The Canton City Council met at 7:00 P. M. on Oct. 15, 1957 in the
City Council Roam.
Roll call with the following present: Mayor Woods, City Attorney,
Lawrence McMunn, Aldermen Sebree, Martin, Swick, Lundry, Miller, Jones,
Tink, Wm. Wright, Turner, Shelby Wright, Roy Hill, Lester Hill, and
Bender. Absent: None.
Minutes of the previous meeting were read and approved to be placed
on file. -
A petition was read from Mrs. Katie Brodsky representing Jane E. Hicks,
incompetent -- requesting that interest on paving assessments on the
property located on South Fifth Avenue, Canton, Illinois, be deducted
from the date of maturity of the last installment. Alderman Lundry
made a motion that the petition be granted. Seconded by Alderman Tink.
Roll call vote. AYE: Alderman Bender, Lester Hill, Roy Hill, Shelby
Wright, Turner, Wm. Wright, Tink, Jones, Miller, Lundry, Swick, Martin,
and Sebree. NAY: None. Motion carried.
Mayor Woods reported that Mr. Dewey Fillingham had been appointed as
Captain of the Fire Department for the third shift -- for the trial
period.
Mayor Woods commended the police force for their fine work they had
been doing the past month.
Mayor Woods asked for the reports of the standing and special committees:
Alderman Jones stated that the members of the Methodist Church wished to
erect two signs on West Locust Street -- he stated that he had been
given approval by the state police and made a motion that the members
of the Methodist Church be given permission to place these signs,
seconded by Alderman Wm. Wright. Verbal vote.AYE: Unanimous. Carried.
Mr. Clarence Sherwood, Canton Township Road Commissioner stated that the
bridge across the road directly south of Wallace Park was in bad shape
and suggested that the road should be closed. Mayor Woods stated that a
recommendation from the Canton Park Board to turn this ship of land
over to the City of Canton -- the City could then close the road.

Alderman Turner made a motion that this resolution be adopted, seconded
by Alderman Lester Hill. Roll call Vote. AYE: Alderman Sebree, Martin,
Swick, Lundry, Miller, Jones, Tink, Wm. Wright, Turner, Shelby Wright,
Roy Hill, Lester Hill, and Bender. NAY: None. Motion carried.
A resolution for improvement by municipality under the motor fuel tax
law was read:

Alderman Turner made a motion that this resolution be adopted, seconded
by Alderman Jones. Roll call vote. AYE: Alderman Bender, Lester Hill,

Swick, Martin, and Sebree. NAY: None. Motion carried.

Alderman Lester Hill made a motion that the resolution be adopted, seconded

Lester Hill, and Bender. NAY: None. motion carried.

Alderman Jones made a motion that the resolution be adopted, seconded by

Swick, Martin, and Sebree. NAY: None. Motion carried.

Alderman Bender made a motion that the resolution be adopted, seconded by
Alderman Jones. Roll call vote. AYE: Alderman Sebree, Martin, Swick,
Lundry, Miller, Jones, Tink, Wm. Wright, Roy Hill, Lester Hill, and Bender.
NAY: None. Motion carried.
A resolution of the Transfer of Funds was read: $6000.00 to be transferred
from the Depreciation Fund of the Water and Sewer Fund to the General Fund
of the Water and Sewer Fund. $4300.00 to be transferred from the Sales
Tax Fund to the Fire Protection Fund. Alderman Lundry made a motion that
the resolution be adopted, seconded by Alderman Lester Hill. Roll call
vote. AYE: Alderman Bender, Lester Hill, Roy Hill, Shelby Wright, Turner,
Wm. Wright, Tink, Jones, Miller, Lundry, Swick, Martin, and Sebree. NAY:
None. Motion carried. This being Resolution #209.
First reading of an Ordinance regarding two-hour parking: "Sec. 1. That
two-hour parking on all side streets in the City of Canton, Illinois, be
and the same is hereby repealed. Sec. 2. That any prior ordinance or
parts of a prior ordinance in conflict with this Ordinance be and the
same is hereby repealed" Mayor Woods stated that a motion to suspend
rules of the reading of ordinances was in order. Alderman Jones made a
motion to suspend the rules, seconded by Alderman Martin. Roll call Vote.
AYE: Alderman Sebree, Martin, Swick, Lundry, Miller, Jones, Tink, Wm.
Wright, Turner, Shelby Wright, Roy Hill, Lester Hill, and Bender. NAY:
None. Motion carried. Alderman Martin made a motion that the Ordinance
be placed on its passage, seconded by Alderman Bender. Roll call vote.
AYE: Alderman Bender, Lester Hill, Roy Hill, Shelby Wright, Turner, Wm.
Wright, Tink, Jones, Miller, Lundry, Swick, Martin, and Sebree. NAY: None.
Motion carried. This being ordinance #347.
First reading of an Ordinance regarding No Parking o$ South First Avenue
between Pine Street and the Toledo, Peoria and Western Railroad. "Sec. 1.
That no person shall park any vehicle on the west side of South First Ave.
in the City of Canton, Illinois, from East Pine Street to the Toledo,
Peoria and Western Railroad. Sec. 2. That proper a=i.gns shall be erected
by the proper officials informing the public of the provisions of this
Ordinance. Sec. 3. That any person who shall be found guilty of a
violation of this Ordinance shall be subject to a fine of not less than
$3.00 nor more than $100.00. Sec. 4. This Ordinance shall be in effect
ten days after its passage by the City Council, approval by the Mayor and
publication according to law." Mayor Woods stated that a motion to suspend
rules was in order. Alderman Jones made a motion that the rules be sus-
pended, seconded by Alderman Martin. Roll call vote. AYE: Alderman
Sebree, Martin, Swick, Lundry, Miller, Jones, Ti4, Wm. Wright, Turner,
Shelby Wright, Roy Hill, Lester Hill, and Bender. NAY: None. Motion
carried. Alderman Martin made a motion that the Ordinance be
placed on its passage, seconded by Alderman Jones. Roll call vote. AYE:
Alderman Bender, Lester Hill, Roy Hill, Shelby Wright, Turner, Wm. Wright,
Tink, Jones, Miller, Lundry, Swick, Martin, and Sebree. . NAY: None.

An Ordinance to Yield Right of Wa- was read for the first time. Sec. 1.
"That Yield Right of Way Signs shall be placed at the Southeast and
Northwest corners of East Ash Street and North Twelfth Avenue in said
City of Canton, Illinois, and all vehicles entering said East Ash Street
shall reduce speed before entering said intersection so as not to inter-
fere with or hamper the use of said Street or highway by vehicles traveling
thereon. Sec. 2. That a Yield Right of Way Sign shall be placed at the
Northwest corner of Avenue B and West Pine Street in said City of Canton,
Illinois, and all vehicles entering said West Pine Street shall reduce
speed before entering said intersection so as not to interfere with or
hamper the use of said street or highway by vehicles traveling thereon.
Sec. 3. Any person sho shall be convicted of a violation of any of the
provisions of this Ordinance shall be punished by a fine of not less
than $$3.00 nor more than $200.00. Sec. 1 . This Ordinance shall be in
effect ten days after its passage by the City Council, approval by the
Mayor and publication according to law." Mayor Woods stated that a
motion to suspend the rules was in order. Alderman Jones made a motion
that the rules be suspended, seconded by Alderman :Mender. Roll call vote.
AYE: Alderman Sebree, Martin, Swick., Lundry, Miller, Jones, Tink, Wm.
Wright, Turnery Shelby Wright, Roy Hill, Lester Hill, and Bender. NAY:
None. Motion carried. Alderman Bender made a motion that the Ordinance
be placed on its passage, seconded by Alderman W Wright. Roll call
vote. AYE: Alderman Bender, Lester Hill, Roy Hill, Shelby Wright, Turner,
Wm. Wright, 'rink, Jones, Miller, Lundry, Swick, Martin, and Sebree. NAY:
None. Motion carried. This being Ordinance #349.
Alderman Martin gave a report on the findings of the "Ordinance Conaittee"--
that it would cost approximately ° 5,000 of $6,000 to publish same -- the
estimated price per page being $5.50. After some discussion, Alderman
Martin made a motion that the City Council advise the City Attorney to
draft an Ordinance authorizing the procedures of new loose leaf Ordinance
books to be completed witIA reasonable length of time -- Attorney and
stenographic fees to be $2500.00 -- an estimated cost of $5.50 per page.
Seconded by Alderman Bender. Roll call vote. AYE: Alderman Sebree,
Martin, Swick, Lundry, Miller, Jones, Tink, Wm. Wright, Turner, Shelby
Wright, Roy Hill, Lester Hill, and Bender. NAY: None.- Motion carried.
Alderman Jones stated that the Lehman building on White Court was for
sale and that it would make an ideal parking lot. Mayor Woods reported
that a lot North and West of the square would also be available to pur-
chase for a parking lot and recommended these areas be referred to the
City Attorney and Traffic Committee. Alderman Jones made a motion that
these two lots be referred to the City Attorney, Traffic Committee and
the 1tqw for their consideration regarding parking areas. Seconded by
Alderman Sebree. Verbal vote. AYE: Unanimous. Motion carried.
Alderman Lundry made a motion for adjournment, seconded by Alderman
Swick. Verbal vote. AYE: Unanimous. Carried. Canton City Council
adjourned at 8:05 P. M.
