Lundry. Verbal vote. AYE: Unanimous. Motion carried.

Mayor Woods then called for reports of the Standing Committees: Alderman
Jones reported that the Traffic Committee had met regarding the "off-street"
parking situation and would have a report to make at the next Council
meeting. He also stated that the committee recommended a "Traffic Counter"
be purchased by the Chief of Police and a code set up whereby a certain
amount of traffic should pass over the counter before a stop sign or right
of way sign should be placed. He read a letter from the Chicago 1,1otor Club
regarding a traffic survey -- this Club would be willing to assist the
City of Canton with any one phase of traffic survey at one time. Alderman
Jones made a motion that the City of Canton accept this free survey of
traffic service offered by the Chicago Motor Club, seconded by k1 derman
Lundry. Roll call vote. AYE: Alderman Sebree, 111artin, Swick, Lundry,
Miller, Jones, Tink, Wm. Wright, Shelby Wright, Rod, Hill, Lester Ilill,
and Bender. NAY: None. Motion carried.
Alderman Jones made a motion that permanent "No Parking" signs be T)laced
on Avenue A in the vicinity of the Post Office. Mayor Woods recommended
that this be postponed intil after the traffic survey had been made, there-
fore, Alderman Jones rescinded his motion.
Alderman Lundry, reported for the Street, Alley and Sidewalk Committee
stating that several properties were under consideration for the storage
of highway equipment. Properties under consideration: Miller property
on South Fifth Avenue, FitzHenry property on East Pine Street, :Crock
property on Clarence Williams property on ?,
Alderman Tink property on VanBuren Court. No definite action had been
taken.
Mayor Woods reported on the Citizens Advisory Council meeting of Nov. 25,
1957. Canton has been selected by the State as the site for a Junior
College and the City would profit much if this project is accepted. He
stated that Adult Classes would be&in in January 1958 and also the
discussion regarding compulsory driver training.
Mayor Woods recommended that an extension telephone from the Fire Department
to the Rlice Department be installed. He stated that another two-way
radidA, was also needed.
Mayor Woods recommended that the Finance Committee draft an Ordinance
regarding the starting wage for firemen and that raises should be in-
creased according to their qualifications.
A letter from the Illinois Inspection Bureau stating that the City of
Canton had been given a Sixth Class fire insurance rating instead of.
the Seventh Class;also gave six recommendations for the betterment of
the City's fire protection service. Alderman Lundry made a motion that
the letter be accepted and placed on file, seconded by Alderman. Lester
Hill. Verbal vote. AYE: Unanimous. Motion carried.
A letter from the Canton Fire Commission was read regarding the 56-hour
week for firemen and suggestions for an auxiliary water supply. Alderman
Lundry made a motion that the letter be accepted and placed on file,
seconded by Alderman Jones. Verbal vote. AYE: Unanimous. Motion
carried. Mayor Woods mentioned that the committee had worked diligently
on this project and were to be commended for their work and stated that
he intended to write a personal letter of thanks.
Second reading of an Ordinance regarding annexation of the Sarah J. Monn
property on Ray Street. Attorney Chester Claudon explained the description
contained in the Ordinance. Alderman Jones moved that the Ordinance be
placed on its passage, seconded by Alderman Swick. Roll call vote. AYE:
Alderman Bender, Lester Hill, Rohr Hill, Shelby Wright, Wm. Wright, Tink,
Jones, Miller, Lundr-,,,T, Swick, Martin, and Sebree. NAY: None. Motion
carried. This being Ordinance # 353•
First reading of an Ordinance regarding a ' 10.00 charge for marring water
tans. Alderman Lester Hill moved that the rules be suspended, seconded 11
by tldcrman Swick. Roll call vote. AYE: alderman Sebree, Martin, Swick,
Dungy, Miller, Jones, Tink, Wm. -1ri,-ht, Shelby Cdr ._�ht, Roy Hill, Lester

First reading of an Ordinance pertaining to Minors and "women bartenders.
Mr. Neil Beasley spoke in behalf of the Christian Leadership Organization
and commended the Council in their effort to provide the with
good moral laws. Alderman Lester Mill moved that the rules be suspended,
seconded by Alderman Bender. Roll call vote; AYE: Alderman Lundr.7T,

(Three AYES and nine NAYS). Mr. Sharo commended the Alderman who
voted AYE and stated that many peonle praised the Mayor and the people
who tried to make Canton a cleaner City.

Alderman Tink made a motion to suspend the rules, seconded by Alderman

Mayor Woods stated that the cit-r jail had been reconstructed -- part of
same made into a place for the members of the police force to exercise
to keep fit for duty.
Alderman Lundry made a motion for adjournment, seconded by Alderman
Swick. Verbal vote. AYE: Unanimous. Canton City Council adjourned
at 8:25 P. 11.
